We have now completed the engineering of the fence and its foundation system. This 8' tall fence will be made of 2' x 2' brick piers with stone caps that match the exteriors of the buildings within Clay Terrace. Cedar trim boards are used along with cedar overlaps to serve as a sound barrier. This is merely a refinement of the design previously approved. 2) Fence adjacent to Clay Terrace Boulevard This fence has not been presented previously. This 8' tall fence is made of face brick that matches the approved material palette for buildings in Clay Terrace, with a continuous cast stone cap and 3'-4" brick pilasters spaced 20' apart We have met with staff and adjusted certain details to both fences to meet with their approval. Assuming we obtain your approval tonight we intend to start construction immediately and complete this fence installation over the next 60 days. Our neighbors are anxious for this installation to occur and we are anxious to complete this portion of the project. We consider this entrance 10 be our front door. We have been working closely with our design team to include this area as a part of the Clay Terrace experience. CONSTRUCTION During our original ADLS approvals, this area was simply a detention pond for the project's storm water. We have now figured out how to eliminate the pond. In its place we can now add a series of undulating, landscaped berms. These new berms will serve as a visual barrier for the residences located to the south (Walters Rolling Acres) and west (Walters Plaza). The berms will be installed without removing the large trees currently located around the:perimeter of the property. PROPERTY MANA6EMENT Last October, while vacating some old lot lines on the Patel parcel, the Plan Commission asked for an 8' tall fence to be installed. This installation would have required us to remove most of the existing mature trees. The purpose of the fence was to provide safety from the detention pond, which has now been eliminated, and to provide a visual barrier. The berms will provide a better visual barrier than the 8' tall fence and they will also provide a sound barrier from the US 31 traffic We intend to irrigate and seed this entire area. And of course, we will provide the required maintenance consistent with all of the maintenance provided within Clay Terrace. We believe this enhancement will serve as a perfect buffer between Cla~1 Terrace Boulevard and the single family residential neighborhoods. This morning was the first time that we have had a chance to sit down and go over the complete plan since we received the final landscape plan and reforestation set on March 25t\ 2003. There are a few comments that remain: 1. On the tree preservation plan, I will try to make it exactly clear what I have said to you in our last meeting, and to Iud Scott: the 50' buffer (tree preservation area) is listed as a commitment in the PUD Ordinance in Section 7.2. It is exempted from the area to be mitigated on the various maps, which delineate those sections. You cannot then take credit for the area in determining the number of "tree diameter inches" you need to reforest. You have already taken "credit" for that space by listing it in the PUD and exempting it from consideration for development. 2. After discussions with Jon about the requirements found in 7.3C in the PUD on landscaping, the planned amount of planting area must be landscaped, not just 6%. Therefore the plan does not meet the requirements. We would like to see the additional amount of shrubs and trees planted within sections such as the perimeter ofthe parking area on the northwest comer, the area to the south west of the south round-a-bout, and shrubs in the parking lot islands that are on the lower right comer of sheet LIO!. Architectural Design: a. Block A: -Pay particular attention to the wall heights on these two buildings. The elevation of the road (146111 Street) may create the need to raise fayade heights to achieve screening of rooftop mounted equipment effectively. This is the front door of the development. The north elevation could be dressed up a bit more. -Articulated cornice elements need to be provided along many segments of the building fayade, all sides. How are they treated to not appear as a false fac;ade from the side and rear, specifically elevations 02F and 06A. -More than one material has been used along the rear elevation (06A) to achieve compliance closer conformance. Expand on these details on other buildings. Remember, this is the elevation seen from US 31. -Provide detail regarding gate enclosing dumpster/delivery area. d. Is this correct? -Add public are and trellis detailing to rear and west side of building. -The west elevation is an important elevation seen from 146th Street. hnprove treatment to this side. -Provide gates to dumpster/delivery area for this building. h. Building B-19, B-22 -Much greater detail is necessary to evaluate this building. -Articulated cornice elements need to be provided along all segments of the building fayades. -All sides of the buildings do not comply with the three-element requirement of a base, middle, and top articulation per the PUD. -Expand details on all sides of the buildings. This building is seen more than any other from US 31/146111 Street. -Provide gates to dumpster/delivery area for this building, both sides. 1. General: -Add key map to all pages illustrating location of structure on overall site - Provide color elevations of all sides of buildings. -Building materials need to be identified on all renderings. -Use darker line to define breaks in the building facades on the elevations. This would make them easier to read. -Illustrate the type of relief and 360-degree treatment there is for raised fayade elements. 2. Lighting: a. Provide cut sheet for all proposed fixtures -plan does not indicate heights for any fixtures, please provide -all fixtures shall be 90-degree cut offs b. Display height of pole fixtures, maximum of 25', 15' wi thin 90 feet of north, south & west property line. c. Lighting plan needs to reflect current site layout. d. Submit photometric illustrating 0.1 and 0.3 footcandle line where applicable, illustrating no spill over at the property line in excess of these amounts. e. Plan calls for ground signs to be up-lit. Show fixtures. f. Is any ground mounted lighting proposed. It is encouraged in the PUD. 3. Landscaping a. The PUD requires 15 shrubs per 100' within the greenbelt along US 31 and 1 46th Street. None have been provided. Please revise plans. b. The PUD requires 10 shrubs per 400 s.f. of interior landscape area. Also, each interior landscape area is to be a minimum of 400 s.f. in area. However, less than half of the islands contain shrubs. Please explain and revise plans. c. Provide detail of the proposed fence along west/south property line. This should be consistent with the rendering submitted at the time of the rezone. d. Please provide an accounting of all greenbelts, interior parking area, and building perimeter planting area. This accounting should include the numl;Jer of required plantings compared with the number provided. Example: provide number of linear feet of US 31 frontage and calculate required number of trees and shrubs in table format. e. Provide a legend on all exhibits illustrating the landscape plan. f. Provide detail of Landscape Trellis systems. g. Provide detail on tree wells and grates. 4. Signage: a. The PUD allows 2 center identification ground signs at the north and south ends of the development along Range Line Road. The Proposed signs area not consistent with the design within Exhibit "B". To achieve the proposed designs you would need to seek an amendment to the PUD Ordinance and have that approved by the City Council. b. The above also applies to the c. No center/tenant identification ground signs have been proposed. Please advise. d. Provide examples of all signage types identified within your narrative, "2.15 Storefront Signs". e. Identify the signable area on the proposed building elevations. This would be similar to the elevations submitted with the applications. Oevelopment Plan~ 5. Provide plans for improvements to Rangeline Road south of US 31. 6. File letter with current plans to the State (INDOT) for comments, copy DOCS. 7. Landscape strip: 5' shown; 10' required along 146lh Street. 8. Illustrate pathways along Rangeline Road north and south of US 31 and 146th Street. 10' asphalt paths required per Alternative Transportation Plan. 9. Define exact street ROW lines. Ensure 30' landscape buffer between ponds/parking ROW. 10. If signs are to be located at the intersection of Rangeline Road and US 31, thus expanding the project real estate then you will also need to show 8' fence extended to south line ofproject real estate (provide fence along Walters Plaza south to existing nursery site. Comments- The existing wells need to be abandoned according to local and state statue. A full erosion and sediment control plan needs to be approved by the Hamilto,n County Soil and Water Conservation District prior to any demolition, earthwork or clearing activity. Calculations to verify the size of the sediment basins and/or traps are needed. Appropriate elevations, pipe sizes, contours and cDnstruction details are needed on the plans. This site has several offsite watersheds that pass through it. The 'erosion and sediment control plan will address how this water is transferred through the site without mixing with the construction activity. Details are needed for a temporary crossing for the drainage ditch at the south end of the site. The drainage ditch at the south end of the site will continue to function. 'Why isn't there a structure under the proposed road? Is a 404 permit needed to alter the existing drainage ditch?
