My comments are as follows: 1. These parcels fall under review within the U.S. 31 Highway Zoning Overlay. The plans do not meet all the requirements for landscape plan submission. Please refer to the attached copy of the ordinance, sections 23B.1 0 and 26.4. Section 23B.10A in particular discusses tree preservation, which does not appear on the submitted plans. 2. There was no landscape plan submitted for the additional parking planned for the plat south of the building Further comments will be made when the corrected plans are submitted. One-half of an alley abutting the rear ora lot may be included in the rear yard but such alley space shall not be included for loading and unloading berths. B. In reviewing the architectural design of building(s) proposed to be built in the U.S. Highway 31 Overlay Zone, factors to be considered by the Cormnission shall include but not be limited to the following: A. C":rmtp.xt: AU buildings shall be designed with respect to the general character of the U.S. 31 Corridor and, particularly, with due consideration to buildings located on lots that abut the project site. B. SC;'Ilf' :mn prnportioTl: All building fas:ades, including doors, windows, colunm spacing, and signage shall be desIgned using the Golden Section, represented by the ratio 1: 1.6 or 1.6: 1. C. A minimum oftbree materials shall be used for building exteriors, from the following list: stone, brick, architectural pre-cast (panels or detailing), architectural metal panels, glass, ornamental metal. Large expanses of glass are allowed, up to 70% of the fas:ade area. The building may not be constructed entirely of a metal and glass curtain wall. Concrete block is not allowed as an exterior finish material. D. All buildings shall be designed with a minimum of eight external comers, in order to elinUnate box buildings. E. Building penthouses must be incorporated into the building fas:ade design, including exterior materials specifications. F. Sloped roofs shall not exceed one hundred (I 00) feet without a change in roof plane, or gable or dormer. Sloped roofs shall be either standing seam metal or dimensional shingles. G. F:xnihit!".. A. Except as provided in Paragraph E, there shall be no (0) parking between the U.S. 31 right-of-way and the front build-to line of the building. (1) The required number of parking spaces is established in Section 27.0, depending upon the zoning and intended land use. (2) There shall be an appropriate number of parking spaces reserved for use by handicapped individuals, per State and Federal requirements. (3) Direct, articulated pedestrian access shall be provided from the street to the building's primary entrance. A. A Site Lighting Plan shall be submitted along- With any DP or ADLSplan. The Site Lighting Plan shall include the type, standards, layout, spread & intensity of aU site,lighting, including: (1) parking lot and service/storagearea lighting; (2) arcrutectural display lighting; (3) security lighting; (4) lighting ofpeclestrian and bicycle ways; (5) arcrutectural and landscape lighting. B. All site lighting shall be coordinated throughout the project and be of uniform design, color and materials. C. The maximum height of light standards shall not exceed the building height proposed,or-twenty- five (25) feet, whichever is less. However, -When light standards abut or fall withihninety (90) feet of a residential use, they shall not exceed fifteen (15) feet. D. All exterior architectural, display, decorative and sign lighting_shall be generated from concealed, low level light fIxtures. E. The average ilhnnination for site lighting shall be a maximum of three (3) foot candles. F. All site lighting shan be designed to not exceed 0.3 foot candles at the property line in business or manufacturing districts, and 0.1 foot candles at the property lilie of adjoining residential uses. G. Waivers: The applicant may request a Plan Commission Waiver to the dimenSional and quantitative standards of this Section 23.B.13, by not greater than thirty-fIve percent. We are requesting that a Knox Box be installed on the proposed building for fire department emergency access. An application for this secure box can be obtained through our office. 2. Is the proposed building to be sprinklered? If so a meeting will need to be set up for the location for the fire department connection. We also are requesting an outside entrance to the riser room for our' access. We are also requiring Knox fire department connection caps for the fire department connection if the building is sprinklered. 3. Our office is requesting a set of utility plans showing existing fire hydrant locations. 4. If the building is to have a fire alarm system, our office is requesting that a remote enunciator panel be located at the main entrance of the facility. 5. 6. Please respond to the above noted condition(s) in writing and submit to our office prior to the scheduled Technical Advisory Meeting for this project. West Carmel Center, Block B - The Goddard School (Development Plan) The District has not received any plans for this proposa.l. Building permits should NOT be issued unless the District has issue4 connection permits. West Carmel Center, Block B - Unique - The Specialty Group (Development plan) The plans received by the District need to be revised to show labeled sewer profiles and manhole, lateral and bedding details which are in accordance with District specifications. Revised plans need to be submitted. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. Village of West Clay, Section 10004-A The District's most recent version of sanitary sewer specifications needs to be included on the plans. Revised pla.ns need to be submitted.
