Following is a reply from Luci Snyder to an e"maill sent her yesterday re: Camp Plan and Heart Hospital Helicopter Pad
I too was present when the Heart Hospital was approved and remember the assurance that a helicopter pad would not be part of
their plan. As we all know, what ends up in minutes isn't always a direct quote. If "at this time" was stated, I didn't hear it
either. There was certainly enough conversation on this matter, and we were left with the assurance that a helicopter pad wouldn't
happen.
We ask tHat you not grant the Hospital's "request for a variance to allow for an onsight helicopter pad. Thanks so much. :_)

before things are passed,
As for the helipad.....I was part of the Heart Hospital approval and I do remember that they promised us aU that they
would not ask for a helipad.

Dear Board Members:
J reside i11 the Reserve at Spring IvIill which is Just west of the SI. Vincent Heart Center at 106'h and Meridian Street.
I oppose the variance application to permIt a helipad to be built in a heavily populated residential area far a number of
reasons,
1) Commitments were nude to residents at the time of approval for the Heart Center that no Helipad is to be planned, This
was documented in the May 15, 2001 BZA heating that this would be a "chest pain center" and not an emergency room type
facility
2) The St. Vincent Heart Center has utilized the Conseco COlpatate helipad at 122ad and Pennsylvania for several years with no
documented adverse impact to patients, But nOw that Clarian has a helipad at their new Hospital at 116th and Meridian, St.
Vincent insist that the time to transport patients less than t\vo mile is causing increased "patient nsb" for then patients, This is
causing one to really question the motivation of St. Vincent. l\nd St, Vincent already has ahelipad at the main hospital on \X!est
86[h Street with the same staff as the J-Jeart Center, which they claim can not adhere to the same level of care; why can this not
be addressed by St. Vincent? It is Ilot clear if St. Vincent West 86th is "not-for-profit" and St. Vincent Heart Center 1S "for
profit", with partial awnership by the physicians who practice there,
3) The noisl:and safety concerns of .residents arollnd the St. Vincent I-lean Center are real issues wh.ich can not be minimized.
This concern ",-ill translate to reduced property values to properly own l:1'S ,
4) St. Vincent should have had the forethought when planning the facility several years ago, as should the Carmel Planning
CommisslOn, of dIe impact in the adjacent residential n'cighborhoads.
I request the Board of Zoning Appeals consider the real issues and need for such a variance which, if approved, would
have significant negative impact to residents of Cannel, while It would not have an increased positive impact to the health of
residents of the State of Indiana.

Please DO NOT rethink your classification of the four corners at 116th Street and Spring Mill Road as requested by
Steve Pittman. "No COmmercial West of Illinois" is just the way we like it. LOL. .
We believe the Pittman Farm property can, inJact, be developed residentially. Steve Pittman did that very thing when he
successfully developed The Reserve at 103rd Street and Spring Mill Road where he and his family currently live. The
Reserve I riot only backs up to Illinois Street, it backs up to two commercial buildings west ofIllinois Street
grandfathered in before the "No Commercial West of Illinois" edict occurred. Certain parts of The Reserve are separated
fro-m commercial by only a wooden fence. The topography is the same; both parcels are flat.
Andoh dear. Steve supports his position claiming nobody wants to live across the street from commercial. Yet he
proposes commercial development across the street from his own Williams Mill, a gated residential development. Let's
just not go there.
Thank you for your consideration of this request. We've been in our home over 30 years and have watched our
Community evolve. You've all obviously done a lot of work to come up with the Camp Plan that you have, and as it
relates to our comer of the world, we believe you've done a fantastic job. We look forward to it being followed.

P.S. Oh, as it relates to property behind the Reserve, across the street from our home, please DO NOT grant the Heart
Hospital's variance request for a helicopter pad. Yikes! Living with commercial is one thing; living with a helicopter pad
is something else, as in' 24/7 window rattling noise. This subject came up when the Hospital was newly constructed and
we were led to believe a helicopter pad was not in the cards. What happened to that assurance? And FWIW, they don't
need it. . We already have three pads around here, all currently being used or available (elarian, Conseco and S1. V's on
86th Street). This isn't about saving lives as they'd have you believe; it's all about making more money - at our expense.

I live in Reserve I south of 1 06th 31. and strongly object to St. Vincent Heart Center's request to
install a helipad.
My homeowners' association will present.a petition and make a presentation, with which I concur,
at the hearing in opposition to the helipad. In brief:
When built, the Heart Center represented itself as a chest pain facility - not an emergency
room facility. Neighbors and the zoning board approved it on that basis.
The Heart Center says it needs a helipad to provide the best patient care. (It is currently
running television ads with an emotional appeal about being the best provider.) But the
real issue is money. The same doctors practice at both the Heart Center and SI Vincent
on 86th St., which offers a helipad and a full emergency room. The Heart Center's plan will
duplicate services rather than correct the inefficiency and lack of cooperation between the
two facilities.
Clarian North at 116th 81. also has a helipad and is available to take care of critically ill
patients.
Real estate experts agree that a helipad will significantly lower property values in nearby
neighborhoods, Le. the Heart Center's helipad might boost profits for them, but only at
significant cost to all the taxpayers in the surrounding residential neighborhoods.
The noise from helicopters is extremely loud and would interfere with the use and
enjoyment of our properties.
The dangers of helicopters are well documented and increase risk to our properties and
the people on them.
All these. points bear directly on the zoning request. But in addition, I hope you will consider the
importance of protecting the neighborhoods along Springmill Rd from noxious commercial
development. These residences mark the eastern boundary of many desirable residential areas to
the west. By allowing appropriate development of the Meridian corridor without encroaching on
adjacent neighborhoods, you will maintain a good mix of residential and commercial, and
safeguard the very qualities that attract homeowners and businesses to Carmel-Clay.
I urge you to reject the helipad proposal.

We have list~ned to St Vincent Hospital's request for a zoning request to put a helipad at their 106th Street
location. My wife and I want to go on record as being opposed to this effort and urge the Board of Zoning Appeals
Committee to reject the request.
This request makes no sense from a quality of health care, a business or a "consideration about neighbors"
perspective for these reasons.
1. Helicopters are primarily used to transport out oftown patients. Since St VincentHospital [a] owns both
the facility at 86th Street and 106th.street, [b] have quality heart heaith care facilities at both locations and
[c] utilize the same heart doctors at both locations [they admitted this at their education meeting], why not
simply transport all out of town patients to the 86th street locatioll [only 20 blocks away] and treat them .
there. .
2. When the Heart Center on 106th Street was independent'of St Vincent, they were in direct competition for
patients both inside and outside of the city. As a result, they competed for out of city heart patient transfers
by using the Conseco helipad. With the acquisition of The Heart Center by St Vincent, you wouLd think that
the competition for patients would stop, but this request for an additional helipad is an indication that it has
not. This makes DO economic sense and out neighborhood is being asked to devaLue our property just to feed
what appears to be shortsighted thinking on behalf of hospital management.
3. When .the hospital was originally. zoned, our neighborhood was told that this ho.spital would not have a full
emergency room facility and would be a chest pain clinic. There would be no need for a helipad. They
already changed that promise when they began landing out of city patients at Conseco's helipad and now
they want to have their own helipad on site.
There are other reasons we oppose this zoning request but we urge the committee to vote NO to St Vincent's
request for a variance.

We are writing this letter to express our concern for the variance application
referred to above. Consider;
"'St. Vincent already has access to a helipad from Conseco and Clarion North
has a helipad. The Conseco helipad is less,than 1 mile from the SVHC location.
... A helipad at the Heart Center will put our neighborhood in danger, create
excessive noise, and lower the value of our homes.
*The original proponents of SVHC promised that helicopters wouldn't be involved
because the hosipital was to be a chest pain clinic, not an emergency room.
They should honor that promise.

We hope that you will rule against this variance request. Thank you for your

PETITION
The undersigned petitioners, being owners and residents of The Reserve
located on Spring Mill Road, oppose applicants'request to install a Helipad at the
St. Vincent Heart Center (SVHC) located at 10580 N. Meridian Sf. Your petitioners
object strenuously to the noise and danger involved with a Helipad for several
rea SOilS, blllt the most important is that the promoters of the SVRC hospital in its
original form promised neighbors that the hospital would be a chest pain clinic and
not an emergency room and that helicopters were not contemplated and would not
be used. Neighbors were even promised that ambulances would turn off their sirens
when entering the neighborhood. For those reasons, the neighbors did not oppose
the facility. Now SYRe is claiming that a helicopter service is essential because the
main St. Vincent facility on West 86th Street, which already has its own landing
pad, is too slow in movement of beart patients to the catherization lab once they
enter the facility. The same doctors serve heart patients at both St. Vincent
facilities. These doctors and their colleagues stress that the West 86th Street facility
cannot be sufficiently focused on efficiently and quickly moving heart patients with
life-threatening conditions to the catherization labs.
Your petitioners respectfully submit that working with the West 86th Street
St. Vincent management to streamline and expedite admitting procedures for such
heart patients is a better answer than introducing a helicopter landing facility so
close to a residential area. The SVHC facility is a for-profit facility and this fact
strongly suggests a profit motive for the St. Vincent doctors at SVHC is the primary
factor for the heliport request. In addition, SVBC presently utilizes the Conseco
helipad which is located only a few blocks to tbe north and within a coup De of
minutes drive from SVHC. Cladan N ortb also has heliport facilities. It is
important to note that this request has little to do with health care delivery to SVRe
primary, local service are>> and residents but is intended for extending services to
othell" areas of the state.

Dear Ms. Tingley,
I understand that the' Zoning Board has postponed the hearing for this matter until August.
Since I won't be able to attehd that meeting, I wanted to communicate to you my opposition
to this request for a Helipad.
It seems to me that the application for a helipad to service their Emergency Room would be
rejected outright, as their hospital was approved with the understanding that it would not
handle emergent procedures, but would instead be a chest pain clinic, suitable for
location in a residential setting. Add to that fact that St V's already has a helipad in
service at their 86th Street location, and I can't see the need to construct another one.
I hope that your Board will not grant this request.

1. The granf would be injurious to the safety of the surroWlding community.
While one canar!,rue :the likel,ihood of a helicopter crash, the' facts are tbatso fijr
in 2008 alone 16 people have died in emergency medical helicopter crashes.

2, The grant would affect the u~~ of o.ur property in a substantiaUy adverse
manner. Our screen porch and patio face east toward the Heart Center. These
helicopters create a substantial noise which will diminish the use and enjoyment
of our property.
3. The grant of sllchrequest wouLd substantially affectthe value of our
property_ Priorto purchasing our property we inquired as to the zoning and,us.e of
the medicalproperttcs to the east, inchiding the He,art Center. We were advised
that these properties were not zoned for use of a helicopter and that the Heart ; "
Genter was zoned as a che~t pain dillie, with no, emergency services. The noise
and disruption of helicopters flying over our property will affect the.: value of our
property.
4. The need for the variance does not wise from a condition peculiar to the
property arising from its current zoning and represented llS.e. Our homes were
here prior to the Heart Center. At the time it was zoned, representations were
given that helicopter use Was not contemplated and that emergency services
would not be provided. Had such been contemplated, the proper zonfug sho.uld
h(lvebeen requested at that time.
It is obvious that the Heart .center is advertisi"ng and. using their facility
as a.24 hQur emergency care facility in violation oftbeir representations giyen
at the. time of zoning. of their property. It is not proper zoning to use your property
in violation of your representations, and then claim you must have a variance
because of your unauthorized use.
The.applicant has notdemoDstrateda need for this service. While no one
wants to argue against a need that is necessary in saving human life, such is not
the case in this instance. S.t VinceQt Hospital ;!'; located 9n 86th street justa few
block,saway. They have a helipad and a catherization lab, and the samehearl
physicians practice. at both facilities. Patients can be delivered to St Vincent
Hospital as quickly as they can be delivered to the Heart Center. On inquiry, the
applic.ant s.aid we want them to come;: to the Heart Center because. we ate not as
em~ient at St.. Vincent. this is a ridiculous argument and makes one wonder
whether or not the fact that one facility isa for profit venture-and the other is.
a not for profit facility has any bearing on this r~qijest. I further understand tqat
the Clarion Hospitallocafed- to the- iinniemate nortli of the Heart Center has
offered the use of their helipad to the Heart Center.
The applicants request for.a variance should b~ denied for anyone of the

I understand that St. Vincent Hospital on 86th street has a helipad and they are currently using the Conseco helipad in
Carmel, as well. Both facilities have coronary angioplasty and surgical capabilities. If the rationale of S1. Vincent Heart
Center for a helipad is for transfer of emergency and non-emergency cardiac patients from other facilities, why isn't
ground transport sufficient to. meet patient needs? The occasions when air transport is required could certainly be
handled by transport to the 86th< /SUP> Street facility. In addition, several satellite facilities owned by St. Vincent perfom1 PCTs and thesc
are in close proximity to IUral areas (Kokomo, Anderson). I mention this because there are data supporting comparable quality of (;are indicators
for emergency percutaneous coronary interventions (PCI) in hospitals without surgical capability. These satellite facilities could help address
"door to dilation" times.
My understanding is that the St. VincentHospitaJ On 86th Street is the facility where hemt transplants arc performed. If an organ needs to bc air
lifted for a transplant, it will be directed to the 86th Street location and not the He31i Center 011 Meridian.
In a Ime emergency, where time is of the essence, hospital ownership should not factor into the selection of site for treatment. There are full
service invasive and surgical cardiac [acilities in Ft. Wayne, Merrillville, Munster, South Bend, Terre Haute and soon-to-be Lafayette, to name a
few. fIospital affiliation/ownership should be secondary to medicaltreatrnent. As sucb, Clarian North Hospital has a helipad on site and thcy
perform the same cardiac proccdures as the Heart Center. This proposed request by St. Vincent Heart Centcr for a helipad puts profit ahead of
reason.
Besides the obvious cOncerns over environmental impact (noise and crash da11ger), there is the concern about property values dropping. In
addition, the cost of overal~ /;1eaIth care will be impacted. What percentage of air transport is covered by eorrunercial insurance, Medicare and
Medicaid'? I'm not sure, but I am certain that it will eventually affect my per sonal insurance premimns and taxes.
As a medical professional, I am continuaJly amazed' by the miracles of modem medicine and how we've been able to save lives and enhance
quality of care, I aln grateful to live in a community with so many excellent facilities and clinicians. I am, however, deeply concemed over
unnecessary duplication of services and the tolllhis is taking on our health care system. I respectfully ask that you deny this request for a helipad.

I am opposed to the planned helipad and helicopter service that is being proposed by St. Vincent Heart Center.
St. Vincent Hospital Currently has a Helipad on 86th street and also can land helicopters at two other Camlel10cations
including Cannel Hospital site and the Conceco landing pad - located just 1.9 miles from the emergency room door at
106th street.
There is also a a Helipad located in front of Clarian North hosp ital.
I cannot see why St. Vincent's can cUlTently use their 86th site landing of Helicopters. Cunent pad is in place over a
commerical zoned area
At the time that the Heart center was built extremely quite neighborhood the Heart center would not be used for
emergency cases and not even have a emergency room.
My feeling based on the loud decibel levels in excess of 105db twice the noise of two jack hammers will causes loud and
disturbing noise to my sub development. The Reserve one located directly east behind the Heart Hospital on Springmill
Ponds Road.
I also have a fear according to discussions with my realtor that the noise fi'oni. the helicopters will decrease the v'alue of
my residence. Tn researching helipads over the past several years there have also been several crashes
I would ask that the Z0i11g board does not approve the helipad and helicopter landing so I can can continue my right to
live in a neighborhood that is both quite safe. Also I do not want to pay additional property Insurance for my house when
my home value will decrease due to havinga Helipad in such close proximity to my residence.

My home is located on Millridge Drive, just west of the property of St. Vincent
Heart Center. I live there with my husband, daughter and granddaughteL
When the Heart Center applied for site approval in 2001, my family and I were
naturally concerned at the prospect of noise created by emergency vehicles and
helicopters. We attended the informational sessions hosted by the Heart Center
for the neighbors, and we attended the Board of Zoning hearing. At every step of
the process, we were assured by Heart Center representatives that we need not
be concerned with noise because the Heart Center would not have a real
emergency room; instead, it would have only a chest pain clinic. I am attaching a
copy of the minutes of the 2001 Board hearing at which the Heart Center
explicitly promised the neighbors and the Board than it would have a chest pain
center rather than an emergency room, so as to avoid emergency traffic noise.
The Board approved the site plan, based on the Heart Center's promises.
I watched the Heart Center as it was constructed, and I noted with great
disappointment that from the very beginning, the Heart Center broke its promise
about the emergency room. From day one, all the signs said "emergency room,"
"emergency room parking" and the like. None of them ever identified the facility
as a "chest pain clinic," The Heart Center informed ambulance services and the
Indiana Department of Health from the beginning that it had an emergency room.
Now the Heart Center claims that it needs a helipad so that it can get its
"emergency" patients to its "emergency room" faster. If the application is
approved, my residential neighbors and I will be subjected not only to the
emergency ambulance traffic and noise that we have endured for the last five
years--noise that the Heart Center said its "chest pain clinic" would avoid--but
also the deafening sounds of helicopter fly-overs, take-ofts and landings--all on a

24/7 basis. I think that approving the application would amount not only to
ignoring the broken promise, but to rewarding the Heart Center for breaking the
promise.
I urge you to deny the helipad application. I also respectfully request that

The proposed development consists of an acute care cardiac hospital, as well as
an attached medical office building. Due to the specialized nature of the hospital,
there will be a chest pain center in lieu of a full emergency room, thus limiting
ambulance traffic coming to the hospital: Overall traffic will be considerably less
than a general hospital, and will also be less than the 0 ffice development
previously approved for this site.
The hospital building consists of two components; the acute care and support area
on tIle first floor, along with surgery room, radiology labs, and all the support
dealing with the cardiac surgeries. There will also be a service area that contains
the mechanical equipment for the building.
The second component is a patient bedtower, 3 stories above the first floor
building, which will house up to 120 patients. It is anticipated there will be
approximately 200 employees at the hospital during the day shift. With the
penthouse on top of the bedtower, the total height will be 76 feet. The maximum
height allowable in the B-6 district is 150 feet. The attached medical office
building is a three-story structure, 53 feet in height, which will provide office
space for the doctors practicing within the Heart Hospital.
The elevations submitted \vilh informational packets were described, along \vith a
computer-generated perspective vie\v from the south, looking northwest into the
site from US 31. The buildings have been designed to confoml to the general
character of the US 31 conidor, and to utilize the "golden section" with regard to
scale and proportion. The building exteriors consist of architectural, pre-cast
concrete, metal, and glass. Material samples were shown. The building has been
designed to fully enclose the air conditioning condensing units and chillers, and
the emergency power generator. The cooling towers are atop the buildings,
enclosed by pre-cast concrete walls. The mechanical equipment for the medical
office building will be on top of the building, and will be screened pursuant to the
Ordinance with the pre-cast, concrete screening wall.
The site was designed to provide functionality and efficiency to the project, as
well as to address safety. traffic. noise. and lig:hting issues. Due to the footcrint of

the building and the unique physical characteristics of the site (narrow to the
north and wider to the south because of the existing Illinois Street), the project
provided certain challenges.
Significant issues addressed were: 1) Preservation of the existing tree stand in the
northeast comer of the site. While some of the trees will be removed for surface
parking, and there are also drainage issues in the area, the trees will be preserved
as much as possible. 2) Location of all parking--Iocated east oflllinois Street.
Two entrances to the hospital have been designed. One entrance will segregate
the employee and service traffic from the general traffic for patients and visitors.
This will also provide a service drive for tbe physicians to enter their reserve
parking in the front, and to allow them quick access to the hospital. The second
entrance provides the fire department with access to the service drive around both
bui Idings. The petitioner has added and enhanced the landscaping along US 31
because ofthe parking that is being located within the 90-foot build-to line area;
this will keep all the parking east of Illinois Street and still function efficiently for

entry procedures. It is unacceptable to hear that the 86th Street St. Vincent management
will not cooperate and work toward common goals of quick movement of emergency
heart patients. We wonder if the West 86th Street leadership will really agree that they
are so inept?
There are many argu.111ents to be made by our neighborhood against a helipad facility at
SVHC. The Reserve I neighborhood at its annual meeting June 25, 2008 voted
unanimously to oppose the helipad petition. The neighborhood and our Reserve II
neighbors and others have retained counsel to make the various arguments.
However, the Board will appreciate that in addition to our property values being
lowered and quiet use of our property being interfered with, the issue that most
angers the neighbors is the betrayal of the original commitment to establish aqu-i~t
chest pain clinic, not an emergency facility and not with helicopters and sirens. The
Zoning Board, at that time, appreciated the commitments as a good compromise.
In the words of Dr. Jack Hall at the June 26, 2008 meeting at SVHC and he
repeated the words voluntarily, "I would not want the helicopters in my
neighborhood." We agree with Dr. Hall, "We do not want the helicopters in our
neighborhood. "

I most emphatically oppose the request by SVHC to install a helipad at 106th and Meridian.
With 3 helipads already in the area, one at St. V,one at Clarion and one at Conseco it is insane
to subject the neighborhood to this excessive act. The traffic on MeridIan St. has cars and trucks
lined up to enter #465 and that lane runs right in front of the hospital grounds. The homes of
Reserve 1 and 2 run directly across the back of the hospital property and I'm sure that would be
at least 150 homes....would would be directly affected by the noise. All of our property values
would go down....and for what! Because St. V. can't make their new hospital aquisitian cost
effective. Please give us all the consideration we deserve. .

addition at 11 ih Street and Spring Mill Road. I have just learned of the request for a
helipad application filed wi,th your Board on behalf of the St. Vincent Heart Center.
Residents in our addition are deeply opposed to this application.
There is no question but that helicopter traffic and noise are inappropriate for a
place that adjoins a residential area. Additionally, the Heart Center's Emergency Room
is a 24 hour operation and helicopter traffic will be ongoing through many nights.
Moreover, the Heart Center has directIymisrepresented the facts as they pertain to
its emergency operations. As you all know, the Heart Center's application for site plan
approval in 2001 included informational sessions with those of us who are neighbors. At
that time, the Center's representatives r.epeatedly promised us that its facility would have

Dear Ms. Tingley:
My wife and I live at 373 Millridge Drive, in Reserve II (I06th and Springmill). We built
our home in 1998 and out area will be annexed into Carmel in the next two years. Before
that, we have been residents of Carmel for over 30 years.
We want to voice our strong opposition St. Vincent Heart Center's (SVHC) use standards
variance application for a heliport installation. This request does not conform in any
respect with the hospital's original zoning application to be a chest pain clinic. We were
present at zoning meeting when the original application was approved and officials
committed at that time that the hospital was not to be an emergency facility, would not
need any heliport capabilities, and would even have ambulance traffic reduce any siren
noise near the area.
SVHC's rationale for heliport need capabilities to service our community is unfounded
and based on inaccurate information. SVHC wants to increase patient volumes from
further out in the state, where critical immediate transportation time is already less
relevant, based on the inefficiency of their institution's other location to properly manage
incoming patient traffic. Additionally, SVHC presently uses heliport facilities at
Conseco and Clarian North, both of which are located within approximately a mile and
only a few minutes transport time from SVHC. If the Zoning Board of Appeals approves
this request, how may other requests from businesses and individuals will also be granted
permission to have heliport capabilities in this area? Will Jim Irsay now be granted a
personal heliport permit; one that was previously denied?
In addition to the above stated reasons for denying this application, we submit the
following:
o The hospital is operating outside of the boWldaries of the application previously
approved, was not intended to be an emergency room, or need a heliport.

4IlI The inability of St. Vincent's facility on 86th street to streamline life saving
procedures to justify the need at SVHC is inappropriate rationale for any heliport
need at 106th and Meridian ~ only a few miles away. St. Vincent's should fix it
procedural problems.
<<il Heliport facilities at both Conseco and Clarian No~ which allows SVHC's
traffic to land at its location, are a very short distance and time away from SVHC.
lI) There is no demonstrated need for more heliport capabilities in the Meridian
Corridor, and this application will only lead to more requests.
We believe that SVHC initiatives should be directed to fixing and improving present
transportation and patient movement capabilities at their present locations and heliport
capabilities rather than negatively impacting near by homeowners and businesses. The
for profit motive is fine for the doctors, who in partnership with St. Vincent's, own
SVHC but it is based on building out state traffic volumes, not the health care needs of
the CarmellNorthem Indianapolis community that it is suppose to serve.

We are writlng you regarding the request by St. vincent Heart Center for a variance to
install a helipad at the hospital.
When the hospital was being built by independent Heart Hospital of Indiana we were assured
that there would be no need for a'helipad because the hospital was to be a chest pain
clinic, not an emergency
room. This was of great concern to us at that time and still is
because of these reasons:
- Decline in property values
- Safety - possible helicopter malfunction
- Helicopter noise
We therefore are asking the Board of Zoning Appeals to deny this Variance application

Dear Ms. Tingley,
I am writing to express my concern and opposition to the proposed helipad at the St Vincent Heart Hospital. While, the
hospital has been a good neighbor since it was built, many of the promises made to homeowners at the initial meetings
have not been kept. Therefore, I am justifiably concerned that any promises made now are open to interpretation and
change. .
There were promises that sirens would not be intrusive and would not be sounded once the ambulance approached 106th
St. Sirens are a constant reminder of our close proximity to a facility that stated at previous meetings that it would not
serve as an emergency facility but as a chest pain clinic. The sirens do sound on 106th St, traffic has increased and the
entire site adjacent to the hospital has been developed to a point that I think none of us expected. The densely used area
has become a mini medical center. When questioned about plans for a helipad, the builders stated that there were no
plans to develop air transport facilities and that significant emergency use of the facility was not planned. Basedon
present facts, either the builders used "double speak" or simply were not forthright with the neighboring homeowners.
There are already 2 helipads within 1.5 miles of the current hospital. I have timed travel from the Conseco pad and the
Clarion pad and it took under 3 minutes without siren to reach the ER entrance of the hospital. During rush hours from
6-8ain and 4-6 pm tlus time might increase somewhat but not sigtuficantly. I used Pennsylvania at various times of the
day and travel time was minimal. The Heart Hospital's sister facility only 3.5 miles away already has a helipad. The
same physicians practice at both locations. At our recent informational meeting the doctor representing the hospital's
case stated that from arrival to "balloonll time was significantly shorter at the Heart Hospital so it was important the
pati~mts be transported to the Heart Hospital for better care. I believe that this is a specious argument. Do they want us
to believe that St V with an existing helipad provides inadequate care? Does travel from pad to hospital door, ifunder 5
minutes, jeopardize patient outcome, does the doctor meet the patient at the helipad to shorten wait time? The answer to
these questions is no. The increased noise will be significant, the increased lighting intmsive and the inherent dangers of
air traffic so close to a densely populated area and heavily traveled thoroughfare far outweigh the benefits as represented
by the hospital and its spokesperson. I hope that the Board will consider quite seriously the impact this will have on an
existing community that has already made many concessions to development and growth.
