The applicant seeks site plan and design approval for a fast food restaurant. The site is located at
10575 N Michigan Rd. and is zoned B-3fBusiness within the US 421 Overlay. Filed by Charlie

The applicant seeks site plan and design approval for a fast food restaurant. This is the fanner site of
Ritter's Frozen Custard. The ground sign will be moved out of the drainage easement. The building
design has been revised to comply further with the Overlay. Please seeJhe petitioner's informational
packets for more detail.
At the lune 23 Board of Zoning Appeals meeting, the following variances were approved for:
" Reduction in Parking " Additional wall signs
II Number of Drive-Through Stacking Spaces "Wall signs facing private ROW
.. Foundation plantings reduction II Wall sign size
.. Bufferyard reduction .. Menu board size
.. Parki ng lot planting strip reduction II Number of menu boards
II Monument sign in addition to wall signs
Outstanding comments/concerns from Staff:
1) DOCS comments:
a. Include the Findings of Fact sheet in the final informational packet.
b. Finalize repla! of lot 3. (The department will eventually need one mylar copy and two
paper copies of the recorded replaL.)
2) Forestry Dept comments: the landscape plan is acceptable.
3) County Surveyor's Office Comments: the plan is acceptable.
Julv 15 Commission meeting. COlllments:
1. Check Burger King's car stacking. (It has enough room to stack LO cars in its drive thru area.)
2. Add faux windows on the north/east fagades, and add brick patterns for variety to the blank walls.
3. The building is too boxy; add more derailing. Add dormers and break up the rootline more;
Walgreen's is a good example.
4. The site lws 3 'frontages' and we should be sensitive to that.
5. Put a roof on the trash dumpster or garage doors 011 the dumpster (public comment).
6. Make the back sides of the menu board signs brick.
7. Issue of dri ve thm traffic flow: perhaps, separate the drive thru from the parking area.
8. Provide more detail on the variances granted.

The Depat1mentof COJl1munity Services recommends the Committee forward this back to the
August 19 Phm Commission meeting with a favorable recommendation, only after all
concerns/questions are addressed.
