Ladies and Gentlemen:
I understand that you have before you an appeal to allow a helipad at the St. Vincent
Heart Hospital on US 31 and 106th Street.
I was head of the City Council Economic Development Committee and a member of that
Council who worked through the eventual approval of that hospital which was and
continues to be a wonderful amenity for our community.
However, during the initial planning sessions, the adjacent neighbors voiced their
concerns about a helipad and the petitioner, at that time, pledged that they would not have
one and that they would not come back at a future time to request one.
The issue was that the site was tight and that the neighborhoods were quite close.
I do not know whether or not this promise was made as a formal commitment, but many
people present, both from the government bodies and from the public, remember that
pledge being offered.
As you know, neighbors often have concerns about a new development near their homes
and businesses both for what is currently proposed and for what might be asked for in a
future expansion. In this case, a promise was made and accepted by the neighborhood so
that a heart hospital could be placed near their homes to the benefit of all.

transportation. T have reviewed the drawings submitted for the August 20, 2008 Teclmical Advisory Committee and
the comments from the Alternative Transportation review have been satisfactorily addressed.
We request that all responses to our cOlluncnls be provided in writing. Failure to provide written responses may
result in delay of the review process
H is critical that this office be made aware of all modification made 011 the plans being re-submitted, parlicularly if
any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans
indicating all revisions. Please notify us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other conmrittee meetings.
The Department of Community Services reserves the right to provide additional coml1Jents based on subsequent
reviews.

S1. Vincent Heali Center ofIndiana Helipad
Executive Summary
The proposed Helipad project is located immediately south of the S1. Vincent Heart
Center located at 10330 NOlih Meridian Street along the west side of Meridian Street in
the US Higlnvay 31 Corridor Overlay Zone on the Thomson Propeliy wInch is leased to
81. Vincent Health.
The Helipad will consist of a 40'x40' removable aluminum helipad, a 10' wide concrete
sidewalk serving as the direct connection from the helipad to the hospital, lighting
associated with the helipad as required by the F ederal Aviation Administration (FAA),
and landscaping plantings including trees and shrubs.
The helipad \vill displace 29 parking spaces on the office building parcel and 5 parking
spaces on the Heart Center parcel. Both sites will remain in compliance relative to the
parking requirements.
The helipad location was selected based on the proximity to the Heali Hospital for direct
access to facilitate patient treatment, the approach and departure paths of the helicopter,
and the relationship of the slln"ounding buildings and land uses.
The helipad has been sited such that it is located adjacent to US 311Meridian Street which
allows the primary approach and departure flight paths will be in a north-south direction
along the higl1\vay. The helipad itself will be constructed beyond the 30' greenbelt along
the existing right-of-way as well as the future right-of-way resulting from the US 31
Expansion project.
The clearance and safety zones required by the FAA impact the site landscaping and
lighting. The lighting associated with the beJipad will be a combination of LED perimeter
lights to define the landing area. Also, as required by the FAA, 3 obstruction lights will
he added to the roof of the Heart Center, one wi th a windsock, and another 3 obstruction
lights will be mounted on existing light poles in the parking lot of the office building.
One of the existing parki ng lot light poles wj]J be relocated soutb of the helipad on the
office site.
The existing landscaping and trees will be modified by removing trees and shrubs fi-om
the flight path and safety zones. The proposed landscaping plan will replace trees in the
proj ect area with species that are limited in height that will not obstruct the flight path in
accordance with FAA requirements. The trees removed will be replaced one for one. The
helipad will also be screened along the 1l0rthe111 edge \vitll shrubs.
