CARMEL/CLAY PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
DEPARTMENT REPORT
April 3, 2003
10. Docket No. 57-03 A1)LS Amend; H & R Block
Applicant seeks amended Architectural Design, Lighting, Landscaping & Signage approval for a
wall sign. The site is located at 3003 East 98th Street. The site is zoned B-3/Business and is
within the Keystone Avenue Corridor Overlay.
Filed by Kevin Phillips of Freeman Sign Co. for H & R Block Financial.
The applicant is requesting ADLS Amendment approval of a wall sign. Please see informational
packet distributed with the agenda packet last week.
A second sign on this elevation would require variance approval by the BZA.
Department Concerns:
1. The return on the logo should match the color and depth of the letters. As proposed it is a
9-inch return to match the face color (Brilliant Green). The returns on the letters are 5-
inch Satin to blend with the building fayade.
2. The sign and logo should be back-lit with white light. We do not want to see a glowing
green box as one drives down Keystone Avenue at night.
3. The applicant introduces several different fonts onto the face of the building. Some
common font should be utilized or at a minimum select one for this sign.
4. Provide photo (color) of the existing sign on the east elevation of the building for
companson.
5. The letters and logo should be individually mounted to the building. A raceway is not
acceptable for this visible a location (Keystone Ave. Corridor).
The Department recommends that the Special Studies Committee approve the request after
all comments and concerns have been addressed.
Note: The item only requires approval by the Special Studies Committee.
