Dear Members of the City of Cannel and Clay 'fownship Subdivision Committee:
On March 4,2003, representatives ofClarian Health Partners, Inc., will appear
before you to introduce lhe Rezoning, Development Plan, and Architectural Design, Lighting,
and Signage ("DP/ADLS") Petitions for the establishment of a Planned Unit Development
("PUD") Zoning District and a hospital and medical office complex for tbe property located at
the northwest corner of the intersection of Meridian Street and I 16th Street. The petitions are
scheduled for an initial public hearing before the City of Carmel and Clay Tovvnship Plan
Commission on March 18,2003.
The site of the proposed P U 0 is bordered by S pri ng Lake Estates and the Ri lz
Charles on the n01ih; Meridian Street on the east; l161h Street on the south; and, Springmill Road
on the west. The site encompasses 107.367 acres. The Clarian NOIih hospital and medical orEee
complex would have frontage on Meridian Street (ns. 31) and 1161h Slreet The DPI ADLS
Petitions for the hospital and medical office complex affects 68. 164 acres of the site. The
proposed hospital and medical o11'ice complex would consist of a five story hospital and medical
office building, a central utility plant, surface parking areas, and on-site retention ponds.

Introduction I Overview
The Clarian North Hospital Campus Planned Unit Development (the "PUD") represents
an overall development of approximately I 07 acres of vacant land located at the
northwest quadrant of the intersection of 116111 Street and US 31, in Cannel, Indiana.
lnitial development anticipates a Jive (5) story hospital building (approximately 76'-8" to
roof and 106'-8" to top of mechanical screening) and central plant. The initial hospital
building has been designed to allow vertical expansion to a maximum height of nine (9)
stories and o11\~-hundred and tifty (150) feet (including mechanical penthouse and
screening). The site has also been designed to allow for the potential expansion of the
initial hospital building or the construction of a second hospital building, with compatible
style, height and massing. Hospital expansion and the development of other areas within
the pun shall occur as market need dictates.
This document shall serve as: (i) the body of the PUD District Ordinance for the entire
Clarian North Hospital Campus Planned Unit Development as required by Chapter 31.6.4
of the Carmel! Clay Zoning Ordinance; and, (1i) the Preliminary Development Plan, in
text form, for the entire Clarian N011h I-Iospital Campus Plmmed Unit Development as
required by Chapter 24 of the Carmel! Clay Zoning Ordinance.
II.
Interim Land Use
All p011io11S of the PUD which are not designated for Tree Conservation (Area 2-A) or
which are not developed as part of the initial phase of development shall either continue
to be tarmed or maintained in its natural state until developed.

Phasing of Development
The proposed PUD shall be developed in phases. It is anticipated that the overall
development of the PUD may include up to eight (8) phases, as generally depicted on the
PUD Concept Plan and described below:
A. Phase T: Area I-A shall be the first phase of development. Included in the first
phase of development will be: the initial hospital building, a central plant, a
helipad and surface parking.

Future Phases: At tbe time of filing this PUD, it is 110t possible to accurately
predict the order in which the remaining phases of the PUD will be developed.
However, it is recognized that: (i) each subsequent phase of development in Area
I-A and Area I-B shall be required to file for and obtain Final Development Plan
and ADLS approval in accordance with Section 24 oftlle Cannell Clay Zoning
Ordinance; (ii) all development within Area 2 shall be required to file for and
obtain Final Development Plan and ADLS approval in accordance with Section
24 of the Carmell Clay Zoning Ordinance; and, (iii) all development within the
pun shall be in compliance with the development requirements of this PUD,

Permitted Uses and Areas
o
The Clarian N011h Hospital Campus Planned Unit Development will be divided by the
proposed north-south extension of Illinois Street through the site. The real estate located
east of Illinois Street will make up Area 1, while the real estate located yvest ofl11inois
Street will make up Area 2.

Area 1 consists of approximately sixty-five (65) to seventy (70) acres and is located
between the future extension of Illinoi s Street and US 31. Area 1 contai ns two sub-areas
as described below.
Area 2 consists of thirty-five (35) to forty (40) acres ofreal estate and is located between
the future extension of Illinois Street and Spring Mill Road. Area 2 includes five sub-
areas as described below.
The development standards applicable to this pun shall be those development standards
specified in the PUD Prelimi11ary Plan. In case of conflict behveen specitlc provisions of
the PUD and a referenced primary zoning district or overlay district of the Cannel/Clay
Zoning Ordinance, the provisions of the PUD shall control.

A. Area I-A
Description: Area I-A consists of approximately fifty-five (55) to sixty (60) acres
prominently located along the US 31 frontage of the real estate extending north
from ll6lh Street, and represents the focal point of the proposed PUD.

Intent: Area I-A is intended to provide for the development ora major hospital
facility, high intensity hospital related Llses and the physical plant necessary to
support a major hospital development.
B. Area 1-B:
Description: Area 1- B consists of approximately ten (10) to twelve (12) acres
located along the US 31 frontage, north of the proposed main hospital building
and south ofthe Ritz Charles facility which is located north of the overall site.

Intent: Area l-B is intended for high intensity development in support of a major
hospital facility or the expansion of hospital facil.ities into the Area. Permitted
used may consist of medical office buildings and other hospital related uses.
C. Area 2-A:

Intent: This area is intended as a butTer between single family residential to the
north and the proposed development within the PUD.

D.
Area 2-B:
Description: Area 2- B represents approximately two (2) to three (3) acres of real
estate which is bounded on the east by the proposed Illinois Street extension and
on the north by a one-hundred (100) foot separation from the north property line
of the overall PUD. Said one-hundred ClOO) foot separation from the north
property line shall be a pat1 of the Area 2-A Tree Conservation Area.
Intent: Area 2-B is intended for relatively low intensity uses to provide a
transition from the residential use existing to the north and the hospital campus.
Permitted uses may consist of a child care, day nursery, professional offices or
medical offices.
E.
Area 2-C:
Description: Area 2-C represents approximately five (5) to thirteen (13) acres of
real estate centrally located aLong the PUD's frontage on Spring tvlil1 Road for a
minimum depth of one-hundred and fifty (150) feet from the Spring Mill Road
right-of-way.
Intent: Area 2-C is intended to provide a transition between potential residential
uses on the west side of Spring Mill Road and those high intensity uses
recommended along the US 31 Corridor. Transition is accomplished in Area 2-C
by a combination of permitted use restrictions, height regulations, architectural
regulations and site design restrictions. Permitted uses may consist of multifamily
dwellings, an assisted living facil ity, medial offices, professional offices or
limited general service establishments.
F.
Area 2-D:
Description: Area 2-D represents approximately ten (10) to eighteen (18) acres of
real estate centrally located within the PUD along the west side of the proposed
extension of Illinois Street.
Intent: Development within Area 2-D is intended for higher intensity dwelling,
office, retail and other uses typically associated with and in close proximity to a
major hospital facility.

G. Area 2-E:
Description: Area 2-E represents approximately eight (8) to nine (9) acres of real
estate along the 1161h Street hontage of the overall PUD between Spring Mill
Road on the west and Illinois Street on the east. Area 2-E is proposed to be
developed as an integrated center featuring either a combination of multi-use
buildings or individual use buildings, provided that a minimum ground floor area
per building is maintained.
Intent: Area 2-E is intended to provide for a wiele range of professional offices,
medial offices, retail, sit-down restaurant, hotel, conference center and other
similar uses typically associated with a major hospital campus.
