I would like to make you aware of an incident in Northwood Hills that took place yesterday. The fire department was called to
rescue a dog that had fallen through a hole in the floor of the Easton home into the crawl space. This was not the first time they
have had to do this. Apparently Mrs. Easton threatened suicide if the fire department reported this and the pOlice department was
called along with Bruce Graham, DOCS, Hamilton Co Animal Rescue and the Hamilton Co. Health Department. The home
according to the Health Department is deplorable. One of the dogs had so much fescues on the hind leg it was unable to walk
without dragging its leg. Some of the dogs have no fur due to disease. The animals were not removed because Mrs. Easton
seemed to b'e enticing the dogs and their main objective yesterday was to remove her from the premises. By 5:30pm she had left
with her son and I was told by the Health Department and Darren Mast of DOCS that an attempt would be made today to remove
over 10 dogs and they had no idea how many cats. It was reported to them that Mrs. Easton had not had any heat for a year and
he didn't think the septic system functioned. The Health Department advised me that in order to close or condemn the house they
would have to determine that the house was unfit to live in. However they would not enter because she didn't have proper protection
for herself.
I want to remind you that seven years ag'o, I as a neighbor and many others, attended a BZA meeting in which the Eastons were
given permission to keep 18 dogs and 20 some cats with the stipulation that within 18 months they would be down to three
animals. That did not happen and letters were sent time and time again. I asked the board if they would give this permission to
someone in their neighborhood and was told, "Mrs Easton loves these animals". I then asked if they knew what my property values
would be if this zoning was given and was again ignored. I guess my question is; who selects the people who are on the board and
why was nothing done for over 7years? At this point I feel the city needs to take responsibility for taking this property down so that
our homes are no longer affected by the filth and disease associated with 6320 Northwood Dr. We hear over and over again how
wonderful it is to live in Carmel. Is it? What laws and ordinances were broken in this case? How long must we wait for action to be
taken when there is a violation to a building code or ordinance?
My hope is that the city takes their responsibility seriously and resolves this issue as soon as possible!!!
