All practices included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility by a qualified individual with structural practices de.~igned hy a qualified engineer. The plan has not been reviewed/or local, state, or federal permits that may be required to proceed with this project. Additional information, including design calculations may be requested to further evaluate the erosion and sediment control plan. The erosion and sediment control plan has been reviewed and it has been determined that the plan: Satisfies the minimum requirements and intent of 3271AC 15-5 (Rule 5). Notification will be forwarded to the Indiana Department of Enyironmental Management. Refer to the comments section for additional information. Remarks for Area I notes on sheet CI 05- I recommend using a horse shoe rock check dam for the existing culverts. Provide an elevation for the top of the stone. Provide a detail. Details are needed for the sediment basin- earthwork details, pipe sizes, elevations and design calculations. Note 5 needs to be expanded to require seeding and mulch immediately after rough grading is completed for these lots. A priority wiJ1 be placed on completing these lots prior to disturbing other areas. Provide a detail for the fiber roll inlet detail. Remarks for area 2 notes on sheet C 1 05- Replace check dam with horse shoe check dam. Show weir elevation of riprap. The diversion swale needs to have spot grades and extend to the west side of the entrance road. I would recommend a 10" high asphalt hump across the road to divert the flow. When is this diversion installed in relation to the road construction? When is the seeding to be completed? The silt fence directs the storm water to the center valley. Because of the slope the storm water will pass tlu-ough the fence in a concentrated manor at the center of the valley. A sediment basin is needed for the amount of water directed to this point. Please provide design calculations. A detail is needed for the Filter Fabric Jacket inlet protection. The site specific information for area 1 & 2 is good. Recommend the stone construction entrance extend the full width of the entrance to act as a filter for storm water that reaches that point. On the east side of lot 214 extend the silt fence to 116th R/W. Provide inlet protection for the existing 24" road culvert at the east end of the site. Show where the fiber roll is to be installed for str 807. Provide weir elevation for rock check dam on lot 209. Erosion control blankets are recommended for the disturbed area between str 625 and 626. Please remove the inlet protection end section detail. Complete table for outlet protection. Please label. The notes for home builders needs to be upgraded to the rule 5 requirements. Inlet protection where applicable and perimeter protection is required on all lots. The notes need to include seeding requirements. The "Suggested Sequence of Construction.. ..." needs to be more site specific. How are the directions for areas 1 &2 incorporated into the overall plan? As discussed earlier, critical slopes and areas that drain off site need to be stabilized in a rapid fashion. Temporary seeding and mulch will be needed after rough grading and after utilities are installed. Remove septic and well for existing home to be demolished. As previously stated in prior review letters, this proposed development 'Will be a Hamilton CQunty Regulated Drain Subdivision, subject to approval of the Hamilton County Drainage Board. 2. Per the varianc:egranted by the Hamilton County Board of Commissioners for the trees within the Right of Way, the underdrains will not become part of the regulated drainage system. The covenants and restriction for this development need to state that the underdrainmaintenance wiJl be a responsibility of the Home Owners. Association and a copy of the covenants need to be provided to this office for approval before recording. 3. The following items are outstanding; submit these procedural items to this office, petition for regulated subdivision (resubmit with correct subdivision name), engin.eer's estim.ate~ and all associated bonds for 100% of construction cost The applications are available on our website at htt.p:II~.co.hamiltoL1jn.us,go to Departtnents, Surveyor~ and Drainage Permits. 4. In accordance with Ordinance No. 4"26.99-C, #5~ the developer needs to contact owners downstream of all 3 outlets tUttil the point where it reaches Long Branch Creek. Provide written documentation of the notification and the outcome to this office. The natural watercourses from thl: project's 3 outlets cross 7 different parcels (one of which is in Boone County). The file contains the previous contactJor 2 property owners but it is suggested that they are contacted again in light of the heavy rain events this year. 5. Downstream improvements to this natural watercourse may be required unless documentation is provided from the property owners that they do not want to become part of the regulated drain. 6, After completing above item #4, please schedule an on-site meeting with the engineering finn, developer, Contractor (if selected) and this office to determine the scope of work for the downstream improvements. 7. Please add the developers fax number to the cover sheet. 8. The match Hne on sheet ClOt and C102 is incomplete. Please move the gen.eral note so the match lines are complete, 9. The existing lake cross sections do not meet the requirement. of the approved HCSO standard pond details (D.6, D-7~ or D88). These lakes will need to be constructed to the approved standards or a variance granted from the Hamilton County Drainage Board. 10. The development pLans do not show a top of bank or the 15' Drainage Easement that is required per the HeBO approved pond standards mentioned above. , 11. Please show the outlet from existing lake #2. Thl: plans show storm discharge into the lake but no discharge from the lake. If the dischatge crosses adjacent property owners, please refer to the same process in item #4 thro 6 above. 12. The proposed plans show a "reflection pond" with a proposed pool elevation of 90 1.0 and waterfalls over a wall on both ends. The only way this could work would be to pump "make-up water" into this pond. Please provide more detail On where the "make-up water" is coming from. Please specify Neenah R-3501-N on all curb inlet structure with flow from both directions. 20. Please add the HCSOapproved anchor detail 0-5 to the construction plans. 21. Please show a 1 OO~year emergency spHlway and flood routing for both lakes. No pojnt in the flood routing can have any elevation higher then the 100 year flood elevation of the pond. 22. The master drainage calculations show the \;Outwest"100 year discharge at 19.04 cfs, which exceeds the 10 year pre-developed allowable discharge of 11.09 efa. Please provide a more extensive set of drainage calculations that show how the pre- developed release rate was determined. 23. The proposed watershed plan does not show a watershed for the existing wooded parcel and the cul-de-sac Cold Creek Court. Please consider this watershed into the proposed drainage calculations. 24. Please provide this office with a dra.inage report sho1Ning the Hydraulic Grade Line for the storm sewer system. 25. Please note the additional comments may be warranted at a later date. The improvements to 116lh Street must remain In the Construction Plans. The removal of the hill at the west end of the project is scheduled for completion as a part of the INDOT plans for the reoonstruction of US 42.1. If the improvements to US 421 are not completed prior to the construction of the final section of the Lakes <!It Hamilton Place. Dura Companies wlll be required to complete the Improvements. All other improvements to 116'1; Street, including the left turn lane at the entrance, the wigenlng and shoulder, resurface of the area, pavement markings and other Items included in the construction plans will be required as a part of the construction for Section 1. 2. An additional cul~de-sac length variance is required for Stone Lake Drive. 3. All of the small lOOpS or eyebrows shown in the plans must be placed within common area. Maintenaince of the common areas must be addressed in the secondary plat and covenants. A copy of the covenants will be required wl"'1en approval of the secondary plat ls requested. 4. A!I areas where bric.k pavers are shown on the construction plans must have the necessary drainage in place to avoid ponding water when future resurfacing of the streets occurs. 5. The base under the brick pavers must be concrete. Compacted aggregate will not be accepted. 6. This site is unique. An existing pond is to be drained and filled and significant earthwork occurred when the ponds were built. To dewater the southern lake it will be much easier for the contractor to pump the water south to the existing road culvert. Please make a note on the plan that this is prohibited. In addition, if sediment- laden water is being discharged from the eastern pond into Long Branch Creek, an appropriate sediment reducing practice will be employed before the water is discharged into the eastern pond. 4. The proposed pond at the south end of the site will cause water to pond in the low area to the north. Please show proposed grades if this area is to be filled. 5. Items 4A and 4C- This is a large construction site that currently drains to the north, west, south and east. Drainage to the north, south and west needs to be filtered before it's discharged offsite. The existing pond on the east side will serve as a sediment basin for that watershed. Appropriate sediment traps and basins are needed for the north, west and south sides. Construction details for the traps and basins need to include dimensions, elevations and pipe sizes. Show locations on the plan view. Calculations need to show that the practices have been designed for the watershed and amount of disturbed area. The specifications in the "IDNR Handbook for Erosion and Sediment Control in Urbanizing Areas" should be used. The construction sequence needs to provide additional information as to how this project will be construction in a manor that will prevent offsite sedimentation. Due to the size of the site it is recommended that it be constructed and stabilized in sections. Disturbing and stabilizing20 acres or less is recommended. 6. Item 4D. Temporary seeding is needed immediately after the rough grading is completed. Due to the size of the project the temporary seeding needs to be completed after designated sections of the rough grading are completed. 7. Item 4E. The erosion and sediment control plan for the offsite utility work needs to be improved. Erosion control blankets and water bars are needed on the steep slopes. Blankets are needed in the valleys where surface water wiLl flow over the trenches. Daily seeding of the backfilled trenches and protection for the existing inlets are also required.
