A plan needs to be established for the site at the beginning of demolition and grading, prior to pavement construction. 2/3 of the site appears to drain to the south and a sediment basin may be needed in this area. Please include a plan, in addition (and separate) to that shown on CS.1. A new plan sheet has been added to show the site at the time of initial demolition and grading. 2. Locations for the concrete washout facility and staging area need to be shown on CS.1. This area has been added and called out on C5.1 and C5.2. 3. On CS.2, No. 8 should be "Temporary and Permanent Stormwater Quality Measures". There is extra information here that needs to be removed. This section of the SWPPP has been updated. 4. In the construction sequence, include the cleaning of post construction Bl\1Ps at the end of construction. This has been added to the plans. 5. A Post Construction SWPPP needs to be included. Refer to the Engineering Department website for the required Post Construction SWPPP format, as well as, O&M manual requirements. Please verify that the only item that has changed from the previous drawing set submitted on March 27, 2.008, in response to the Department review letter dated March 3, 2008, is the addition of Building No.2. Yes, this is the only change from these plans. 2. Compliance with the Thoroughfare Plan includes construction of the improvements prescribed by the Thoroughfare Plan across the frontage controlled by the development (including sections with no access). Typically, developers provide a commitment equal to the value to construct these improvements for deposit into the City's non- reverting thoroughfare fund. Such compliance is applicable to the Old Meridian Street frontage. The client will set up a meeting to discuss this. 3. The Department could not identify where the monuments at the property corners were specified. Is this still a 2-10t subdivision'! Yes, this is still a 2-10t subdivision. A secondary pIal will be forwarded to your office. 4. The Department was not provided a secondary plat and could not verify that previous comment 39 of the letter dated March J, 2008, has been addressed. The Department could not identify where the MFPG and MLAG elevations were indicated and where the definitions for each per the Citys Storm Water Technical Standards were included. These definitions and elevations have been added to the grading plan. 7. Please verify if the proposed buildings are slabs on grade. The buildings are slab on grade construction. 8. Please revise the curb joint detail to specify 10-foot maximum spacing of transverse contraction joints (5-foot maximum spacing on radii). The detail shows 10- foot maximum spacing of transverse contraction joints. 9. The rigbt-of-way pavement section still utilizes metric designations. Please verify if this is the pavement section utilized on tbe Old Meridian Street project. Also, please add a note tbat all paving is to be completed in the same paving season. The detail has been updated to show standard designations. ]0. A note has been added to the sanitary sewer manhole detail reqUiring integral bases; however the detail has not been edited graphically. The Department wants to ensure there is no confusioIl. Please verify with the Utility Department if the detail is acceptable. The detail has been updated graphically to show integral bases. 11. Please verify that the proposed on-street parking spaces match the existing parking spaces on the opposite of Old Meridian Street. The proposed on-street spaces match the existing spaces. 12. Board of Public 'Vorks and Safety approval is required to close the existing sidewalk and for any lane restrictions for constructing the on-street parking. The City's Side,valk Closure Policy sball be enforced as a condition of BPW approval. We will apply for BPW approval for sidewalk closure. 13. Thank you for adding the .INDOT curb details. However, it is not apparent which of the various details is to be utilized. Please indicate in the Keynote Legend to which detail 011 this INDOT standard drawing Keynote B refers. The Department understands that a variance is being requested for the detention of the fully developed right-of-way across the frontage as well as the requirement to extend piping to the right-of-way. The Department will recommend to the BPW approval of the variance for extension of the piping to the right-of-way due to the site constraints but will not recommend approval of the variance from the detention requirement. The City may utilize this detention in the future through one of the adjacent properties as it develops. The storm water summary will need to updated to include the off-site acreage ot' the right-of-way if the Board does not approve the requested detention variance. This is understood. An updated drainage report and calculations will be forwarded to your off:ice. 16. Thank you for adding the swale along the north property line. This swale is required to have a sub-surface drain installed. The sub-surface drain has been added to the plans. 17. Please verify that it is not possible to make the swale along the north property line a bio- swale/vegetated swale. If this is able to be indicated as such, a sub-surface drain may not be required. Please confirm with Amanda Foley. This will not be a vegetated swale, however the sub-surface drain was added to the plans. 18. Please include pavement to the note on Sheet C3.1 related to frames and castings in the side\yalks and curbing in the right-of-way. This has been added to the plans. 19. The Department could not identify where the locations of the existing fire hydrants within 300-feet of the property were indicated/verified. We are coordinating with the Fire Marshall and will forward these locations to your office once verified. 20. The pavement associated with the new parking spaces on the opposite of Old Meridian Street and the pavement required where the existing median is being removed is not indicated with hatching on the site plan. The Maintenance of Traffic Plan does not appear to conform to the INDOT Work Zone Safety Manual. The Department also suggests indicating a phased plan (perhaps two phases) that indicates those plans necessary for the outside/entrance/parking space work and the median work. The Maintenance of Traffic Plan has been updated to two phases: One phase for the construction of the median, and the other phase for the construction of the curbs and parking areas. 22. Thank you for adding the Citys detail for sub-surface drain. Please add text to this detail that requires the pipe to be double wall Hancor Hi-Q or equivalent. The detail has been updated to show this. 23. Thank you for adding the City standard 604-S\VCR-02 detail. Please also add the appropriate INDOT standard ADA ramp detail for the ramps proposed in the right-of-way. This INDOT detail has been added. 24. The sanitary sewer and water main details do not appear to incorporate the City's backfill standards for installation within the right-of-way. The details have been updated to show the City's Standards. 25. Thank you for adding the City's Street Cut Patch detail. However, it is not apparent that any street cuts for utilities are proposed; so this detail may be deleted. The City \'vill expect the gas main installation to be by trenchless method. Please revise the installation note. The City will not allow open cutting of Old Meridian Street for this installation. This detail has been removed from the plans. 26. The Citys standard RCP installation detail is available on the City's website. Please include this detail and require installation per this dctail for the RCP pipe proposed for installation in the right-of-,vay. This detail has been added to the plans. 27. The Department bas yet to receive thc request for the variance for the storm water outfall at the propel-ty line. This variance request will be forwarded to your office. 28. Thank you for addi.ng the text to reference the depressed curb at the entrances. Please indicate with Keynote 0 and have Keynote 0 reference City Standard Depressed Curb in the legend. This is understood and the easements will be added to the plat and forwarded to your office. 32. What is the intent of the detail titled Limits of Special Backfill on Sheet C6.5? This detail has been eliminated from the plans. 33. Are there any issues with emergency egress from the back of the second building (pond side of the building) with the grades proposed? There are no issues with the egress from this portion of the building. 34. Structure No.4 will be difficult to grade around at the slope proposed. Has a low wall been considered in this area around the structure? The grading has been maintained in this area to tie into the existing slope at the south property line. He has revised the plans, and that takes care of my issues. The additional planting strip on the east side of the parking lot (in front of building 2) incorporates an increased planting area while providing rooting space for trees and shrubs. Since they were already using structural soils on site at building one, it was not an expensive addition here, and kept the building in the same location. The area may be able to provide some additional stormwater drainage benefit as well.
