With regard to the above-referenced project. there are a few outstanding items remaining to be
addressed which will be discussed as follows,

Landscaping/Urban Forrester:
u
u
We met with Scott Brewer on Monday, August 11,2008 10 present our revised landscaping
plan and determine what final items should be addressed.
1. "20G,05,04 F(3) states that "On-site parking lots or structured parking adjacent to a public street
must be separated from the street right-of-way with landscaped strip, no less than six (6) feet
wide, containing shade trees, and shrubs or low fence/walls up to four (4) feet high. This plan
appears to lack this feature."
The landscaping plan was revised to accommodate this requirement.
2_ "There are apparent utility conflicts in the parking lot with landscape materiaL All utility lines and
easements (including any drainage easements) should appear on the landscape plan to eliminate
conflicts,"
The plans were revised to remove the storm sewer, sanitary sewer, and other utilities as
well as the easements away from the landscaping islands as nearly as possible.
3. "Structural soils have been required to fulfill proper rooting volumes for street trees in other
locations along Old Meridian Street, these should be engineered and planned for in this instance.
The planting area in the right-of-way including soil volumes should be graphically planned in the
set, since the street trees in the ROW are required on the plan,"
The landscape plan was revised to accommodate structural soils and further amended as a
result of the meeting with Scott.
4, "The plan shows several trees being planted below top of bank in the storm water retention area.
The County Surveyor's Office will not allow plantings below top of bank, and Carmel City
Engineering also discourages it"
The landscaping plan was revised to accommodate this requirement.
5. "20G,04.06 E says that" Sites with existing trees or stands of trees shall protect and incorporate
them into the overall site design," Tree Preservation methods must be called out graphically on
the plans and established on the site plan. Any tree preservation information such as a plan or
tree inventory should be submitted to the Environmental Planner in the Department of Community
Services,"
We spoke in detail with Scott indicating that most of the mature trees on-site are of the
black locust, catalpa, white pine, and other species thm we don't believe are desirable for

a project of this location ,md n<1ture. We also pointed out that due to the ordinances and
desires of the Planning Department as well as those of the developer, the buildings would
need to be placed along the street frontages to cover as nearly as possible 700/0 of those
frontages with parking and detention located at the rear of the buildings. The site also
naturally t~'llls approximately 6 feet from the north towards the round-a-bout where the
proposed three-story office building is proposed in the future, a site that all parties
including the developer, Planning Department, and Plan Commission members believe
should make a significant statement for this area. To accomplish this, it has been
proposed to raise the cornel' of the site so the future office building will stand above the
surrounding streets as shown in the conceptual drawings presented thus far. To
accomplish all of these and best develop the site in its entirety, most of the species that are
not desirable will have to be removed with the exception of two located at the southeast
comer of the pond. Scott suggested that we provide this written explanation in lieu of a
tree preservation plan.

Engineering Department;

We have been in nearly daily contact with the Engineering Department to obtain additional
infol1l1ation required to complete the plans. The following issues remain to be resolved.
1. South Access Drive on Old Meridian - In accordance with the Engineering
Depaltment comment letter dated June 27. 2008. the Engineering Department will
determine if this drive will be allowed. As of this date, we arc awaiting a
determination.
2. Outlet Capacity - In accordance \viththe Engineering Department comment letter
dated June 27, 2008. the Engineering Department will determine if the pipe draining
the site has sufficient capacity for the project and detention as presented. As of this
date, we are awaiting a response.
3. Street Light Fixtures - As a result of our conversation with the Planning Department,
Engineering Department, and Special Studies Committee, the lighting and photometric
plan needs to include street lighting. The Engineering Department has been tasked to
provide us with the fixture and pole types. As of this date. \ve have not received the
information required.
4. Master Plan/Old Meridian Task Force Study - The Engineering Dcpal1ment comment
letter dated June 27, 2008 raised issues regarding the agreement of this development
with the Master Plan/Old Meridian Task Force Study. Specifically, it was stated that
additional future right-of-way could be required to accommodate a future street shown
in the study. The comment lettcr also stated the proposed pond location could place it
within SO' of the future right-of-way of the street. The Planning Department has
stated that no additional variances from the Master Plan will be required and left the
resolution of these items within the jurisdiction of the Engineering Department. As of
this date, we are awaiting a determination on how the Engineering Depal1ment would
like to resolve these issues.
Angie, we believe the issues with the Urban Forrester have been resolved and are committed
to working diligently with the Engineering Department to resolve all of the outstanding issues
and any additional comments that may be provided to us.

PRO.JECT OVERVIEW
The proposed development is located on 3.196 acres in the northeast
quadrant (and just north) of the intersection of Old Meridian Street and Main

Street. The real estate is zoned for mixed-use development and is a part of the Old
M.eridian District. The existing Stout Shoe Store, originally a Burger Chef drive-in
restaurant (which will be demolished as a part of redevelopment) is located on the
u
north end of the real estate.

Two buildings are proposed as a part of the development, both facing Old

Meridian Street. The north building, proposed for retail use, will contain 8,240
square feet (1001 long by 80' deep on each end; 86' deep in the middle) on one

occupiable floor, although the exterior mimics a two-story building. The south
building, the larger of the two, contains approximately 20,640 square feet on two
occupiable floors, and is 129 feet long by 80 feet wide, and is 30 feet in height.
The Buildings will be constructed with an exterior consisting of a
combination of brick, drivit, and glass, the south building approximately eighty
percent (80%) brick and the north building seventy-five percent (75%) brick.
From an architectural prospective, the design of the buildings was inspired by
existing buildings on Massachusetts Avenue in downtown Indianapolis, including
the existing Stout Shoe building, built before the turn of the last century, and the

One hundred six (I 06) parking spaces are provided, forty-nine (49) required
by ordinance.

Landscaping is proposed as depicted on the Landscaping Plan.

Unfortunately, existing trees on the site are not preservable.

The proposed development represents Phase I of a two-phase development.
The second phase will consist of single three-story building to be built at the
intersection of Main Street and Old Meridian Street, with three occupiable floors,
the first floor retail/commercial and the upper floors office/residential. The
phasing of the overall project is dictated by several factors, including the fact the

south building to be constructed as a part of Phase I will be occupied, in part, by

the relocated Stout Shoe Store and a companion New Balance Store. Also,

construction of Phase II cannot be commenced until the existing veterinary clinic,
which is proposed for relocation to a new building to be constructed on Old

Meridian Street south of Main Street, is vacated. Prospective tenants for Phase II
have also yet to be identified.

Variances have been granted by the Board of Zoning Appeals to permit the
I

proposed development, including variances from setback requirements, restrictions
imposed by the Old Meridian District M.aster Plan ("0MDMP") respecting

minimum building frontage and to permit proposed building locations which are
inconsistent with the Adoptive Illustrative Plan included in the OMDMP.
Variances related to the north building respecting height, number of occupiable
floors and percentage of occupancy by retail uses have also been granted.
The proposed development plans have been the subject of both a preliminary
and follow-up review by the Special Studies Committee, resulting in recommended
chal1ges to the exterior of the south building and landscaping, such suggestions
already incorporated in the proposed development plans included herewith.
Additional details respecting the status of required plan review by the Urban
Forester and Street Engineering was also requested and is included herewith. (Tab

The compact, aerodynamically designed
housing allows wind to flow easily around
the fixture with minimum resistance, thus
providing dramatically lower EPAs than
traditional shoebox or larger contemporary
fixtures. This allows for the use of lighter
gauge poles, thus reducing initial cost and
total cost of ownership.
.. Tool-less Entry - Neatly blended into
the fixture design, the over-center latch
offers easy entry to the lamp, reflector,
and, if necessary, the ballast compartment.
A specially designed door hinge bracket
allows the door to open for easy lamp
replacement without physically removing
the door.
4t Premium-grade PosiSeal Lens and
Door Casket - Only premium-grade,
one-piece extruded silicone gaskets are
used around the Patriot lens and in the
doorframe. These compression seal
gaskets create a tight, impervious barrier
to insects, moisture and debris.
· Ballast - The ballast is separated from
the lighting compartment by a specially
designed heat shield. Located in the
housing, the ballast is readily accessible.
As an option, all electrical components
can be mounted to an easily removable
power panel with primary and secondary
Quick Connect plugs.

interchangeable and can be rotated in
