ORDINANCE D-1899-08
AS AMENDED
OF
SECTION 212 OF THE CARMEL CITY CODE
WHEREAS,'the-Common Council of the, City of Carmei lias the autliority,to ameiid,tlie Cannel
,City Code;.and'
WHEREAS, the Common Council desires to arnend Chapter 2, Article I„Iaivision,IQ, Section
2-21 of the Carmel City Code;;and
NOW,,`THERFO-RE, BE 1T- ORDAINED by the' Common Council of the City of Carmel,
Indiana,;that:
`-`Sec. 242. Claim,Paymezrts'in Advance of Council.Approval.
(a) The fiscal oMcer i iayssubmit claim paymen&in.advance of ;Council approval for specific
types of expenses. The City's legislative body having jurisdiction over the approval shall
review andsact upon thetclaim atits next'regtilar or`special meeting following the`preapproved
payment.
(1) Property'or sere-ices-purchased or leased from the United States, government, its
agencies or,itsipolincaj subdivisions.
(2) License or-permit fees.
(3) Insurance premiums.,
(4) Utility payments, utility connection charges, ihtentet and. ntobile phone charges,
and fuel charges for City vehicles.
(5) General grant programs where advance funding-. is not prohibited and contracting
party posts sufficient;security'to?cover the amount' advanced.
(6) Grants ofstate funds authorized by statute.
(7) Maintenance agreements, service-agreements.or lease,payments.
(8) Bond.or coupon.payments.
(9) Payroll.
(10) Pederal,:state orzcounty taxes.

(11) Expenses that must begpaid`,because.of ornergency circumstances.
(12) A product or service for which the.City legisiative.body'has accepted a bid.
(13) Petty Cash.Funds as established pursuant io City Code Sedion-2-1,14
(1-4) Legal'settlomcnts which ha"vc.been approved by the City Attorney and are within
the,City-Attorneys,,:settlement.authority=pursuant to City Code Sectioii2-9:1.
(I5) Payrnentsfor specialland.acquisition projects as.di'rected in advance by resolution
of the City legislati;ye,body.
(16) Payments1made pursuant to City Code;Section-2-61_(b)(c)(d) and other
reimburseiuents permitted by the City Code.
(17) Refunds to city or.Carmel customers.
(18) Wire transfers for land, purchases, payroll, health insurance, and debt service,
all of which have been budgeted and/or;app€oved by•thelegis`I'ative body.
(b) Each payment;of expenses under this Section must be supported-by a,fully itemized claim.
This Ordinance shall be in.liiff force and effect from,and-after the date of its passage-and signing
by the Mayor and upon publication in aceordance,?vith-applicable law.
PASSED by the Common Couircilof the City of Carmel, Indiana, this day of
2008, by a vote o-f ayes'and' 40 nays.
