The facade to the rear looks very sparse, but because of landscaping between the road and the rear of the building, a decorative cornice was added across the top of the building to break up the monotony of the building. Paul Spranger reported that the Committee had asked for changes, essentially those highlighted by April Hensley. The building more closely conforms to the Overlay Zone. The windows and limestone coins add to the transition of the building. The committee voted for approval, 5-0, subject to the highlighted changes and a commitment to the landscape plan meeting the US 421 Overlay to the letter. Kevin McKasson said the landscape plan that was submitted meets the Ordinance. There is an extensive use of mounding along 421, 4 to 6 feet in height, with plant material. The mounding extends across the front of the elevation. There is also landscaping on the south side of Retail Way Drive. To the rear of the building is extensive mounding along the back, also 4 to 6 foot mounds, with plantings. A fence has also been added along the south portion to further protect one residence close -by. There is also a brick wall at the rear to help screen the truck docks. In addition, Mr. McKasson said he had agreed to plant trees on an adjacent homeowners' property to add further screening. There is a property between the road and the drainage pond that is zoned for single family/office buildings and as that is developed, there will be additional landscaping to complete the buffer. Cart corrals will be constructed of brick, high enough to cover all carts. The commitment language used is similar to the Lowe's commitment on US 31 regarding cart corrals. A similar commitment is made for storage for the garden area --it will be completely enclosed with brick and no materials may be seen from outside the area. Conditioned on Plan Commission Approval of Docket Number 146-00 DP-ADLA and 147-00 SP (West Carmel Center, Home Depot), the Petitioner Glendale Partners on behalf of Home Depot at West Carmel Center commits to the following conditions to be made a part of Secondary Plat, Development Plan and Architectural Design, Lighting and Signage approval. In addition to the commitments contained in the application and plans and specifications submitted in support of the application, Petitioner commits the following: 1. The north and south elevations of the building shall be veneered with quick brick masonry product of a color similar to the brick veneer to be installed on the west, front elevation of the building with architectural details accenting the side walls as show on the approved elevation. 2. Landscaping shall be installed and maintained according to plans approved by the Carmel Department of Community Services including landscaping on the east side of Commerce Drive and a privacy fence along the west side Commerce Drive near the north property boundary. 3. Cart corrals to be constructed shall be of brick material identical to the front elevation (west) brick material. 4. Outside storage shall be completely screened from view and enclosed by walls constructed of the same brick material on the west, north and south walls. Storage areas shall be completely screened from view and subject to Commission approval. Trash collection areas shall be enclosed and screened. No outside, unenclosed storage of refuse (whether or not in containers) or merchandise (other than the merchandise contained in an attached garden center) shall be permitted on any tract. The merchandise within an attached garden center shall not be stacked higher than the height of the exterior wall. All refuse shall be contained completely within building(s). 5. Sign lighting brightness shall be adjusted in conformity to adjacent signage in the 421 Overlay Zone as requested by the Carmel Department of Community Services. Sign brightness would be assessed from the 421 right-of-way. 6. Binding effect. These commitments are binding on the owner of the real estate and each subsequent owner of the real estate and person acquiring interest in the real estate following approval of the pending applications unless the commitments are modified or terminated by the governmental authority authorized to make such modification. 46 7.
