CARMEL BOARD OF ZONING APPEALS
HEARING OFFICER DEPARTMENT REPORT
September 22, 2008
1d. The National Bank of Indianapolis (Village of West Clay) - Signage
The applicant seeks the following development standards variance approval:
Docket No. 08080006 V Z-465-04 Section 18.31 Number of ground signs
The site is located at 2410 Harleston St. It is zoned PUD, Planned Unit Development. Filed by Tom
McDowell of Brenner Design.
L;.~..-
General Info: The petitioner is requesting an additional
sign to be placed on a wing wall that will shield vision of the
parking lot from the street view. The site is located in the
Village of West Clay Peripheral Retail Area.
Analysis: The proposed sign will be 4' tall and the actual
sign area will be 13.73 sq. ft. It will have a brick base and a
background (EFIS) material that will match the existing
building. The letters will be made from aluminum and
painted bronze and mounted to the surface of the sign. The
sign will read "The Village of West Clay." There will also
be an 'T' logo made of green marble with gold inlay at the
top of the sign. The proposed sign will be one sided and will
be externally illuminated. A maximum square footage of 45
is allowed for ground signs and this would be well under
that requirement.
The star on the map above shows where the building will be located. (It is currently under construction.) The
proposed ground sign will face Harleston St. and will be located to the west of the building. There is another
ground sign which was already approved - it is on the east side of the building facing I-Iarleston St. and rcads "The
National Bank of Indianapolis." The Village of West Clay PUD allows one wall sign per street frontage and one
ground sign in addition to permitted wall signs. This is why they are seeking a variance - to have one additional
ground sign. Please refer to your packet for additional information.
Findings of Fact: Number of ground signs
I. The approval of this variance will not be injurious to the public health, safety, morals, and general
welfare of the community because: the sign has been designed into the site and will balance the entry to
the bank. It will be aesthetically pleasing and coordinate well with the architecture of the building and the
character of the surrounding area.
2. The use and value of the area adjacent to the property included in the variance will not be affected in
a substantially adverse manner because: this site design and signage proposal is not excessive and will
blend in with the surrounding businesses ofLhe Village of West Clay.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical
difficulties in the use of the property because: this additional sign will enhance the property and give the
entrance a more balanced look. The wall is part of the design of the site - adding this sign on that wing wall
will complete the project.
Recommendation:
The Dept. of Community Services recommends positive consideration of Docket No. 08080006 V after all
concerns have been addressed.
