This plan appears to lack this feature. 2. There are apparent utility conflicts in the parking lot with landscape material. All utility lines and easements (including any drainage easements) should appear on the landscape plan to eliminate conflicts. 3. Structural soils have been required to fulfill proper rooting volumes for street trees in other locations along Old Meridian Street, these should be engineered and planned for in this instance. The planting area in the right-of- way including soil volumes should be graphically planned in the set, since the street trees in the ROW are required on the plan. 4. The plan shows several trees being planted below top of bank in the storm water retention area. The County Surveyor's Office will not allow plantings below top of bank, and Carmel City Engineering also discourages it. 5, 208.04,06 E says that" Sites with existing trees or stands of trees shall protect and incorporate them into the overall site design." Tree Preservation methods must be called out graphically on the plans and established on the site plan. Any tree preservation information such as a plan or tree inventory should be submitted to the Environmental Planner in the Department of Community Services. T have reviewed the drawings submitted for tbe J uly16, 2008 TechnicaL Advisory Committee meeting, and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS I) The City of Carmel Parking OrdInance requires that all commercial and retail venues include bicycle parking. Bicycle parking spaces are required at a rate offive (5) bicycle parking spaces per one hundred (100) automobile parking spaces with a minimum of four (4) spaces. Please revise your plans to show the required bicycle parking spaces on your site. Please see the City ofCmmel's Parking Ordinance in order to detennine appropriate locations, specifications and construction details for the above. 2) The Alte111ative Transportation Plan requires the construction of a 10' asphalt path along the entire Old Meridian Blvd. and Main Sl. frontages. Please revise the plans to include and label this path. 3) Please indicate ADA compliant handicap ramps at all crossings. We request that all responses to our comments be provided in writing. Failure to provide written responses llIay result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. We offer the following commentS: GENERAL INFORMATION 1. These comments represent the Department of Engineering's first review ofthe civil construction plans for this project. 2. We request tharall responses to our future comments be provided in "'Titing and be accompanied by drawings reflecting the requested revisions. Failure to provide written responses may result In the delay of the review process. 3. It is critical that this office be made aware of all modifications made on the plans being re- submitted, partiCularly ifany such changes are considered "new" or fall outside of our previous reviews. Please riotify us of any changes and specifically state any changes, including changes resultingJrom Plal1 Commission, BZA or other committee meetings. 4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. 5. Final drawings will not be approved for construction until: a. An Engin~ering Department and Utility Department and Hamilton County Surveyor issues have-been resolved. b. All bonds and performance guarantees are posted. c. All Board of Public Works and Safety approvals and any other goveming agency approvals (if required) are obtained. d. All off-site easements necessary to install utilities to serve the development are secured. e. Any required fees are paid in fulL f. Required digital files have been submitted. 6. The Department reserves the right to provide additional comments based upon subsequent reviews as more detailed information is submitted, 7. An approved Storm Water Management Permit is required prior to commencing any earth disturbing activity. 8. An approved right-of-way permit is required prior to commencing any work in the public right-of-way. 9. If it will be necessary .to relocate existing utilities or other infrastructure, the costs for such relocations are to 'be borne solely by the developer. Any utility poles required to be relocated within the right-of-way shall be relocated to within o,ne foot of the proposed right-of-way. 10. As previously indicated, compliance with the Thoroughfare Plan includes construction of the improvements prescribed by the Thoroughfare Plan (and in this case, construction of some portion of the roundabout) as well as dedication of that additional right-of-way outside of the existing right-of-way to meet the half right-of-way width prescribed by the Thoroughfare Plan across the frontage controlled by the development (including sections with no access). The total financial commitment is reduced by the value of the required improvements physically installed by the Developer. The fact that the City recently improved the frontage does not provide relief from this requirement. 11. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Department ofEngineeringpriorto the approval of the construction plans. Please contact the City GIS Department for the requirements. 12. Jurisdictions: a. The project site is located within current City of Cannel Corporate Limits. b. Streets and Right of Way - City of Carmel (Old Meridian Street, Main Street) c. Water - City of Carmel Utilities d. Sanitary Sewers - City of Carmel Utilities e. Storm Sewers/Drainage ~ City of Carmel. f. Legal Drains - Hamilton County Surveyor's Office. B. Drawings submitted for approval: a. The design engineer must certify all drawings submitted for final approval. b. This office will require a minimum of 9-sets Qf drawings for approval after all issues have been resolved. The drawings will be stamped as approved and signed by the City Engineer and by Carrilel UtilitIes. The Owner will receive 3-approved sets, I of which must be maintained on the' construction site at all times. 14. Water and Sanitary Sewer Fees BOARD OF PUBLIC WORKS AND SAFETY 17. I am enclosing a schedule for Board of Public Works and Safety meeting. dates and agenda deadlines for your use. Please use 'the Engineering Department deadlines for submissions to the Board. 18. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board;s agenda inusUncJude the appropriate Docket Number and the date (or dates) of approval by tbePlan Commission and/or the Board of Zoning Appeals (if applicable). 19. Water and Sewer Avairability (EDU) approval from the Board is based upon the usage of the proposed buildings within the development. Reference items #34 through #37 below for a Mr. Richard R. Ifan irrigation system is plalUled forthis development, approval for additional Water Availability must be obtained from the Board. 20. Commercial Curb Cut Approval- Demolition of 4-existing curb cuts and construction of 3- new curb cuts will require Board approval. 21. Temporary Construction Entrance ~ Since this will be at the location of a permanent curb cut for this development, separate Board approval is not required. 22. The installation of any permanent, privately owned and/or maintained improvement (signs, decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated easements requires the execution ofa Consent to Encroach Agreement between the Owner and the City of Carmel. Such agreements are executed by the Board of Public Works and Safety. The City Engineer, representing the Board, may approve irrigation system agreements. 23, Secondary Plat approval if applicable. All performance guarantees must be posted prior to submission of secondary plats for Board of Public Works and Safety approval. 24. Dedication of Right of way ifapplicable. Appropriate r/w dedication documents are available upon request. 25. Any open pavement cuts of Old Meridian Street or Main Street will require Board approval. Please indicate saw cut pavement removal if applicable, Open pavement street cuts shall be restored in accordance with the City's standard Street Cut Patch detail. This detail must be added to the plans, 26. Closure of the existing path On Old Meridian Street will require approval from the Board. BONDING REQUIREMENTS 27. Upon initial review, it appears Performance Guarantees shall be provided for the following: a. Right of way Improvements (including demolition, curbs, pavement, asphalt path/sidewalks, ADA ramps, etc.). b. Erosion and .Sediment Control and Storm Water Quality. Please contact Amanda Foley, Engineering Department Storm water Administrator, for details regarding engineer's estimates/performance guarantee requirements for these items. o It does not appear that Performance Guarantees will be required for either Water Mains or Sanitary Sewers, It is assumed that the Sanitary Sewer main and manholes indicated on the Utility Sheet are existing infrastructure. However, please contact Carmel Utilities for final determination of boil ding requirements. The Storm Sewer system :appears to be a private system and as such, will not require bonding. 28. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% ofthe cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineer's Estimates for each improvement including quantities, unit costs, pipe sizes and materials, etc. 29. Upon completidnand release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for aU other improvements, 30, Performance Guarantees may be Performance or Subdivision Bonds or lrrevocable Letters of Credit. 31. Please reference the available enclosures for more detailed explanation of our procedures. RIGHT OF WAY PERMIT AND BONDING 32. Any work in the dedicated right of way of Old Meridian Street and/or Main Street will require an approved Right of Way Permit and a License & Permit Bond. 33. The bond amount is determined by the number of instances of work in the right of way at $2,000,00 per instance. However, if the work is included in the scope of work of a required and posted Performance Guarantee, the Performance Guarantee may be used to satisfy the bond requirements of the Right of Way Pemlit. A V AILABILITY AND CONNECTION FEES 35. New water related fees:hilVebeen authorized effective July 2,2007. The revisions are: a. Tap Inspection Fee-A $86.00/1.0 EDU tap inspection fee shall be charged for each new user within Carmel's water system. The current Water Connei;:tion Fee is $1,31O.00/EDU. This has not beenrevised. Thus,$1,310.00 Water Connection Fee/I.O EPU pLus Water Jnspection Fee of $86.00/1.0 EDU = $1,396.00/1.0 EDD Total. b. Development Application Review.Fee"This fee will be assessed atthe time the Water and Sanitary Sewer Connection Fees are paid. The review fee is $150.00 for single commercial, business an,q residential customers requiring a water connection and.$3QO.OO for developments with more than one customer requiring a water connection. The latter fee of$300.00would be applicable to this project. 36. Sanitary Sewer Availability (acreage)lJnd Connection Fees and Water Availability (acreage) Fees have not been changed and remain at $1 ,365.00/acre, $795.00/EDU and $1,OlO.OO/acre t:espectively. 37. Fees applicable to this project: a. Availability (acreage) Fees will not be assessed. b. Connection Fees will be based upon the proposed use of the two bUIldings. Please provide a listing of the proposed use accompanied by appropriate s.upporting data ~uch as square feet office, square feet retail, restaurant seats, etc. Upon receipt, appropriate fees will be calculated and provided. 38. If an irrigation system is planned for this development, additional Water Availability Fees and Water Connection Fees will be assessed based upon the size and usage of the system and upon the recommendations of the Director of Carmel Utilities. CONSTRUCTION PLAN REVIEW COMMENTS 39. General Comments a. The City has adopted a new curbing policy. All new curbing installed by this project shall conform to this policy,. Please revise any notes, specifications, and details to accommodate this policy:.The language. of this policy must be added to a specification sheet on the final construction plans. b. This project is subject to the City's Storm Water. Management and Storm Water Quality Ordinances, A minimum 0[2- BMP's in series shall be provided to treat all storm water runoff leaving the site. c. All sheets shall be stamped "Approval pending-not for construction". d. The City has adopted a new. paving policy. All paving in theright-of"way shall conform to this policy. Please revise any notes, specifications, and details to accommodate this policy. The language of this policy must be added toa specification sheet on the final construction plans. e. Please provide maintenance oflraffic plan for all work in the right-of-way. Such plans shall conform to the INDOT Work Zone Safety Manual. f. The portions of any utility installations orrelocations within the right-of-way shall be backfilled in accordance with this Departments standard and shall satisfythe minimum cover requirements. These notes need to be added to the plans. Please contact this office to obtain the standard notes/language. Pleas~ also revise Note 9 on Sheet C2.0. g. Please add arrote to each sheet that no earth disturbing activity may take place without an approved storm wat('lr management permit. h. Please add a note to the drawings as follows: "All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Please verify that all existing easement on-site are indicated on the plans. j. Please verify .that all known above and below grade utilities and all known drainage infrastructure (including bridges, culverts and any other drainage structures) are indicated on the plans. Top casting elevations shall be noted.. All gravity systems shall include information as to pipe size, invert elevations and direction of flow. k. Please add a note to the plans that there shall be no frames or castings located within or under pavement, curb, walk or path within the proposed right-of-way. Curb inlet frames are excepted from this requirement. l. City standard sub-surface drain is required under all curbing in the proposed right-of- way. 40. Cover Sheet a. Please remove Sheet C8.0, Landscape Plan, and Sheet CB2255, Lighting Plan from the Index. Also, remove these sheets from future plans submitted for review and approval by the Engineering Department. We do not have approval authority over these items. 41. Sheet C1.0 a. Does the Topographic Survey reflect current property ownership? It appears that demolition and construction will occur on what appears to be property owned by Thomas W. Mullins & Julie K. Zugelder. The drawings also indicate additional Old Meridian Street and.Main Streetright of way dedication, not only 'on the Stout property but also on the Mullins and Zugelder parcel. Has Stout Shoes purchased the additional property? 42. Sheet CLl a. Why.are two phases of demolition indicated? b. Is the pipe under the frrst drive on Old Meridian Street to be demolished with the drive? rJ) All curb removal notes shall be revised to require saweut at the nearest existing joint past the limits of rem oval. d. All pavement removal notes and path removal notes shall include the requirement to saweut the pavement to remain to a clean edge at the limits ofthe removal. o The existing curb cut onto Main Street closest to Old Meridian Street shall be removed as altemate access is being provided. ( Patching of the mainline pavement being removed for the installation of the new entrances shall be in accordance with the City's Street Cut patch detail. g. Please indicate that the portions of the existing driveways to be demolished within the proposed right-of-way shall be removed in accordance with City Code Section 6-227 (h) (10). This shall apply to the three drives on Old Meridian Street and the two drives on Main Street). 43. Sheet C2.0 a. The existing path and ADA ramps along Old Meridian Street shall be removed and replaced with a LO-footasphalt path by this project. The path shall be located I-foot off of the proposed right-of-way or immediately adjacent to the right-of-way ifthere will be adjacent walk/patio on-site that abuts the proposed right-of-way; b. Please add Keynote G for City standard ADA ramps in the right-of-way to the legend and add this keynote to the plan view for all instances where the new path crosses the proposed drive cuts and such a ramp is required. c. The City standard for commercial curb cuts includes a minimum 30~foot return radius. d. Please make the proposed right-of-way darker and more apparent on the plan sheets. e. Are anyon-site easements planned? f. Are the proposed curb cuts onto Old Meridian Street consistent with the Old Meridian Task Force Report? g. Please wrify that the start of the new curbing on Main Street is the end of the new p~vement installed with the Old Meridian Street project i. Please conflfm with the DOCS ifbicycle parking is required. j. Please verify with the DOCS ifthe Old Meridian Task Force Report indicates a loop road to the northeast and if this project needs to dedicate right-of-way for such a roadway and if this plan needs to accommodate this roadway as it relates to access (future acceSl; will be provided to this site from this roadway and not via a cut onto Old Meridian Street as presently proposed). k. Although previously indicated that the Department would only support one curb cut from Old Meridian Street, the Department is reviewing the proposed southernmost access from Old Meridian Street. I. If the sanitary sewer main instal1ation will be by open cut method, please indicate the street cut and repair on both this sheet and the demolition sheet m. As previously indicated, please indkate full width milling and resurfacingofMain Street from the limits of the Old Meridian Street project to the eastern property line. A note shall be added to the plans that this work shall not be completed until the sanitary sewer installation is complete. 44. Sheet C3.0 a. Please indicate the overflow route' of the proposed pond. b.' The pond does not appear to provide the requisite freeboard between the 100-year elevation and the top of bank. c. How will drainage in the Main Street right-of-way be maintained? The existing pipe and inlet out ofthe curb inlet structure in the street are indicated for removal to facilitate the installation of the detention system outfall. d. The Department is reviewing the adequacy ofthe proposed storm sewer outfall. e. Please include the summary drainage information required by Section 100 of the Storm Water Technical Standards Manual. f. Please verify that the detention facility provides volume to detain the fully developed right-of-way across each frontage. g. The pond may be located wiWl11 50-feet of the right-of-way if a loop road to the northeast is indicated on the Old Meridian Task Force Report. h. Please establish MLAG and MFPG ,elevations and include the definitions of each on the plans. Please contact this.office to obtain the definitions. i. The finished floor elevations of the proposed buildings shall accommodate future on- street parking the same as if such parking already existed. The department would expect a 2-percent slope from the doonills out to the -future top back of curb of the parking areas. 45. SheetC5.0 a. BPW approval and a maintenance of traffic plan are required faT the sanitary main installation under Main Street ifby open cut method. b. Has the existing piping system in the Main Street right-of-way been analyzed for the proposed deteptlon facility outflow? This system may be considered a downstream restriction requiring additional on-site detention since the function'ofthis inlet and piping system to serve the existing watershed draining to the system cannot be impaired by the detention facility outflow. 46. Sheet C7.0 a. Please revise Detail 03/C7.0 to be concrete. City standard requires commercial curb cuts to be concrete within the limits ofthe right-of-way. The pavement section shall be 6-inch minimum or that.section considered adequate for the largest vehicle expected to regularly access the site. b. Please add a detaiHor the City standard multi-use path pavement section. This detail shall include a note that all paving shall be completed in the same season. c.
