Thanks for the follow-up. From my notes, I believe we were hoping for direction/confirmation of -the foil wing
items:
1. Can floodplain compen~ation be provided in the floodway, flood fringef or must it be outside of the
floodplain altogether?
Floodplain compensation cannot be placed in the floodway, but may be allowed within the flood fringe provided
that it is able to be utilized during regulatory flood. The Department would need reason for construction within
floodplain (i.e., undue hardship to property owner, etc.) and variance would need to be approved by the Board
of Public Works.
2. What is the mitigation ratio for floodplain compensation (i.e. 1: l)?
Ratio depends on type of floodplain affected (i.e. Grass, Loss of Vegetation, Trees, etc~)
3. Con compensatory floodplain storage coexist with on-site stormwater detention (i.e. provinding a single
detention facility that provides a total storage volume equal to the site's detention requirement storage
plus the compensatory floodplain storage), or must these be separate facilities?
Yes; again, provided that this capacity is realized (not just an oversized pond). A combined detention would be
sufficient if designed to meet requirements as determined by CrossRoad Engineers
4. Can the proposed private access drive to cemetary/office/dog park be constructed at existing grade
since it is in the floodway, thus it placing 2+ feet below the BFE of the creek?
This Department cannot make that determination. The Fire Department would need to authorize final
approval. .
As part of this project, any existing culverts or bridges shall be evaluated per Section 305.04 which states:
"Culverts shall be capable of accommodating without overtopping the road, peak runoff from a 100-year
frequency storm when crossing under a road which is part of the City........... .or provides the only access to
and from any portion of any commercial or residential developments."
5. Since the applicant is only seeking PUD zoning approval at this time and not ADLS/DP approval, will a
basic narrative and conceptual drainage approach be sufficient for the Engineer's Office to support the
rezone? In other wordsf a detailed drainage study, intensive calculations and construction-level plans can
be deferred until such time as the project is filed for DP / ADLS approval.
Yes, this department would accept the basic narrative and conceptual drainage approach at this point,
however, detailed drainage study would be required prior to any final approval. Narrative must outline how off-
site runoff accommodates detention volume requirements and how satisfied, location of facilities. Narrative of

Developer seeks to cash in on growing trend to provide for departed animals

A proposed housing development would allow residents to walk their pets to a special dog park or
hold a memorial service for dearly departed Fido in an adjacent cemetery.
No one has challenged the plans as over the top, said Ron Bussell, who operates the development
company Meadows Three along with his wife, Donna, a funeral director, and Diane Smith, who owns
the property.
They say the market has shown a high demand for what Meadows Three has to offer. "In the Carmel
community _ . _ it's a trend," said Ron Bussell.
The plan awaits Carmel-Clay Plan Commission approval.
Meadows Three's 7-acre property at 136th Street and the Manon Greenway sits in a flood plain. Its'
wetlands have to be preserved or rebuilt elsewhere.
The dog park could flood and P!Jt dog waste in storm water drainage and nearby Little Cool Creek,
said Gary Duncan, assistant city engineer, sa the developers must redraw their initial plans. New
ones will be reviewed by the engineering staff, then considered at the plan commission's Sept. 16
meeting.
The Department of Community Services has heard from some neighbors west of the site who are
concerned about drainage, maintenance of the dog park and fumes from the pet crematory, said
Angie Conn, city planning administrator.
Neighbors can voice concerns at the meeting, she said.
The developers say they want their development to offer pets the dignity of a human-style funeral.
"It would be something along the lines of a memorial service that would be done for a family member
on a small scale," Ron Bussell said.
Some area residents already spend hundreds or thousands of dollars a year to bury their pets in
adjacent plots. A casket at Forever Friends Pet Cemetery in Oaklawn Memorial Gardens in Fishers
starts at $170, a plot opens at $350, grave digging costs $125 and grave markers begin at $500.
"More and more of our customers had asked about making pet arrangements," said Oak lawn location
manager Frank Cooper.
The first pet funeral home in the nation, Pet Angel, started in Carmel four years ago.
"People are looking at pets differently," said Coleen Ellis, founder of Pet Angel. "They're being given
permission to treat their pets like little people."

Angie, thanks for the comments from the neighbors. I have meet with the neighbors to the West and are coming to an
understanding of their concerns.
I have contracted with Alt & Witzig for a wetlands delineation. It will not be complete for about two weeks. I am reluctant
to spend the money for modifications to the site plan, etc. until I have that and can understand the effect it will have on the
project. I anticipate that it will be possible to continue with all the project, with some modifications.
So....1 was wondering if we can get another delay in the hearing date. It is looking like September will be sufficient. Is that
possible?

Hi Roh- I just wanted to relay some com;erns that some neighbors have about this proposed project:
1. Address the issues of dog feces pick up and smell
2. Address the issue of the crematory smoke, its output levels, heaith concerns, etc.
3. Provide a photo or graphic detail on what the columbariums will look like and where they will be located.
4. Address how the cemetery will be maintained.
5. The US 31 overlay does not allow cemeteries, Why should this one be allowed?
6. How Will the US 31 road improvement project affect this site?
7. The drainage, on this site and in the area, is a major concern,
It wOuld be best if you could provide a memo addressing all cOhcerns of the City and the neighbors that could be added to
the plan commissioh members' informational brochures that are due Friday, august 8, at noon,

Angie, I wanted to respond to a few of the questions on the comments letter you sent last week. Numbers correspond to
the item on the letter.
1. We are reviewing the Monon Greenway Zone Ordinance and expect to have some discussion with you later. I would
also expect to have specific language in the PUD ordinance with respect to it.
16. The detention area for Traditions on the Monon is in this area (will be a part of the dog park)
36. This will be a straight PUD rezone and the US 31 Overlay Ordinance will not apply.
I would like to meet with you sometime in the next few days and review the overall submission and get your input. I will
call Thursday or Friday for an appointment.

Dear Mr. Bussell:
The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the drawings submitted for the June 18, 2008 Technical Advisory
COlllinittee and offer the following comments:
AL TERNA TIVE TRANSPORTATION REVIEW COMMENTS
1) The Alternative Transportation Plan requires the construction of a 10' asphalt path along
136111 S1. Please revise the plans to mclude and label this path.
2) The Subdivision Control Ordinance and the Alternative Transpol1ation Plan requires a 5'
sidewalk on each side of internal streets. Please revise your plans to include this change.
3) Please indicate ADA compliant handicap ramps at all crossings.
4) The City of Carmel Parking Ordinance requires that all commercial developments include
bicycle parking. This development will be reqlllred to have a minimum of four (4) spaces.
Please revise your plans to show the required bicycle parking spaces on your site. Please see
the City of Carnlel' s Parking Ordinance in order to deteolline appropriate locations,
specifications and construction details for the above,
5) It is highly recommended that the internal connection to the Monon be removed from your
plans. If pursued the internal connection will have to be coordinated with the director ofthe
Parks Department.
We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
paliicularly if allY such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notIfy us of any changes and specifically state any
changes, including changes resulting from Plan COllunission, Special Stuuies or other committee
meetings.

We have reviewed the rezone requ'est submitted to the Hamilton County Surveyor's Office on
May 29, 2008, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Carmel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project does not fall in a Hamilton County Regulated Drain Watershed.
4. The Hamilton County Surveyor's Office recommends against any filling ofthe
floodplain below the Regulatory Base Flood Elevation on this site. Not only does this
site contain the existing natural floodplain, but it also has compensated
floodplain/detention from the Tradition on the Monon project.
5. Any work in the mapped Floodway, including the road, the walk bridge, and the
fence, will require a Construction in a Floodway permit from Indiana Department of
Natural Resources ~ Division of Water.
6. The Hamilton County Surveyor's Office has no objection to the proposed PUD.

Intent
Structure and Desian Standards .and Provisions
INTENT
The intent of these standards is to provide for high-quality, architecturally varied residential development
within the City of Carmel.
Its provisions require that all dwellings and neighborhoods, whether single-family, two-family, or
multifamily, be built to certain minimum standards.
STRUCTURE AND DESIGN STANDARDS AND PROVISIONS
BUildings shall maintain a consistent architectural style, in both form and trim, throughout. The
trim shall be present on all sides of the building, as appropriate. Appropriateness,shall be defined
as utilizing features and forms that are considered typical to the chosen ,~rchitectural style, and
shall be determined by staff review. All building e/~ments ar.e, subject to the most current edition
of the Indiana Building Code.
A. SITE DESIGN
1. Buildings shall be designed and sited in such a way as to maximize solar gain and privacy.
2. Site design shall be context-sensitive with regards to existing natural features.
B. BUILDING SCALE/MASSING
1. Building character; scale, and mass shall be similar to existing buildings. This may be
accomplished through siting, setback, buffering, driveway location, height, and other
elements.
2. Dwellings shall-not feature long, unbroken expanses of wall. This may be accomplished
by including the following features:
a. Variations in height ar;ld deptb
b. Windows and door openings
c. Changes in roof line or height
d. Details and trim appropriate to the style and mass of the building
e. Use of different materials, textures, and material placement
f. Placement of landscaping materials and street furniture
g. Balconies, recessed entries, and covered porches
h. Bays and towers
3. All sides of the building shall have the same level of detail and material use.
C. WINDOWS
1. At least two windows shall oe present on each fagade, and each occupied level, as architecturally
appropriate. One window shall be permitted on half stories.
2. All windows, on all sides of the house, shall have trim as architecturally appropriate.
3. Windpws shall be operable, to provide for cross-ventilation.
D. ENTRYWA Y$
1. Entryways shall be clearly visible and shall be the dominant feature of the front fa.;ade, or the
side facade.
2. Porches shall be a minimum of six feel deep, and shall be provided where architecturally
appropriate.

3. Side lights or glass panes should be provided, to allow illumination and to allow resid~nts to see
outside.
4. Permitted materials include fiberglass, p;3inted steel, and wood.
E. CHIMNEYS
1. Chimneys shall extend fully to the ground, and above the eaves, if external.
2. Chimneys shall"be made of masonry or stucco material or panels, or material with a similar,
durable appearance. Siding is not a permissible material.
3. "Shed-style" or bump-out chimneys shall not be permitted.
4. Chimneys must be capped.
F. GARAGES
1 . Garages shall not be the dominant feature of the front fa~C!de.
2. If off-set or side-loading (courtyard loading), the fa<;:ade facing the street shall have at least one
window.
3. The garage, if front-loading, shall comprise no more than 30% of the main front fa~ade.
G.FOUNDA liONS
1. If buildihg foundations are to be exposed, they shall be finished with stone, brick, brick-form
poured concrete; fieldstone, or split-face block, and shall remain unpainted.
2. Wall cavities of foundation walls constructed of brick veneer extending below grade' shall be
grouted solid up to the flashing, with weep holes above. Weep holes shall be unobstructed by
mulch or soil. Such flashing shall be 8-12" above grade.
3. Surface-applied waterproofing shall not'be exposed unless it matches the concrete.
H. ROOFLlNES
1. Roofs shall have minimum 12" overhangs, on all sides of the structure, if architecturally
appropriate.
2. Dormers and gables should be used to help break long roof lines. If used, they shall have attic
bands, windows, arid/or decorative' attic vents.
3. Vents and stacks shall be painted to match the roof, or painted black, and shall not be visible
from the public right-of-way.
4. Roofs may be made of dimensionai shingles, glazed clay, standing-seam metal: slate, or fire-
protected wood shingles.
5. Solar shingles and panels are strongly encouraged; if used, they shall be placed as unobtrusively
as possible while maximizing solar gain.
6. Gutters and downspouts or rain c.tlainsshall be provided.
7. The primary roof slope shall riot be less than 6/12.
I. MA lERIALS
1. If more than one material or color is used, the-transition between materials and/or colors shall be
logical, i.e. to highlight an architectural feature. 'If a material such as brick or stone is used on the
front fayade butnot the side facades, a logical transition with trim, such, as quoins, shall be
provided. Vinyl siding, if used, shall not be less than 0.048 thickness. Aluminum siding of less
than .024 thickness shall not be used.
2. If EI FS or dryvit are used, they should oe used only as trim materials, or placed above the first
floor to limit damage.
J. DElAILS& TRIM
1. Architectural trim and details are encouraged on all dwellings. If such details are used, they shall
be used on all sides of the building, 'and shall be architecturally appropriate and balanced with
regards to placement and scale. Suitable elements include, but are not limited to:
1. Quoins
2, Pilasters
3. Eaves of at least 12" in depth
4. Corner boards, gable boards, and barge boards
5. Pediments
6. Lintels and sills
7. Soldier coursing
8. Balustrades
9. Friezes, cornices, dentils, modillions, ete
10. Brackets
11. Shutters. If shutters are used, they should be appropriately scaled to the windows, and
be functional or appear to be functional.
2. Buildings with clapboard or similar facades shall have all openings trimmed with wood trim at
least 4" nominal width, and corners trimmed with wood at least 6" nominal width.

The department cannot assign a docket number to this petition until we have a more complete application. A big item
missing is the actual PUD ordinance language. Also, will you submit a primary plat application, or will the PUD ordinance
be worded to say that the conceptual site plan approved with the rezone will serve as the primary plat?
Also, Will the PUD ordinance address architectural standards (such as building materials), design elements, and
development standards such as setback, lot cover percentage, and so forth? Attached is a document that might be
helpful.
