Docket No. 45-03 DPfADLS; Mark Swanson Building The applicant seeks to construct a multi-tenant building. The site is located at 550 East 106th Street. The site is zoned B-5/Business and is within the Home Place District Overlay Zone. Filed by Mark A. Swanson. The applicant is requesting approval of a Development Plan and ADLS for the construction of an office building. The site is located on the north side of 106th Street between Park and Ruckle Streets. Please see the informational packet prepared by the applicant for an overview of the site and proposed building elevations. The applicant has met with the department and discussed several of the items listed below. The applicant should be prepared to discuss with the Committee the modifications made to the proposal in response to these comments. Development Plan: ffi Approval of the DP will require dedication of additional right-of-way per the U Thoroughfare Plan. The applicant should prepare and submit a replat (Secondary 0. Plat) of the existing l.ot to achieve the dedication as shown on the proposed site plan. 2. A path must be provided within the right of way of l06th Street. The Ordinance calls for a 10' asphalt path. Widewalk is shown. The Path should be located along the / edge ofthe right-of-way line not angled in closer to the pavement edge. .,./'3. Direct pedestrian access must be provided between the main entrance( s) of the building and the street (connect parking lot walk to path). v4. Identify a bicycle-parking area. /5. An access easement should be provided between the parking areas and the lot to the north. This should be identified on the replat and the grade of the parking areas should be designed to allow forfin anticipation of a future connection. 4. The sidewalks along Park and Ruckle need to be extended to the north property line with approaches at the entrance to each parking area. ADLS: 1. J\rcbUtecbure: a. The Ordinance calls for buildings to have flat fronts. This would be similar to the plan originally submitted to the Department and reviewed at T AC. The current proposal does not follow this direction. The sides of the building facing Park and Ruckle are not anywhere close to flat. As currently proposed the building design encroaches into the front yard setback along l06th Street. The Department will not support a request for relief from the setback requirement. Committee Report 2003-0513.rtf b. Call out building materials on color elevations and provide material samples. Greater coordination in composition is needed between the first and second floors. c. Show any rooftop-m.ounted. equipment to confirm that the walls will screep. this equipment. Specifically, the north side elevation does not appear to provide a screen. 2. Signage: a. The renderings illustrate signs and future sign placement. Please identify sign materials and dimensions dfoverall sign areas. b. An ADLS amendment will need to be submitted to address future signage if no materials and size is submitted with this application. 3. Landscaping: a. Additional shrubs are required along the parking lot perimeter at a rate of 30 per 100' of perimeter along the street sides. The intent is to create a solid screen. b. Please explain the use of off-site plantings along the north side of the site. c. Provide additional shrubs along the north edge of the parking areas. Lighting: a. A cut sheet needs to be submitted illustrating the type of proposed light fixtures both in the parking lot and on the building. b. Cut offs or shields should be used on the pole-mounted fixtures to prevent point source glare.
