COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Richard L. Sharp, Council Members W. Eric Seidensticker, Joseph C. Griffiths, Luci Snyder, Ronald E. Carter, Kevin Rider, Clerk-Treasurer Diana L. Cordray and Deputy Clerk-Treasurer Lois Fine. Councilor John V. Accetturo was not in attendance. Mayor Brainard called the meeting to order at 600 p.m. Pastor Paul Swartz, King of Glory Lutheran Church, led an audience participation Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: There were none. APPROVAL OF MINUTES: Councilor Seidensticker made a motion to approve the Minutes from the August 18, 2008 Regular Meeting. Councilor Rider seconded. There was no Council discussion. Council President Sharp called for the question. Minutes were approved 6-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: There were none. COUNCIL MAYORAL AND CLERK-TREASURER COMMENTS/OBSERVATIONS: There were none. ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Snyder made a motion to approve the claims in the amount of $5,445,946.85. Councilor Seidensticker seconded. There was no Council discussion. Council President Sharp called for the question. Claims were approved 4-0 (Councilor Griffiths abstained, Councilor Rider not present). COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee had met and discussed Ordinance D-1905-08, Ordinance D-1906-08, Ordinance D-1907-08 and Ordinance D-1911-08 and all were forwarded to the Council with a 4-0 favorable recommendation. Ordinance D-1911-08 was forwarded to the Council with proposed amendments. All ordinances will be reported later on the agenda. Councilor Griffiths reported that the Land Use, Annexation and Economic Development.Committee had not met. Councilor Carter reported that the Parks, Recreation and Arts Committee had not met. The next meeting will be held on Tuesday, September 9, 2008 at 6:00 p.m. in the Council Chambers. Councilor Seidensticker reported that the Utilities, Transportation and Public Safety Committee had not met. OLD BUSINESS Council President Sharp announced the Second Reading of Ordinance D-1905-08; An Ordinance of the Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and Employees of the City of Carmel, Indiana, for the Year 2009. Councilor Snyder presented the Committee report. Councilor Griffiths made a motion to approve Ordinance D-.1905-08, Ordinance D-1906-08 As Amended and Ordinance D-1907-08. Councilor Snyder seconded. There was no Council discussion. Council President Sharp called for the question. Ordinance D-1905-08 was adopted 6-0. Council President Sharp announced the Second Readinp of Ordinance D-1906-08 As Amended; An Ordinance of the Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and Employees of the Carmel City Court for the Year 2009. Clerk Treasurer Diana L. Cordray addressed the Council. Councilor Snyder made a motion to;approve Ordinance'D-1910-08. Councilor Griffiths seconded. There was no Council discussion. Council President Sharp called for the question. Ordinance D-1910-08 was adopted 6-.0. Councilor Carter and Mayor Brainard addressed the problems with the audio sound system in the Council Chambers. Council President Sharp announced.the:Second Reading of Ordinance D-1911-08; An Ordinance of the Common Council of the Cityof Cannel, Indiana, Adding Chapter 2;.Article 6,-Section 2-187 to the Carmel City Code (Encumbrances). Councilor Snyder presented the-Committee-report and made a motion to submit proposed Amended VERSION A - 9/2/08 to the Council.ahd to change verbiage on page 1, line 27 to add (s) after. obligation; line 28, to add excepting on-going service agreements at the end of the sentence. Councilor Carter asked that line 25 be changed to add'Common Council after Clerk- Treasurer,. Councilor Seidensticker seconded, There was no Council. discussion. Councilor Carter made a motion to move this item into business. Councilor Griffiths seconded. Councilor Griffiths recused,himself due to the fact he is under contract with Keystone Group. He then left the Council Chamber. Councilor Carter presented this item to the Council and referred to Richard Starkey, Barnes & Thornburg, to address the Council. Mayor Brainard addressed the. Council. There was brief Council discussion. Council President Sharp referred Ordinance D-1913-08 to the Finance, Administration and Rules Committee for further review and. consideration. 3 Council President Sharp announced Resolution CC-09-02-08-01; A Resolution of the Common Council of the City of Carmel, Indiana, Approving Certain Matters in Connection with the Old Town Economic Development Area ($13,000,000 - Constniction and Equipping of a Multi-Level Parking Facility - CRC Exhibit B). Councilor Carter made a motion to move this item into business. Councilor Rider seconded. Councilor Carter presented this item to Council. There was brief Council discussion. Councilor Seidensticker requested that this item be referred to committee. Council President Sharp stated he woulc not send this item to committee.
