Introduction
JAM Musical Properties, LLC has entered into an agreement to purchase 1.09 acres, located at the Northeast comer of Old Meridian Street and Providence
Blvd., pending final ADLS Approval from the City of Carmel. The Site is within the OM/Old Meridian Zoning District, Village Zone (V) Development
Zone. In addition, the Owner intends to purchase the adjacent property to the North.
This Project, originally containing approximately 21,000 gross square feet, was first filed with the City of Carmel on February 28, 2003 and presented to the
Special Studies Committee on May 13, 2003, at which time was given unanimous approval. Prior to the scheduled Plan Commission Meeting of May 20,
2003, the building size was decreased, caused, in part, by the City's taking of ten (10) additional feet of right-of-way along Old Meridian Street. This
change required the Owner to table the Project and re-submit to the Special Studies Committee. The new design is fundamentally the same as the original
submittal.
The proposed two story multi-tenant cOllllnercial structure, now contains approximately 18,000 gross square feet. The prime Tenant is Meridian Music,
comprised of two components; retail sales and education. Smaller Tenants will occupy a portion of the building, which includes Allen Organs and Deb's
Music. The majority of the retail component will occupy the first floor and be accessed from Old Meridian Street. The educational and recital components
will occupy the second floor and be accessed from the parking lot.
Architectural Design
The proposed building is a steel frame, two story structure with brick and stone veneer. The overall design compliments the architectural style of the
adjacent housing development, Providence at Old Meridian, yet reinforces a traditional retail image. We believe the design is in conformance with the
Ordinance, possessing a defined base, a middle and a top fanned by an articulated cornice. The main entrance is defined and articulated by the "tower"
element and the detailing of the elevations at the ground floor is "pedestrian" in scale. Pilasters, solider course headers and stone sills provide relief to the
facades, helping to frame the generous storefronts on the ground floor and inserted windows on the second level. Canvas awnings cover the first floor
windows to enhance the pedestrian feel.
Signage
As part of this ADLS Submittal, we are proposing a "projecting" sign, twenty square feet in size, as allowed by the Old Town Carmel Signage Ordinance.
This sign will be illuminated. No additional signs are being requested as part of this ADLS Approval; however, the Owner reserves the right to seek
variances to the Signage Ordinance in the future.
