DESCRIPTION OF 1800 WEST
Petitioner, 1800 106tl1 Street Partners, LLC, proposes to redevelop an existing
unplatted parcel containing approximately two (2) acres into two (2) lots to provide for a
small, upscale single family residential development, to be platted as "1800 West."
The Petitioner's principals have more recently developed Laurel Ridge, at 1 06111
and Ditch Road, and Woodhall, which is located across 1 061h Street from the Subject
Property. Both of the aforementioned subdivision are upscale communities. The Subject
Property, in fact, was acquired by Petitioner dming the Woodhall platting process.
The proposed development will meet all S-1 zoning district standards, except
Petitioner will be applying for a variance to allow a reduced front yard, due to the
presence of a flood plain in the north, ot rear yards of the proposed lots. Community
sewer and water are to be provided by Clay West Regional Waste District and Veolia,
respectively. Stormwater runoff will continue to drain naturally into Well Run Creek,
which runs along the north line of the Subject Property. Other service providers have
been contacted by the Petitioner's engineer, Banning Engineering.
The low intensity/density development meets the Comprehensive Plan, and each
of the lots will offer views of the Crooked Stick gol f course. Since each of the lots wi 11
be served by a separate driveway and utilities, no common area and no formal declaration
of covenants and restrictions are proposed.
Petitioner looks forward to sharing its vision of 1800 West with Carmel Plan
Commission.

Roads in the Annexation Territory, depending upon topography and the
amount of avai lab Ie right-of-way.
A homeowners' association (that is recognized as a tax exempt
organization under Section 528(c) of the Internal Revenue Code) in the
Annexation Territory may request that Cannel vacate the streets in its
subdivision, and Carmel will vacate such streets a single time. For those
subdivisions in the Annexation Tenitory that do not have sLlch a
homeowner's association, the request may be made by petition of a
majority of the homeowners in the subdivision.
Street lights at Towne Road intersections I06th and 116th, and Ditch Road
intersections 116th and 96th, shall be replaced with lights similar to those
at the roundabout at 136\h and Springmill Road.
Carmel will redistrict its council districts prior to the first municipal
election following the effective date of the annexation, and in so doing, the
territory bounded by US 3,1 to the East, ll6th' Street to the North, the
Boone County line to the West and 96lh Street to the South, will not be
divided (although it may be included with other territory as a part of a
larger district).
It is Carmel's intention that until the review and revision as necessary and
advisable of the Comprehensive and Thoroughfare Plan is completed,G20
change:;; should be made in the Amlexation Territory that will create a
Qusing denSIty 0 grea er t an one unit per acre nd that no changes in the
z nmg Istncor propel Y III t e Annexil,' n Territory outside of the
commercial camdor along the Michigan Road district (collectively
"Zoning Changes") should be made. It is further Cannel's objective that,
prior to the assumption of office by the officers elected at the first
municipal elections where voters in the Annexation Territory are
permitted to vote, Zoning Changes in the Annexation Territory sho.uld not
be pennitted. Carmel will fulfill its legal obligation to give due
consideration to any properly submitted request for a Zoning Change, but
Cannel also recognizes that Zoning Changes in the Annexation Tenitory
would, in general, not be in the public interest prior to the time when the
review and revision of the Comprehensive and Thoroughfare Plan has
been completed and voters in the Annexation Territory have
representation on the Council.
Commensurate with the expiration of tehn of the current member of the
Carmd Plan Commission appointed by the Mayor whose term expires
first, the Mayor will appoint to the Carmel Plan Commission one member
who resides in the Annexation Territory. A reSIdent of the Annexation
Territory shall continue to serve on the Plan Commission at least until the
election of a cOWlcil member from the new district incorporating the
Annexation Territory.
