Statement of SpccialException and Variance
American Tower Corporation (A TC) proposes to develop a Wireless Communications
Facility on the property commonly known as 11104 Towne Road. The proposed 120 feet
Stealth Monopole is designed to hide the antennas and coaxial cables inside the pole
itself, so that they are not seen or protrude from the top or side ofthe pole. ATC will
make the Monopole available for up to 4 carriers. But for the purposes of minimizing the
need for another tower in the area and making the proposed Monopole available for up to
6 carriers, instead of 4, ATC is willing to raise the Monopole an additional 20 or 30 feet
to a total maximum height of 150 feet. The Monopole and associated equipment Shelters
or Outdoor Equipment would be contained within a 60 feet by 60 feet Lease Area. ATe
proposes decorative fencing as approved by the Board and appropriate landscaping as
recommended by the Board. There would be no water or sewage requirement for this un-
manned facility.
This surrounding area has been pursued by many carriers over the years and has proven
to be a difficult area to provide adequate coverage to the many customers of all the
carriers that provide service in the City of Carmel. This location would allow the carriers
to provide better wireless coverage and fill in coverage gaps within their networks.
This particular property provides natural screening at the back of the property to the north
and west. Therefore, ATC is respectfully asking for the Board to consider a Variance for
the mimmlUn 100 feet setback from all property lines to just over 60 feet of setbacks to
the north and west. lfthe Board grants the Setback Variance, future condos and! or
homes could be developed on the remaining portion of the parcel and adjoining parcel to
the south, which is also owned by the same property owners.
