Altached is a letter from Mr. Trancik, who lives just east of the proposed project. He appeared at the last committee
meeting. The graphic he references in his lelter is part of our internal GIS system, which mayor may not show the
complete network of sewer lines. I just wanted to pass this along.
Also, the issue of sewer line hookups and easements will be addressed through the secondary plat review/approval
process by the Technical Advisory Commiltee, where the City Engineering Dept and the Hamilton County Surveyor's
Office are members. But, as you heard at the last committee meeting, the petitioner is not even utilizing an easement
through Mr. Trancik's property.

I received a copy of the letter dated July 24,2008 from Matthew Skelton to you.
The city records do not indicate the manhole, which is part of my sewage drainage to the
Wedgewood Subdivision, is owned by the City of Carmel. I have enclosed 5l copy of the
records, which verify this.
As I indicated at the meeting on August 5, 2008, this sewage line, including the manhole,
was deeded to me. I do not agree to have Drees access this sewage line.
I have enclosed a copy of the sewer lines owned and maintained by the city.

At the last Board meeting, they did approve a right-in/right-out access for Stafford Lane
with the right to close without compen'sation based on public safety needs. They will
still need.to address our comments letter, after that they can apply for the drive permit.

They added that 1 acre parcel that was excluded from the primary plat.
It was right in the middle of the plat. Now they have incorporated it as open space and
moved some lots around. .

They just went to the Board of Commissioners for approval of the access to 146th Street.
They received approval of the access conditional to removal upon request of the Board due
to negative effects on 146th Street. Do not quote me on that, I will need to review the
minutes of the meeting, but I think that was the motion.
Now I will review the revised plans and issue a comments letter. I will have it to you
prior to the meeting on the 5th. Sorry I cannot have it there by Thursday but it will
probably paSs through several others prior to being sent.

Dear Subdivision Committee Member:
At the July 15, 2008 Cannel Plan Commission meeting a couple of discussion items were raised
regarding the Stafford Lane primary plat proposal. In response, Drees Premier Homes, Inc.
("Drees") offers the following responses:
Sanitary Sew'er Connection:
1. Drees has confirmed with the Carmel Utilities DepartInent (the "Departmentll) that the
portion of the Wedgewood subdivision sewer main identified on the attached exhibit as
"Existing Sewer Line to Wedge\vood Lane" (the "Sewer Line") is owned and maintained
by the City of Carmel.
2. The Department indicated that the Sewer Line was 'installed a~ part of the Wedgewood
sanitary system. The Department explained that typically subdividers are required to stub
sewer lines to the perimeter of their sites when their subdivision abuts vacant,
undeveloped property, This allows for future sanitary sewer coooections, like the
connection proposed by Drees,
3. Stafford Lane will connect to the Sewer Line via a private easement across the Koven
property (see attached exhibit). This easement does not create legal or functional
conflicts with the easement that runs to the benefit of the Trancik home (Mr. Trancik is
the gentleman who raised this discussion item at the July 15, 2008 Carmel Plan
Commission meeting).
1. On July 10, 2008, the Carmel Community Services Department received a
communication from the Hamilton County Highway Department (the "HeIID") stating
that (1) Drees ha'i addressed all of the HeRD's Technical Advisory Committee concerns
and that (2) the HCHD does not have any further comment<; at this time. The Community
Sen.ices stafIshould be able to confirm this at the Subdivision Committee Meeting.

Dear Mr. Batt:
This letter serves to acknowledge receipt of a transmittal received 5/20108 containing the
Primary Plat for review. After reviewing the plat the Highway Department has the following
comments:
1. The asphalt path must remain continuous along 146th Street. Type A curb ramps will be
required on each side of the entrance.
2. To accommodate a continuous path, we feel that additional Hight-of-Way will be needed
on the east side of the entrance. The developer will be responsible for the acquisition of
the additional RIW.
3. With the requirement of the additional Right-of-Way, an acceleration taper will be
required.
4. A details sheet, of 146th 'Street Standard Details, will be provided at a later date. Please
include this sheet with the Primary Plat and Construction Plans.
5. Two trees are required in the center median that is to be closed. They are to be Mt.
Linden with a minimum caliper of 2 ~" and spaced in a similar manner as the existing
trees in the median and planted in accordance with II:,JDOT Standard Specification
Section 622.
6. All trees that are planted must be bonded and maintained for a year per caliper inch.
7. The trees that are shown within the Right-ot-Way along 1461h Street, on the landscape
plan, are to be removed. Trees will not be allowed within the south Right-of-Way ot
146'h Street.
8. All disturbed areas in ~he Right-of-Way are to be repaired with nursery sod in
accordance with INDOT Standard Specifications 621.08, 621.09, 621.10 and 621.12.
9. Please include a note. that states: decorative signs, sprinkler systems, trees, landscaping
mounds, fences, light poles or other such amenities. are not permitted within the Right-of--
Way.
10. Additional comments may be needed at a later date.

The street name "Beckton Trail" is not an approved street name for use in ;
this subdivision. Please change the plat to reflect the approved street;
name of "Drees Drive" or request additional street names through Bill
Akers at Carmel Communications. Attached is the street name approval form
that shows Beckton Trl as unapproved. ;20

Dear Mr. Batt:
After reviewing the Secondary Plat the Highway Department has the following comments:
1. A 75' half Right-of-Way is required per the Hamilton County Thoroughfare Plan.
Triangular corner cuts of 50' are needed at the entrance.
2. Upon review of the recent Court decision, we feel that the existing drive, located on the
west side of the parcel, should be used as the entrance for Stafford Lane.
3. Minimum requirements for the entrance include a 150' deceleration lane with a 100'
taper, a 100' acceleration taper and curb return radii of 35'. If these minimums cannot
be achieved, the Highway Department will not support an entrance at this location. The
Board of Hamilton County Commissioners will have final approval of any access to 1461h
Street.
4. Additional comments may be needed at a later date.
