COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Richard L. Sharp, Council Members W. Eric Seidensticker, John V. Accetturo, Joseph C. Griffiths, Luci Snyder, Ronald E. Carter, Kevin Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk-Treasurer Lois Fine. Mayor Brainard called the meeting to order at 6:01 p.m. Senior Pastor, Joe Flatt, First Baptist Church, pronounced the Invocation. Mayor Brainard informed the Council and citizens that the First Baptist Church was providing lunch once a week for the construction workers on the 126th & Keystone project. Mayor Brainard led the Pledge of Allegiance. 1 RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Snyder made a motion to approve the Minutes from the August 4, 2008 Regular Meeting. Councilor Griffiths seconded. There was no Council discussion. Council President Sharp called for the question. Minutes were approved 7-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE. COUNCIL: Pastor Linda Handy, White Chapel Church, 1849 E. 110'u' Street, Carmel, IN., addressed the Council regarding the City of Carmel parking guidelines. Edward Purcell, 5250 E. 116 n Street, Carmel, IN., addressed the Council regarding parking at White Chapel Church. COUNCIL MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: Councilor Griffiths announced that the Carmel High School Student Government and sponsor Katie Overbeck will be hosting a Tailgate for Life fundraiser on.Saturday, August 23, 2008 from 9:00 a.m. until 11:30 a.m. prior to the high school football game. Councilor Snyder presented the Council with a handout regarding the 2008 Activity Retention and Expansion data provided by the Hamilton County Alliance. Councilor Carter announced that the Firehouse cook-off would be held on Saturday, August 23, 2008 at the Farmers Market. Councilor Rider reminded the citizens to support the Carmel Community Players. Councilor Sharp recognized Michael Klitzing, Assistant Director of Carmel Clay Parks & Recreation, for his recent National Recreation and Park Association/American Park and Recreation Society 2008 New Professional of the Year award. ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Griffiths made a motion to approved claims in the amount of $1,928,981.73. Councilor Rider seconded. There was no Council discussion. Claims were approved 7-0. COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee had not met. The next meeting will be held on Thursday, August 21, 2008 at 5:00 p.m. Councilor Griffiths reported that the Land Use, Annexation and Economic Development Committee met and discussed Ordinance Z-519-08 which was forwarded to the Council with a 3-0 favorable recommendation. Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. Councilor Seidensticker reported that the Utilities, Transportation and Public Safety Committee met and discussed Ordinance D-1908-08 which was forwarded with a 3-0 favorable recommendation to the Council with proposed amendments. OLD BUSINESS Council President Sharp announced the Second Reading of Ordinance D-1908-08; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 5, Section 8-47(a)(35) of the Carmel City Code (No Parking Areas). Councilor Seidensticker made a motion to submit proposed Amended 08-18-08 - VERSION A and read the proposed amendments starting on page 1, lines 25 through 30 (inclusive). Councilor Griffiths seconded. There was no Council discussion. Council President Sharp called for the question. The motion was approved 7-0. Councilor Snyder withdrew her motion to suspend the rules and not send this item to committee and vote this evening.
