As we discussed, the development activity. north of 106th street has gained some momentum with
the introduction of a development plan for multi-family housing on the Ford Family property. The
approval of this development plan wilJ most likely be followed-up by a request for a traffic signal to
service an entrance to the Ford property as well as the sites across the street, which includes our property
("SBA Associates, LLC").
\Vhile I have been infoIDled that officials from Zionsville have favored the concept of a traffic
. signal a~ the entrance of the Bennett property, I would like to outline an alternative proposal. By placing
a traffic signal at the north end of our site, (the south end of the Bennett parcel), this will favorably
accommodate the entire area. As I have shown on the attached depiction, a roadway system could be
formed which accommodates all the needs of the Bennett property, the Ford fmnily property and its
surrounding subdivisions, and the Dehaan property. From my discussions with. officials from Carmel, I
believe this would be their choice given that a right-of-way could be creat'ed efficiently all tIle way
through to 116t11 Street, while servicing the surrounding subdivisions.
From an economic development standpoint, it seems to make s'ense. to create the highest and best
use for both sites in the Zionsville jurisdiction.
I realize this is all co.njecture as tIle State Department of Transportation will ultimately make this
decision; however, I wanted to present this alternative perspective to you for consideration. Obviously,
we would appreciate the Town of Ziollsville's suppOli on this matter.

TAC urban Forestry notes I will not be in TAC due to the Indiana Urban Forest Council's Winter Meeting. We are hosting
at Village of West Clay.
Westwood Estates - Plans are ok
THe Anderson Corp- I have reviewed initial landscape and open space plans with David Barnes, but do not have a copy of
those plans yet.
West Carmel Center, Block S, Lots 3&4, Block F - have only received Primary Plats, no other plans.
The Ridge at Hayden Run Sections 1 &2 - plans ok
Clay Terrace - have met with Mr. Jang, but have not received final revised landscape plans yet.
Clarian Hospital North - have reviewed plans, but review letter is not out yet.
11300 Block of North Michigan Road - Have not received any plans. This rezone should require open space plans
including woodland analysis, and at least preliminary landscape plans. There is a substantial woodland at stake.
Cherry Creek Estates - Have reviewed the plans, but comment letter is not out yet.
Hazel Dell Corner Lot 1, The Overlook - initial comment letter has been faxed.
Treasure House - initial comment letter has been faxed.

Following are CTRWD comments on the agenda items effecting our sani~ary sewers or service
area for the February 19, 2003 TAC meeting. Please feel free to copy and distribute this
email or attach it to your meeting minutes. We have also created a new page on our
'website linked to the "Construction" page where we have posted all CTRWD TAC comments from
2001 and 2002 meetings held to date. We will continue to add to this page every month so
please let everyone know they can view our comments online now too.

The District has received the plans for this project.

should be sent to the District for review. The District will then submit the project to
IDEM for permit approval. A preconstruction meeting will need to be held before the
construction of the proposed sanitary sewers. Building permits should NOT be issued
unless the District has issued connection permits.
