When we briefly met, she sketched out the proposed sign on a pad of paper and indicated the new sign size. I told her the new square footage of the menu board size should be ok, but I would need her to email me the new specs and a brief explanation of the changes so we could update the file, and I gave her my card. Nothing was ever officially approved. It was just her and me in the impromptu meeting where she just dropped by and did not have an appointment. I measured it out, and it looks like the dumpster is out of that vision clearance triangle, but some of the plantihgs might have the potential to block vision. Is there a way you can work with Scott Brewer to amend the landscape plan to plant species that might work better at that corner? This is not a requirement, just a suggestion, as an opportunity to avoid a potential car accident at that intersection. (If it is determined that the plantings are of appropriate species, then please disregard.) Below is the definition of Vision Clearance: VISION CLEARANCE ON CORNER LOTS. A triangular space at the street corner of a Corner Lot, free from any kind of obstruction to vision between the heights of three (3) and eight (8) feet above the established street grade. The street grade is measured atthe intersection of the centerlines of the intersecting street pavement, and the triangular space is determined by a diagonal line connecting two (2) points measured fifteen (15) feet equidistant from the Lot comer along each prope11y line at intersections of two (2) residential streets or twenty-five (25) feet at the intersection of any other types of Streets. However, the ordinance defines building height as the mean between the eaves and ridges, so the heights are less when measured that way. Alexia will try to find those measurements. The special studies commiltee forwarded this item 10 the full plan commission with a favorable recommendation after many amendments 10 the architecture and landscape plan, And yes, the landscape plan preserves most, if not all, of the existing trees on the site and adds many more shrubs and trees. The committee worked very hard on the layout of the site for safe traffic flow. Tonight, a slightly revised roof slope & roof height will be proposed, to make Ihe overall design look and work better. The lighting complies with the ordinance and shows down lighting wilh flat lenses on the parking lot pole lights. However, the trash dumpster's current position creates a dangerous blind spot at the corner. Sbmeol'"le needs to drive the private north south road that meels the private east west road to Michigan road to understand the blind spot. I still believe that this needs a roof and garage doors with a drain. The building still needs to have dormers added that are properly sized and they need 10 be integrated into the roof. It is suppose to really look like a second floor. . Finally, I saW Scott Brewer the ather night, and he was opposed to removing any trees along the Michigan Road corridor. It is hard to follow because the pictures and the language'db not match. We have had issues with this attorney group when pictures Bl'"ld language did not match. Mike Hollibaugh and i had big issues with Nelson concerning drawings and language with respect to the Marsh and the Speedway. Finally, the trees along the private east west road need 10 be kept except wtlere they would interfere with tile line of sight. We need to make sure that the lighting that they actually have selected is non polluling. So everyone sat back down and started working over the site plan, and it was decided to increase the size. of the lahdscape bulb at the south end,as well as the landscaping around the dumpster, and plant arbor vitae or something similar at the north endof the building, to soften the effect of all that asphalt. First, the height of the most recent design is not high enough to give it an appearance of a second story. Additionally, the Walgreen'~, Wendy's, 5th/3rd are much taller and a short KFC will not be fit in with the.he.ight of the neighbors. Also, the walls are stHI not indented enoLlgh. Thirdly, the landscape aroLlnd the building needs some fal1/winter trees. The streetscapc needs to be improved. I disapprove of the trees that have been planted for some time. The small bushes look cheap. Additionally, the slope urthe roof is not enough and does not matc:h that of Walgreen's or the bank. They have not produced a lighting plan the assures us low level, low light pollution. The trash dumpster is not covered. The Cllrrent operation will allow birds and other animals into it. They should use the garage style so the trash trucks to not make a mess and it should have a drain and water so. it can be cleaned. Also, the brick detail is very boring and I do not know what style the building currently is trying to be. Also, the traffic pattern could be dangerous. Building Façades.Façades shall have a defined base or foundation,a middle or modulated wall, and a top formed by a pitched roof or articulated cornice, in each instance appropriate to the building style. Buildings with continuous façades that are ninety(90)feet or greater in width, shall be designed with offsets (projecting or recessed) not less than eight(8)feet deep, and at intervals of not greater than sixty(60)feet. I don't see this in this petition. Façades constructed of more than one material shall only change materials along a horizontal line, or along a vertical line of an architectural element(not a diagonal line). The material that appears to be heavier shall always be placed beneath the lighter material. All façades of buildings shall be of the same materials and similarly detailed. Parts of the facades (drive-up window) are noticeably void of detail. Design elements of the elevations shall be organized such that openings line up horizontally and vertically with other openings. Openings in a façade shall be arranged in a balanced, relatively uniform fashion. Openings of varying sized are often centered vertically along the center line of the openings above or below. Parts of the facades (drive-up window) don't have windows....could use faux windows like we did at Lowes on 146a'. E. Roofs. Roofs shall be simply and symmetrically pitched and only in the configuration of gables and hips,with pitches ranging from 4:12 to 14:12. Shed roofs are permitted only when the ridge is attached to an exterior wall of a building, and shall conform to pitch between 14:12 and 4:12. Flat roofs are permitted when consistent with the historic style of architecture, if edged by a railing or parapet, and if rooftop mechanical equipment is either camouflaged on all sides or visually integrated into the overall design of the building. In no case shall rooftop mechanical equipment be visible from adjoining streets,residential zones or uses. Modulation of the roof and/or roof line will be required in order to eliminate box-shaped buildings. If there were more than one ridge line, this would help eliminate the box. Changing the footprint with bays would do this. Right now,the strict rectangular overall plan is creating monotony. Parapets must be fully integrated into the architectural design of the building and provide seamless design transitions, including exterior materials, between the main building mass,mechanical penthouses and other roof structures. Should they be used,partial parapets shall have a return that extends inward to at least the first structural bay, or twenty-five (25)feet, whichever is greater. Pitched roofs shall be clad in wood shingles, slate, composition asphalt shingle or standing-seam metal panels. Asphalt shingles shall be colored to resemble gray slate; standing-seam panels may be either gray,black,dark blue,dark green or barn red. Dormers shall be designed with the correct details, proportion and style consistent with the overall building composition, and roofed with symmetrical gable, hip or barrel roofs. Belvederes, cupolas, and pergolas are permitted if appropriate to the style, well proportioned, and fully detailed. I don't know this will be worked out before the meeting on the 15th, like the petitioner want, but I also would not think moving the location of the sign a few feet would be a big issue to the PC either. The Michigan Road overlay requires that ornamental trees be 1.5" in caliper at planting, And I think that species of crab will block the visual area that the owners would like to keep open. But if you want a similar size tree, I would suggest Syringa reticulata 'Ivory Silk' - Ivory Silk Japanese Tree Lilac, Carpinus caroliniana - American Hornbeam, Cotinus obovatus - American Smoke Tree, or Magnolia x quinquepeta 'Galaxy' - Galaxy Magnolia. They will provide less maintenance problems for the owners You might be able to get away with a medium size tree that is grouped: Cladrastis kentukea - YellowwOOd, Fagus sy/vatica 'Purpurea Tricolor' or 'Raseo-marginata' - Tricolor Beech, or Ostrya virginiana - Haphornbeam.
