Docket No. 07010008 z: 116tb & Guilford Rezone Thc applicant seeks to rezone approximately 9.5 acres from I-I/Industrial to the R- liResidence District Zoning Classification. The site is located at 1441 S. Guilford. Filed by the Carmel Dept. of Community Services. There are no development plans associated with this petition, nor is any project proposed. However, due to recent and proposed development in the surrounding area, a change m zoning, from its current 1- I IIndustrial to R-l/Residence, is being proposed to assure the Carmel Plan CommisslOn and Carmel City Council have the greatest opportunity to review plans for the property should redevelopment be proposed at this comer. Under an l-l/Industrial Zoning Classification, a wide range of industrial uses would be permitted by right, including warehousing, storage and light manufacturing; currently residential is not a pcrmitted use. Given the manner in which the area has recently evolved, an R-lIResidence zoning would be better fit to its surroundings. The proposed rezoning would not affect Duke Energy's ability to maintain operations in the current facility, nor would it prohibit other non-residential uses allm"led in the 1-1/Industrial District from occupying the current facility. If the non-residential use discontinues or the property is vacant for a period longer than one (1) year, the premises shall thereafter conform to the provisions of the R-l/Residence District. Though this proposal would not prohibit the property owner from requesting rezoning to a Business District or Platmed Unit Development in the future, we have a unique opportunity to take a proactive approach to thIS site.
