increased slightly from 32 SF to 37sf to allow for the installation of the KFC /TB Menu. We have also decreased the size

Apparently there was a miscommunication with Kira Kabo of GPD associates. When we briefly met, she sketched out the
proposed sign on a pad of paper and indicated the new sign size. I told her the new square footage of the menu board
size should be ok, but I would need her to email me the new specs and a brief explanation of the changes so we could
update the file, and I gave her my card. Nothing was ever officially approved. It was just her and me in the impromptu
meeting where she just dropped by and did not have an appointment. Still waiting for the email from her

Yes C111 should work. I browsed right passed this. But on C504 it shows the brick on the sides going up. This is their
issue. She told me it had to match the attached. On the artwork that was approved it doesn't show the brick going up
the sides.

Hi Ryan - at the plan commission meeting, a commissioner had a concern about the vision clearance triangle at the
corner of the lot where the dumpster/enclosure will reside. I measured it out, and it looks like the dumpster is out of that
vision clearance triangle, but some of the plantihgs might have the potential to block vision.
Is there a way you can work with Scott Brewer to amend the landscape plan to plant species that might work better at that
corner? This is not a requirement, just a suggestion, as an opportunity to avoid a potential car accident at that
intersection. (If it is determined that the plantings are of appropriate species, then please disregard.)
Below is the definition of Vision Clearance:
VISION CLEARANCE ON CORNER LOTS. A triangular space at the street corner of a Corner Lot, free from any kind
of obstruction to vision between the heights of three (3) and eight (8) feet above the established street grade. The street
grade is measured atthe intersection of the centerlines of the intersecting street pavement, and the triangular space is
determined by a diagonal line connecting two (2) points measured fifteen (15) feet equidistant from the Lot comer along
each prope11y line at intersections of two (2) residential streets or twenty-five (25) feet at the intersection of any other
types of Streets.

Hi carol:
This is what alexia found so far, below. Heights to the tallest point. However, the ordinance defines building height as the
mean between the eaves and ridges, so the heights are less when measured that way. Alexia will try to find those
measurements.
I think the proposed building is 26 feet tall to the topmost point.

Thank you for your additional comments on this project; many of Ihe Plan Commission members had the same concerns.
The special studies commiltee forwarded this item 10 the full plan commission with a favorable recommendation after
many amendments 10 the architecture and landscape plan, And yes, the landscape plan preserves most, if not all, of the
existing trees on the site and adds many more shrubs and trees. The committee worked very hard on the layout of the site
for safe traffic flow. Tonight, a slightly revised roof slope & roof height will be proposed, to make Ihe overall design look
and work better. The lighting complies with the ordinance and shows down lighting wilh flat lenses on the parking lot pole
lights. The pholometric plan also shows Very little or no lighting levels (foot-candles) at the property lines.
The final vote on this project will take place tonighl at Ihe plan commission meeting at 6 pm. Feel free 10 attend or watch
the meeting!

The most recent up date of the Taco Bell KFC. has been improved. However, the trash dumpster's current position creates a dangerous blind spot at the
corner. Sbmeol'"le needs to drive the private north south road that meels the private east west road to Michigan road to understand the blind spot. I still
believe that this needs a roof and garage doors with a drain.
The building still needs to have dormers added that are properly sized and they need 10 be integrated into the roof. It is suppose to really look like a
second floor. .
Finally, I saW Scott Brewer the ather night, and he was opposed to removing any trees along the Michigan Road corridor. It is hard to follow because the
pictures and the language'db not match. We have had issues with this attorney group when pictures Bl'"ld language did not match. Mike Hollibaugh and
i had big issues with Nelson concerning drawings and language with respect to the Marsh and the Speedway. Finally, the trees along the private east
west road need 10 be kept except wtlere they would interfere with tile line of sight.
We need to make sure that the lighting that they actually have selected is non polluling. This needs lobe verified because who understands what is
specified except an expert with lights,

Further to comments received at the Special Studies Committee, we have
submitted supplemental brochures, and we have also encI.osed with this letter four (4)
copies of the full-size landscape plan. As you can see, we reduced by nine (9) the
number of smaller shrubs, but we added 29 arborvitae and 11 additional shrubs. In
further response to suggestions received at committee, we also (i) widened the southeast
portion of the landscape island within the drive-tlrru area, (ii) extended to the west the
landscape buffer along the eastern boundary of the site, (iii) added additional landscaping
to the east of the refuse receptacle area and (iv) added arborvitae to the north and west of
the primary building.

- Taco Bell/KFC initially got 2/1 votes to forward, with Rick dissenting because of the lack of screening and the.
architecture, but then it was determined that there's only 7' of drive aisle on the Taco Bell side of the drive-through, and
with the placement of Wendy's dumpster back there, the dump truck would encroach into the Taco Bell site, so anything
placed between the two drive-throughs would get destroyed. So everyone sat back down and started working over the
site plan, and it was decided to increase the size. of the lahdscape bulb at the south end,as well as the landscaping
around the dumpster, and plant arbor vitae or something similar at the north endof the building, to soften the effect of all
that asphalt. Another motion, and it went forward 3/0.
And everyone liked the Stout's Shoes buildings.

For the record:
The KFCrr ACO BELL still has issues with respect to the Michigan Road Overlay Zone. 1 was hoping that the
peti tioner wOl1ld have used the Rangeline Road .store as a starting place.
First, the height of the most recent design is not high enough to give it an appearance of a second story.
Additionally, the Walgreen'~, Wendy's, 5th/3rd are much taller and a short KFC will not be fit in with the.he.ight
of the neighbors. Also, the walls are stHI not indented enoLlgh. Thirdly, the landscape aroLlnd the building
needs some fal1/winter trees. The streetscapc needs to be improved. I disapprove of the trees that have been
planted for some time. The small bushes look cheap.
Additionally, the slope urthe roof is not enough and does not matc:h that of Walgreen's or the bank.
They have not produced a lighting plan the assures us low level, low light pollution.
The trash dumpster is not covered. The Cllrrent operation will allow birds and other animals into it. They
should use the garage style so the trash trucks to not make a mess and it should have a drain and water so. it can
be cleaned.
Also, the brick detail is very boring and I do not know what style the building currently is trying to be.
Also, the traffic pattern could be dangerous.
Finally, we want the KFC.T ACO but the building needs work.

23C.09- Architectural Design Requirements.7
In reviewing the architectural design of building(s)proposed to be built in the Overlay Zone,factors to be
considered by the Commission shall include but are not limited to the following:
A. Design Theme: Buildings shall be designed with an overall Corridor Architectural Theme
consistent with or complementary to the Federal,Georgian,Italianate,or Greek Revival Periods.
This petition isn't any of these styles,with more details,it could be
New buildings are not required to be imitative,but must incorporate the salient features of these
architectural styles.Pre-existing buildings on adjoining tracts shall not be a factor in the design of
new buildings unless they are consistent with the architectural objectives of the Overlay Zone.
B. Building Proportion: Buildings within the Overlay Zone should generally avoid long,
monotonous,uninterrupted walls or roof planes.The elevation with the drive-up window needs
more variation in wall plane(See Wendys &Walgreens photos)The design and placement of
building façades,
doors,windows,and architectural design details shall be through use of Regulating Lines.
C. Building Height. The height of new principal buildings shall be at least one and one-half(VA)
stories, or be designed to appear so from the front and sides. Retail and office buildings are
encouraged to be two(2) stories in height, with office or residential uses on the second floor.
The minimum height for all buildings shall be twenty(20)feet,either at the roofline or at the top
of the parapet wall. The maximum height shall be thirty feet(30');however,an additional eight
feet(8')shall be permitted to accommodate mechanical penthouses or other inner roof structures.
Building heights for proposed buildings that are adjacent to residential uses shall be no more than

in height by one additional story for a façade step back with a depth of 25', or first structural bay,
whichever is larger.
D. Building Façades.Façades shall have a defined base or foundation,a middle or modulated wall,
and a top formed by a pitched roof or articulated cornice, in each instance appropriate to the
building style. Buildings with continuous façades that are ninety(90)feet or greater in width,
shall be designed with offsets (projecting or recessed) not less than eight(8)feet deep, and at
intervals of not greater than sixty(60)feet. I don't see this in this petition.
Façades constructed of more than one material shall only change materials along a horizontal line,
or along a vertical line of an architectural element(not a diagonal line). The material that appears
to be heavier shall always be placed beneath the lighter material. All façades of buildings shall be
of the same materials and similarly detailed. Parts of the facades (drive-up window) are
noticeably void of detail.
Design elements of the elevations shall be organized such that openings line up horizontally and
vertically with other openings. Openings in a façade shall be arranged in a balanced, relatively
uniform fashion. Openings of varying sized are often centered vertically along the center line of
the openings above or below. Parts of the facades (drive-up window) don't have
windows....could use faux windows like we did at Lowes on 146a'.
E. Roofs. Roofs shall be simply and symmetrically pitched and only in the configuration of gables
and hips,with pitches ranging from 4:12 to 14:12. Shed roofs are permitted only when the ridge
is attached to an exterior wall of a building, and shall conform to pitch between 14:12 and 4:12.
Flat roofs are permitted when consistent with the historic style of architecture, if edged by a
railing or parapet, and if rooftop mechanical equipment is either camouflaged on all sides or
visually integrated into the overall design of the building. In no case shall rooftop mechanical
equipment be visible from adjoining streets,residential zones or uses.
Modulation of the roof and/or roof line will be required in order to eliminate box-shaped
buildings. If there were more than one ridge line, this would help eliminate the box.
Changing the footprint with bays would do this. Right now,the strict rectangular overall
plan is creating monotony. Parapets must be fully integrated into the architectural design of
the building and provide seamless design transitions, including exterior materials, between the
main building mass,mechanical penthouses and other roof structures. Should they be used,partial
parapets shall have a return that extends inward to at least the first structural bay, or twenty-five
(25)feet, whichever is greater.
Pitched roofs shall be clad in wood shingles, slate, composition asphalt shingle or standing-seam
metal panels. Asphalt shingles shall be colored to resemble gray slate; standing-seam panels may
be either gray,black,dark blue,dark green or barn red.
Dormers shall be designed with the correct details, proportion and style consistent with the overall
building composition, and roofed with symmetrical gable, hip or barrel roofs. Belvederes,
cupolas, and pergolas are permitted if appropriate to the style, well proportioned, and fully
detailed. Look at Walgreens....nicely done with regular, but alternating dormer styles and
differing soffit/eave heights.
All vents, attic ventilators, turbines, flues and others roof penetrations must be painted to match
the color of the roof or flat black,except those made of metal which may be left natural. Gutters
and downspouts shall be appropriate to or visually integrated with the architectural style of the
structure.
F. Entrances. Building entrances shall be defined and articulated by architectural elements such as
lintels,pediments,pilasters,columns,and other design elements appropriate to the architectural
style and details of the building as a whole. The location, orientation, proportion and style of
doors must faithfully reflect the chosen style of the building.None of these are being used at the
entrance this is an opportunity to comply with the Georgian/Italianate/Greek Revival
style required in this overlay by adding more detail.
Building façades for industrial and warehouse uses shall be designed with a main entrance and at

In regards to these projects, you should have letters from us in -._ • tout Shoes
and Amend Stafford Lane, and we have nothing new on those. The KFC\Taco Bell site is
still working with us to get approval. Drainage wise, they are r-_ . .. - other then us
issuing an outlet permit, but we still have an easement encroachment issue with the
proposed sign along Michigan Road. I just made contact with the engineer this morning to
get more details on the sign, but the current location is not looking very promising.
While the Drainage Board will likely approve a Non-enforcement agreement for this to be in
our easement, we will probably ask that it be push north some so it is more then 2 or 3
feet from our Regulated Drain. I don't know this will be worked out before the meeting on
the 15th, like the petitioner want, but I also would not think moving the location of the
sign a few feet would be a big issue to the PC either. I will keep you posted as this
issue gets worked out. If you have any questions, please let me know.

I would suggest a substitution for that species.
The Michigan Road overlay requires that ornamental trees be 1.5" in caliper at planting, And I think that species of crab
will block the visual area that the owners would like to keep open. But if you want a similar size tree, I would suggest
Syringa reticulata 'Ivory Silk' - Ivory Silk Japanese Tree Lilac, Carpinus caroliniana - American Hornbeam, Cotinus
obovatus - American Smoke Tree, or Magnolia x quinquepeta 'Galaxy' - Galaxy Magnolia. They will provide less
maintenance problems for the owners
You might be able to get away with a medium size tree that is grouped: Cladrastis kentukea - YellowwOOd, Fagus
sy/vatica 'Purpurea Tricolor' or 'Raseo-marginata' - Tricolor Beech, or Ostrya virginiana - Haphornbeam.

Looking at the other plans as well, you should make sure that the existing trees are protected from construction harm
(usually by fencing) and the other activities (like trenching the silt fencing through the middle of the green belt) does not
take out a bunch of roots.

comment or requirements that arise from the T AC meeti ng. Additional comments may be made after the
requested revisions have been submitted.
9. Please submit a revised Secondary Plat after making above-mentioned changes. Once these changes have
been made and comments addressed, pleaseptoduce a Mylar copy for signature by this Department; the
property owner and surveyor must sign the, plat prior to the Director signing. Two paper copies of the
plat must be filed with the Mylar prior to recording, and two paper copies and a Mylar of the recorded
plat must be submitted following recording. Our approval of the secondary plat (signature) will be
forthcoming upon revision of the plans according to the items listed above.
10. Also, the staff has been advised that we cannot present a Secondary Plat to the Director for signature
from this point forward until Ms. Terry Krueskamp (tkrueskamp@carmel.in.gov) in Information Systems
has received an e-mail with an electronic file atLached (MicroStation .dgn is preferred, or AutoCad .dwg
of the subdivision) and it (the e~mail) has been copied to myself (aconn@carme1.in.g0v). Also, the Dept
would also like a .pdf file of the plat, as we move toward a paperless office.
