The technical review and comments are intended to evaluate the completeness of the erosion and sediment control plan for the
project The erosion and sediment control plan submitted was not reviewed for the adequacy of the engineering design. All
practices included in the plan, as well as those recommended in Ihe comments should be evaluated as to theirfeasibility by a
qualified individual with structural practices designed by a qualified engineer. The plan has not been reviewed for local, state,
or federal permits that may be required to proceed with this project. Additional informalion, including design calculations may
he requested to further evaluate the erosion and sediment control plan.
The erosion and sediment control plan has heen reviewed and it has been determined that the plan:

Indiana Department of Environmental Management.
Proper implementation of the erosion and sediment control plan ond inspections of the construction site by the developer or a

This letter serves to acknowledge receipt of e transmittal received 3/26/03 containing the
plans for the above-mentioned project. After reviewing th$ plans the Highway
Department has the fOllowing comments:
1. It appears that all comments have been properly addressed. Therefore, the Highway
Department request that seven sets of plans be submitted for final approval. The
plans should notbs submitted untrl all comment.s from the Hamilton County Surveyor
have been properly addressed also.
2. Please be prepared to discuss the coordination of the entrance construction 81 the
pre-construction meeting.
3. As a reminder, no construction may begin on~slte until the plans have been approved
by t.he Surveyor's Office and Highway Department All inspection fees mus1 also be
paid as well.

o The swales at the rear of lots 14 & 15 and lots 9-11 need to be identified in the sequence or on the
plan. They need to be installed with the construction of the sediment basins.
o All ofthe perimeter protection practices are to be installed with a minimum of land disturbance (the
contractor may not build the whole lake). The practices need to have appropriate outlets. So, you
need to show sediment basins on the plan that meet the requirements as outlined in the DNR
Handbook. The basins need to be located where they can intercept surface flows. (Where they are
currently described is ok.) Their discharge outlets mayor may not be the same as the permanent
outlet. But the outlet needs to be installed to create a functioning sediment basin. There needs to be
enough detail on the plan: contours, finished grades, pipe sizes and invert elevations that the basins
can be staked in the field for construction. When the contractor has installed all the perimeter
practices, then he can start mass earthwork.
. Please provide documentation that the basins meet the storage requirements as outlined in the DNR
Handbook.
. Note: you may want to use the existing storm sewer at the edge of lake #2 as the outlet for the
sediment basin discharge pipe.
e Note: You may want to show just the perimeter sediment control practices on a single sheet to better
inform the contractor.
40. The existing 18" CMP near the entrance needs to be protected prior to construction. Inlet protection for
this structure and the other two storm structures need to be included in the perimeter practices and specified
in the construction sequence.

4C. The perimeter sediment control practices need to be sized for the area disturbed and the size of the
watershed. Provide calculations to verify design. Use the design standards from the "IDNR Indiana
Handbook for Developing Areas." Sediment basins and traps must have an outlet when they are installed.
Temporary storage is calculated above the flowline of the outlet structure. Temporary diversion swales are
needed to direct surface water into the basins. Outlet protection is needed for the two existing culverts under
126th Street. Note: Silt fence along the north property line is not adequate. Potential flow far exceeds the
design standards for silt fence.
4F. A permanent erosion control blanket is recommended between str# 131 and #136.
40. Inlet protection is needed for strs #115 and #120.
41. The home site detail needs to be labeled "Erosion and Sediment Control for Individual Home Sites".
Sequencing, seeding and narrative instructions need to be included with the detail.
Please include a note to correctly abandon all existing wells on the property.

Meridian North Medical----- The address for this property will be off , what wiill be corrected as W Smokey Row Rd(not W
136th St). it will not get a Meridian St address. (Ask Laurence for c1arifiaction on this...Public Safety will not allow it to be off
of Meridian st unless there is access off of there). The Medical office next door was addressed incorrectly when it was
assigned a long time ago. I'm not going to continue addressing incorrectly, just because someone else did it that way. I
believe Adam was advised of an address a couple years ago on this. The only change..is it should be W Smokey Row Rd,
not W 136th St.(as mentioned above).
Mark Swanson Building---Will have to get back with them on address...need to check to make sure the address they say
works in that area.
Town Pointe----I will need a street name for "A" and "8"(stub street). 1 would like to see a monumnet sign put up as you
leave Village of West Clay and enter this neighborhood(President Street). Easier for Public Safety to find it.

1. An Application for Project Review needs to be completed and the appropriate
review fees for a Secondary Plat and Construction Plan paid. before any approvals
will be granted from this office.
2. Please remove Sharon Clark from the Board of Commissioners signature block and
replace her with Christine Altman.
3. The triangular right of way cut at the entrance must consist of two 30' legs.
4. The radius connecting the right of way for the interior street must be a 20' minimum.
Curves F & G do not meet the minimum.

Dear Mr. Ferrell:
We have reviewed the secondary plat, construction plans and drainage report submitted to the
Hamilton County Surveyor's office ort February 26, 2003 and have the following comments:
1. Please provide the petition to make the storm sewers regulated. PLease complete and
return. I have enclosed the petition.
2. Provide the Non-Enforcement Permit form with the appropriate check. This application is
available on our website at www.co.hamilton.in.us. For the walking path to be in the
drainage easement yOu will need an Individual Non~Enforeement Permit Application.

3. Submit separate bond$ (or letters of credit) for the storm sewers (itldudil1S SSD), erosion
control, and monument and markers.
4, On the Secondl1l)' Plat, provide the surveyor's stamp.
S. On the SecondlU)' Plat, for the legal drain easement, call it the J.W. Brendle Drain.
6. On the Secondary Plat, show the existing regulated drain easement.
7. On the Secondary Plat, show the proposed regulated drain eaS0ment 25' from top of
bank.
8. On the Grading and Drainage Plan for the dry detention basin, provide sub-surface drains
25' (on center) paralldruns, minimum of 0.5% gradient with 2' min;mmn cover and
have a positive outlet downstream of the outlet for the basin. Also, revise your estimate to
include the additional SSD. The type: of pipe to use is HOPE.
9. On the Grading and Drainage Plan, show the existing regulated drain easement
10. The easement tor the regulated drain can be reduced to 25' from-top of bank. Call Q~lt on
tbe Grading and Drainage Plan the top of bank, change the easement to 2S' and provide
30' from the top of bank of the legal drain to the top of bank of the dry detention basin.

11. The two outlets into the legal drain appear to be off~site. These outlets will require an
easement from the adja~nt property owner. I have enclosed a standard fonn that we use
for these types of easements.
12. The pads for lots 12, 131 and 33 em;roach into the drainage easement. Please move the
pads outside ofthe easement.
13. On the Grading and Drainage Plan, provide the pipe size, length, slope !IJId type of
material.
14. On the Grading and Drainage Plan, provide tbe road names.
1 S. On the Grading and Drainage Plan, include the drainage easements for the lakes and dry
detention basin.
16. Show the emergencyspinway and overflow routes for the lakes.
17. Show the slope of the swales.
18. provide SSD risers at the beginning, connections and every 300' .

20. Note the upstream off site acreage on the plan.
21, Note the location of any section corners on the Secondary Plat and Grading and Drainage
Plan,
22. Provide a landscape plan for our review. Keep plantings out of the drainage easements.
23. For the note on sheet 5 regarding walking the location of the pipe, this needs to be done
prior to Our approval so that the location can be provided on the approved construction
plans. Please advise this office on when this moeting is to be held~ because a
representa.tive from our office will need to be present.
24. We will also need a meeting regarding any necessary improvements to the JW Brendle
drain. please advise this office on when you would like to have this meeting. This
muting can be done together witll the meeting required in. item #21 .
25. Provide a note on the Grading and Drainage Plan stating~ "Any private tiles found shall
be tied into an appropriate oudet".
26. The two outlets into the drain need to he extended to the flow line. Also, provide the
elevations of the flow line at the location of the outlets.
27. For end sections 115 and 120, replace with B structure.
28. There does not appear to be adequate drainage in the rear of lots 13..20. Please further
address these areas to avoid ponding.
29. The calculations need to show the off~site drainage and the drainage from the woods
needs to be taken into account in the calculations.
30. Ail drain.age easements shown on the SecondRrY Plat need to be shown on the Grading
and Drainage Plan.
31. Address the drainage on the south side of Common AreaA
32. On the Grading and Drainage Plan, note all adjacent landowners.
