Carmel has required the use of structu ral soils to provide growing room/soil volumes for trees in urban areas in 10 to 15
different places now, and we are currently writing an ordinance to make some type of soil volume technology mandatory
in urban settings. I just thought I'd try to get us allan the same page.

Dear Mr. Sellers:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office on
August 7, 2008 for this project and have the following comments:
1. This proposed project falls within the incorporated limits and MS4 jurisdiction of the
City of Cannel.
2. The proposedproject DOES NOT fall in a Cannel Well Head Protection Zone.
3. The proposed project falls within the W.R. Fertig (l.W. Hawkins) Regulated Drain
Watershed.
4. Based on the provided plans, the Hamilton County Surveyor's Otlice has no comments
at this time.
5. Please note, based on the Hamilton County Stormwater Technical Standards Manual
that any future submittal on paper larger then 24" x 36" will be rejected.
6. Please note the additional comments may be warranted at a later date.

Below are the prelimir)ary Planning/Zoning Dept review comments for Carmel City Center, Parcel7C, Village on the
Green (#08080018 DP/f\DLS); these plans were reviewed against the C-1/City Center zoning requirements. Please
address/reply to the comments after the Sept 17 TAC meeting.
1.) Please provide more detail (such as faux windows or brick patterns, on the south elevation of BuildingRW.
Right now, it is a blank wall.
2.) Please provide more detail (siJch as faux windows or brick patterns, on the stairwell (right side on the west
elevation) of Building PW. Right now, it is a blank wall.
3.) Pleas show/label the bike parking details and bike parking locations.
4.) Please label all of the building heights oh the elevations.
5.) Please provide a landscape plan, planting details, and a species legend.
6.) Please provide the parcel coverage for this site (which includes building footprint and pavement). The
maximum permitted is 80%.
7.) Please provide a sign package that shows signage locations, sizes, colors, details, etc.

Angelina:
I have a question that I'm going to as you first before I ask Les Olds. We submitted plans to appear at the T AC meeting
for two project, Parcel 7C and Parcel 47that are eRC, Carmel Redevelopment Commission Projects. I'm instructed to
submit to the TAC members at whatever place we are at at the time with the plans and in most cases they are not 100
percent complete. We do not file for or appear to the ADLS portion of the submittal because the project is a city project.
The attached paper work you sent Kirt Moody has a great deal of questions that we normally do not provide because we
are not submitting for ADLS. What portion of the attached form do you think is necessary for us to fill out and complete.
Please let me know.

Hi Kevin - once your people and my people finalize a date & time to have the public hearing of the plan commission
hearing officer, you can start the public notice process!
It will involve the following:
1. Public notice to the indystar newspaper. You can use the notice of public hearing form as a guide. You will have to
email it to PublicNotices@indystar.com two days before the actual print date of the paper.
2. It will also involve sending certified mail to the adjacent property owners. The official list of adjacent property
owners can be requested from the Hamilton county auditors' office. See the adjoiner list sheet on the attached application.
3. Lastly, you will have to post a sign on the property that is close to a heavily traveled street. The specs for the sign
area attached, and pretty much any sign or printing company can make them.
See pages 3, 4, 6, 7, 8 of the attached application. That will help you!

Planning Director, Mike Hollibaugh). Is there a particular date/time you would like to hold the public hearing? How about

I e-mail Les Olds at the CRe this morning asking the question if we can wait until the September T AC date or not. I
was waiting for his response. I went ahead and call Les a few minutes ago and Les informed me that we can wait until
the September 17 T AC meeting for the Parcel 7C project. Please let me know that we can move this to the September
TAC meeting agenda.
Les also asked that I get the Parcel 47 project on the September agenda. I will start the procedure to submit to the TAC
ASAP so we can meet the 30 day window notice. I would like for you to keep this project in mind so we can be on the
September agenda for Parcel 47. '.
