Please provide the City of Carmel with a Performance Guarantee in the amount of $4,180 in order to release the
Secondary Plat to be recorded. Contact Dick Hill with any questions regarding the type of Performance Guarantee
(Bond/Letter of Credit/etc.) and coordinate. Once the City has the Performance Guarantee, then we can route the plat to
be recorded at the Hamilton COl:lnty Recorder's Office.

Dear Mr. Surimer:
The City has received your comment letter and drawings dated April 10, 2008 based upon the City review
of March 7,2008.
After incorporating the following comments into the plans and incorporating any revisions necessary to
obtain storm water quality approval, please submit all copies necessary for approval. All bonds and
performance guarantees (if required) must be posted prior to Engineering Dep~ent approvaL. Also,
Board of Public Works and Safety approval and any othergoveming agency approvals (if required) must
be obtained prior to Engineering Department approval. .

1. Previous Comment 10: Compliance with the Thoroughfare Plan includes construction of the
improvements prescribed by the Thoroughfare Plan across the frontage controlled by the
development (including sections with no access). This w,ouldnormally be applied to the
Pennsylvania Street frontage. This requirement has not been stated to date since previous plans
indicated no frontage. The Department reserves the right to provide additional comment related to
this item until provided the opportunity to resolve tills matter since the plan has changed from
what was presented previously and from what was previously discussed. The Department of
Engineering rescinds this previous eomment.
4. Previous Comment 12: Please confirm with DOCS if, now that the 'lof' is indicated to the existing
right~of~way of Pennsylvania Street (this was not the case on previous submittals and why no
related cominent was indicated in any staff reports to the Plan Commission), if the right-of-way
prescribed by the City's20-Year Thoroughfare Plan shall be dedicated and ifnwlti-use path per
the Alternative Transportation Plan is required. Please indicate the proposed rigbt..of-way on
all sheets to conform to the Thoroughfare Plan across the Pennsylvania Street frontage and
adjust the building setback lines.
6. Previous Comment 16: The minimum flood protection grade shall b:e defmed on the plans per the
Storm Water Technical Standards Manual and the elevation shall be noted on the plans. Thank
you for adding the defmitions. and establishing tbe MFPG elevation. Please also establish the
MLAG as it is based on the most restrictive of the lOO-yr pond elevation or the overflow weir
elevation. Please also verify if building is a slab on grade.

Angie, I asked Gary if we were ready to release this plat for Board approval. After reviewing the plat, Gary
suggested the following:
· Lighten the existing 35' Half R/W line and label as existing.
· Bold the proposed 45' Half R/W Iibe and label as proposed.
· Should the 60' Building Line be dimensioned from the proposed 45' Half R/W line rather than the
existing 35' Half R/W line?
Let me know what you think. If you agree, J will have Sheet 1 revised to reflect the changes. Since this is not
a signature sheet, I assume the approval sheet would remain and Mike Would not have to re-approve?

That's unfortunate; however, as long as the signature page (page 2) wasn't affected and
you've signed & notarized the plat in two places....Certificate of Ownership and Deed of
Dedication,then just send the Page 2 mylar copy to Angie Conn at Carmel DOCS. Angie already
has a clean mylar copy of Page 1 - with no ink bleed that can be used.

The City has received your comment letter and drawings dated February 21, 2008 based upon the City
review ofJanuary 17,2008.
The COl1lll1ents from the City review have been satisfactorily addressed with the following exceptions:
CON TRUCTlON DRAWINGS
1. Previous Comment 10: Compliance with the Thoroughfare P19 includes construction of the
improvements prescribed'Oy1ne Thoroughfare Plan across the frontage controlled by the
development (including sections with no access). This would normally be applied to the
Pennsylvania Street frontage. This requirement has not been stated to ,date since previous plans
indicated no frontage. The Department reserves the rightto provide additional comment related to
this item until provided the opportunity to resolve this matter since the plan has changed from
what was presented previously and from what was previously discussed. The City Engineer is
reviewing this item.
2. Previous Conunent 38(b): The City has adopted a new curbing and paving policy. Please revise
any notes, specifications, and details to accommodate these policies. The language of these
policies must be added to a specification sheet on the final construction plans. These policies need
w3- to be added to a sheet in the set.
I l7 Previous Comment 3: If the existing sidewalk on Pennsylvania Street is required to be removed
and a 10-foot asphalt path installed, please add an Asphalt Path Detail that requires 1 inch HMA
# 11 surface on 2 inches HMA #8 binder on 5 inches #53 stone. Please let this Department know
~ what DOCS requires. ~

you for indicating the MFPG. Is the building a slab on grade? The Minimum Flood
Protection Grade and Lowest Adjacent Grade definitions shall be added to the plans. Please
contact tbis office.
7. Previous Comment 17: The information required by Section 100 of the Storm Water Technical
Standards Manual shall be noted on the plans and shall include a comparison of the existing "c"

"c" value. Thank you for adding the information. Additional information is required. Such
information shall include "A drainage summary, which summarizes the basic conditions of
the drainage design, including site acreage, off.site/upstream acreage, allowable release
rates, post-developed lo-.year, and lOo-.year flows leaving the site, volume of detention
required, volume of detention provided, and any release rate." If the proposed conditions
exceed the current standards for release rates, please indicate that the higher release rate is
allowed since the drainage was previously master planned.

Hi Brian - we can do the secondary plat administratively and not send it to lac (since Ihe dp/adls and construction
plans were already at tac), but we will still want comments from the engineering dept, forestry dept, as well as
David Littlejohn, regarding the alternative transportation plan, and so on.
We will look at road right of way, utility easements, ingress/egress easements, and so on.
