Vincent - variance for parking in front of building Hi, Brent - below is 'what I found about a prior variance approval for S1. Vincent for parking in front of the building. Yo'u will most likely need to seek BZA variance or plan commission waiver approval to have parking in front of your proposed building. BOARD OF ZONING AP.PEALS, SEPTEMBER 25, 2000 meeting minutes excerpt: 1..8h-19h .St. Vincent's - Carmel Hospital (V-1l5-00, V -1l6-00) '. , . 'petiti'oner seeks Developnlental Standards Varianccs of Sections 23B J 2: Parking Requirements; and 23BJ 6. f. to permit an Accessory Bur/ding . - Filed by James J. Nelson of Nelson & Frankenberger for St. Vincent Hospital & Health Care Center, Inc. Jim Nelson, 3663 Brumley Way, Carmel, appeared before the Board representing the applicant. Becky Feigh of BSA Design was also present. Thc 30 acrc campus of the Carmel St. Vincent's I-Iospitallies south and west of the intersection of Old and New Meridian In the summer of 2000, the Plan Commission approved the plans for expansion of the hospital, the surgery center, two adjacent professional office, buildings, and the attendant site improvements that accompany this expansion, i,e. the addition or replacement of parking in the northeast corner.and in the noithw'est corner of the site, Some of the parking spaces encroached slightly, namely 27 feet, into the 90 foot setback of the US 31 Overlay Zone. The parking spaces thatencro, ach arc adjaee[1t and parallel to US 3 I. The petitioner is seeking a variance from this section to permit approximately llipaces to encroach into the 90 foot setback as established by the most recent amendment of the US 31 Overlay Zone. The practical difficulty is that. the primary parking area that is being partially re-designed was developed under the Old US 3] Ordinance that permitted parking within the right-of-way. .In order to be consistent with the old, tllcnew area also encroaches into.the ~O foot setback. The petitioner has, however, provided the required perill1eterbuffer adjacent and parallcllo US 31..", . In regard to the variance for an accessory building, the tn-lsh refuse building has been redesigned at the request of the Department so that the exterior building materials match that of ,the adjacent office buildings. The I?test amendnlent to the Overlay Zone provides that trash refuse areas shall be under roof. If the trash. area were .under roof, it would mean that the trash area would have to be 13 feet high, As a .result, it \~as requested that the height of the dunlpstel' be I imitcd to 6 and one-half feet ~nd the. exterior building materials be consistent with that of the office buildings. .' Members of the' public w~re invited'to"speal; in f~vor of or opposition to these pelitlons; '~o[ bile appear~d. Department Report, Steve Engelking. The Oepartment is recommending that these petitiQi:s ~eceive favorable 'consideration. The public hearing was then closed. Michael Mohr moved for the approval of St. Vincent's - Carmel Hospital V-1l5-00 and Vc1l6-00, seconded by Leo Dierckmarl: APPROVED 4 in favor, none opposed. r_.f 10/27/2008 Boone, RachelM. The following variances were added but were not mentioned in any of the submitted applications: two signs facing one right of way, ground sign height and ground sign located in a right of way. If the Petitioner would please resubmit statements/findings for these variances, we would greatly appreciate it. 6.) The maximum height for a ground sign in this area is 6' tall. 9'6" was req, uested. 7.) There is a 60' proposed half right of way according to the Thoroughfare Plan. The sign is proposed at 17' from the existing right of way line. This is 35.5' too close to the proposed half right of way of the Thoroughfare Plan. . The sign will need to be moved back 70' from the center line of the road .to be in compliance. (10' back from the right of way line) 8.) The variance submitted for 100% logo was not issued a docket number because the Department feels that since the entire building is for St. Vincent and its affiliates/departments, a variance for logo percentage is not necessary.
