PROJECT SUMMARY

St. Vincent Hospital and BremnerDuke Healthcare Real Estate are proposing to develop a state of
the alt SpOlts performance center with associated medical offices on the western portion of the St. Vincent
Carnlel Hospital campus located along U.S. 31. Please see the aerial map under TAB 2. The Center will
have 13 I ,565 square feet of gross floor area and provide sports performance, training, physical therapy
and medical offices.

Current Zoning and Adiacent Properties
The site is composed of two development parcels, the tirst parcel, where the Center will be
located, is zoned B-6 and is within the U.S. Highway 3 I Corridor Overlay Zone and the second parcel,
where the surface parking area will be located, is within in the Mixed Medical Zone of the Old Meridian
District. The spOlts perfonnance center and medical offices are pemlitted uses in both the B-6 and Mixed
Medical zoning districts. It is bounded to north by the U.S. Highway 31 and medical office buildings; to
the west by the North Meridian Heights subdivision; to the south by land awaiting redevelopment and the
Carmel Apostolic Church; and to the east by Sundown Gardens landscape company and the St. Vincent
Carmel Hospital campus. Please see the area zoning map under TAB 3 showing the adjacent zoning
classification districts.

Center Design and Sil!nal!e
The Center, designed by CSO Architects, is in character with and complimentary to the adjacent
hospital and other general and medical otlice buildings in the surrounding U.S. 31 area. Building
perspective drawings, building elevations and signage, and floor plans are contained within this booklet
under TABS 4, 5, and 6 respectively.

The Center has two frontages: one directly to the north and U. S. 31 and the second to the south
and 13151 Street. The zoning ordinance allows for only two identification signs for the Center. Due to the
location of the Center along U.S. 31 and the curve in the highway, both the east and west facades of the
Center have high visibility to the traffic travelling along U.S. 31. Therefore, BremncrDuke is proposing
to add identification wall signage 011 those facades to identify the Center. Due to substantial distance
from the south facade of the Center to the 13151 Street right-of-way, signage composed of the logo of St.
Vincent Hospital is being proposed for the south facade. Additionally, BremnerDuke is proposing to

Sports Performance Center
place a ground sign at the entrance to the Center off 13151 Street to facil itate and identify access to the
Center from 13151 Street. This ground sign is consistent with the other ground entrance signage found on
the Sl. Vincent Carmel Hospital campus.
Site and Landscape Plans
Woolpert, Inc. has prepared the site plans under TAB 7 to conform to the development standards
of the Ordinance tor both the U.S. Highway 31 Corridor Overlay Zone and the Mixed Medical Use Zone.
The landscape plan, prepared by Context Landscape Architecture, is included under TAB 8. The
proposed sUliace parking area will not extend to 13151 Street. Therefore, BremnerDuke is proposing to
leave that portion of the 1315t Street parcel south of the parking area undisturbed and to retain all of the
existing vegetation, which includes mature trees. The only improvement to this area is the improvement
of the existing dirt drive into the site. A quantitative parking waiver is being requested to reduce the
number of required parking spaces. The current parking requirements do not specifically address the
number of spaces necessary for the proposed sports perfonnance center. The unique nature of the
programs and services to be offered will require less parking than that required of a typical medical office
building. Therefore, we are requesting a waiver to reduce the required parking spaces by 26.8%. Please
reference the detailed explanation under TAB 9.

A photometric and site lighting plan has been tiled with the Department of Community Services.
A reduced plan is included under TAB 10. The proposed exterior lighting fixtures arc included under
TAB 11.

AS we djscuss~d St Vincent will be requesting a quantitative parking waiver as described in
section 23B.12 (B) of the US Highway 31 Corridor'Overlay Zone. We feel this waiver is
warranted due to the unique nature of the programs to be offered within the Sports
Performance Center require less parking per square foot than typical medical office parking and
have a peak demand that is offset from the peak for typical medical office space.

The proposed Sports Performance Center is a proposed 131565 sffour story building with
76,191 sf dedicated to Sports Performance and Physical Therapy, and 55,374 sf dedicated to
traditional medical office space. This would be in addition to the existing 136 bed hospital and
three existing medical office buildings totaling 141,000 sf. Below I have included a table
showing existing parking requirement and supply as well as proposed parking requirement, per
ordinance, and supply.

As stated above, we feel that the required parking ratio for the Sports Performance space
does not reflect the unique nature of the program. 5t Vincent Sports Performance has two
existing locations in operating in Marion County. One location, at 8227 Northwest Blvd Suite
160, has been in operations since Ndvember I, 2001. That location currently has 25,800 sf
dedicated to the Sports Performance Program and is staffed by 32 staff members. Their peak
usage is between the hours of 5:00 and 6:00pm, and has an average maximum of 75 participants
or 2.9 participants per 1,000 square foot (see attached 2007 participant data}. During normal
office hours they have a peak usage of 32 participants or 1.2 participants per 1,000 sf.
Therefore we are requesting that parking for the Sports Performance space be required at a
ratio of .12 spaces per 1000 sf. Below I have attached a table reflecting the requested waiver
condition.
