MEETING MINUTES
MONDAY, NOVEMBER 3, 2008 - b:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President Richard'L. Sharp„ Council Members W. Eric Seidensticker,
John V. Accetturo, Joseph C. Griffiths, Luci'Snyder, Ronald E. Carter, Kevin Rider, Clerk-Treasurer
Diana L. Cordray and'Deputy.Cletk-Treasurer Lois Fine.
Mayor Brainard called the meeting to order at 6:01 p.m.
Rabbi Arnold Beinstock; Congregation ShaareyTafilla, pronounced the.Invocation.
Mayor Brainard led the pledge of Allegiance.
Mayor Brainard presented a Proclamation to Rabbi Beinstock; Congregation Shaarey Tafilla, proclaiming
the week of"November 9'h -15`h as Remembrance of the Night of the,Brokcn Glass.
I RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
Councilor Snyder informed the Council that the Indiana State Bar Association presented Doug Haney,
City Attorney, with the 2006-2008"Leadership.and Dedication as Chair of the,Governmental Practice
Section Award. Mr. Haney has been of head of.this practice section for the past 2 years and the Indiana
State Bar Association reappointed Mr, Haney Chair for the next 2 years.
APPROVAL OF MINUTES`.
Councilor Griffiths made a motion to approve the Minutes from the October 20, 2008 Regular Meeting.
Councilor Snyder seconded. There was,no.Council discussion: Council. President Sharp called for the
question. Minutes were approved 6-0 (Councilor-Seidensticker abstained).

(Mr. Westrick had to leave before citizen's,input was invited and asked that Council President
Sharp read from his card - what type of physical noise barrier will Cannel place upon Keystone?
Also, will this barrier block the view of the road?).
COUNCIL MAYORAL AND CLERK-TREASURER COMNTENTS/09SERVATIONS:
There were none.
ACTION ON MAYORAL VETOES:
There were none.

Councilor Snyder inade a motion to approve claims:in the amount of 52,448,367.50. Councilor Rider
seconded. There was no'Council discussion. Council President Sharp called for'the question. Claims
were approved 6-0 (Councilor Griffiths abstained).
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance; Administration and Rules Committee had not met.
Councilor Griffiths reported that the Land Use, Annexation and Economic Development Committee had
not met.
Councilor Carter reported thafthe Parks, Recreation and Arts Coinmittee,had not.met.
Councilor Seidensticker reported that the Utilities; Transportation_and Public Safety Committee had not
met.
