Dear Mr. Moody:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office on
August 15, 2008 for this project and have the following comments:
1. This proposed project falls within the incorporated limits and MS4 jurisdiction of the
City of Carmel.
2. The proposed project DOES fall in a Cannel Well Head Protection Zone.
3. The proposed project falls within the Morrow - Follett Regulated Drain Watershed.
4. The Morrow ~ Follett runs through this site from Cannel Storm Sewer Structure #3354
to an end point somewhere in the ROW of 1 st Avenue NW, but that location has not
been found in the field at this time. The tile has been located coming from Str. 3354
and runs in a southeasterly direction, but the tile can not be safely accessed by a person.
The only was to determine the tile location and ending point would be to use a remote
camera system and locating device.
5. The tile does show signs of recent active flow, so it must still provide drainage for
upstream watershed. No determination on how to address the tile can be made until the
exact tile location and contributing sources can be determined or provided.
6. Please provide site design plans and drainage calculations for review when they
become available.
7. Please note, based on the Hamilton County Stormwater Technical Standards Manual
that any future submittal on paper larger then 24" x 36" will be rejected.
8. PLease note the additional comments may be warranted at a later date.

DP/ADLS); these plans were reviewed against the C-2/0Id Town District zoning requirements. Please address/reply to the
comments after the Sept 17 T AC meeting. .
1.) Please provide the planting legend to go with the landscape plan, showing plant species and sizes.
2.) Please provide trash dumpster details: location, elevations, and screening.
3.) Please provide the floor plans of all floors, including the parking garage.
4.) Please provide the building materials and colors.
5.) Please look at the checklists of the DP and ADLS applications to make sure your submittal is complete.

I have a question that I'm going to as you first before I ask Les aids. We submitted plans to appear at the TAC meeting
for two project, Parcel 7C and Parcel 47 that are eRG, Carmel Redevelopment Commission Projects. I'm instructed to
submit to the T AC members at whatever place we are at at the time with the plans and in most cases they are not 100
percent complete. We do not file for or.appear to the ADLS portion of the submittal because the project is a city proJect.
The attached paper work you sent Kirt Moody has a great deal of questions that we normally do not provide because we
are not submitting for ADLS. What portion of the attached form do you think is necessary for uS to fill out and complete.
Please let me know.

Hi Kevin - once your people and my people finalize a date & time to have the public hearing of the plan commission
hearing officer, you can start the public notice process!
It will involve the following:
1. Public notice to the indystar newspaper. You can use the notice of public hearing form as a guide. You will have to
email it to PublicNotices@indystar.com two days before the actual print date of the paper.
2. It will also involve sending certified mail to the adjacent property owners. The offidallist of adjacent property
owners can be requested from the Hamilton county auditors' office. See the adjoiner list sheet on the attached application.
3. Lastly, you will have to post a sign on the property that is close to a heavily traveled street. The specs for the sign
area attached, and pretty much any sign or printing company can make them.
See pages 3, 4, 6, 7, 8 of the attached application. That will help you!

Dear Mr. Sellers:
The following letter represents comments for this project specifically addressing the area
of alternative transportation. I have reviewed the drawings submitted for the September
17, 2008 Technical Advisory Committee meeting, and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) The City of Carmel Parking Ordinance requires that all commercial and retail
venues include bicycle parking. Bicycle parking spaces are required at a rate
of five (5) bicycle parking spaces per one hundred (100) automobile parking
spaces with a\minimum of four (4) spaces. Please revise your plans to show
the required bicycle parking spaces on your site. Please see the City of
Carmel's Parking Ordinance in order to determine appropriate locations,
specifications and construction details for the above.
2) Please provide details for the bike storage room and the Monon toilets
facilities.
3) Please indicate ADA compliant handicap ramps and crosswalks at all
intersections.
4) Please allow for clear access along all sidewalks around the entire site.
We request that all responses to our comments be provided in writing. Failure to provide
written responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our
previous reviews. Please provide revised plans indicating all revisions. Please notify us
of any changes and specifically state any changes, including changes resulting from Plan
Commission, Special Studies or other committee meetings.
