From my notes, I believe we were hoping for direction/confirmation of -the foil wing items: 1. Can floodplain compen~ation be provided in the floodway, flood fringef or must it be outside of the floodplain altogether? Floodplain compensation cannot be placed in the floodway, but may be allowed within the flood fringe provided that it is able to be utilized during regulatory flood. The Department would need reason for construction within floodplain (i.e., undue hardship to property owner, etc.) and variance would need to be approved by the Board of Public Works. 2. What is the mitigation ratio for floodplain compensation (i.e. 1: l)? Ratio depends on type of floodplain affected (i.e. Grass, Loss of Vegetation, Trees, etc~) 3. Con compensatory floodplain storage coexist with on-site stormwater detention (i.e. provinding a single detention facility that provides a total storage volume equal to the site's detention requirement storage plus the compensatory floodplain storage), or must these be separate facilities? Yes; again, provided that this capacity is realized (not just an oversized pond). A combined detention would be sufficient if designed to meet requirements as determined by CrossRoad Engineers 4. Can the proposed private access drive to cemetary/office/dog park be constructed at existing grade since it is in the floodway, thus it placing 2+ feet below the BFE of the creek? This Department cannot make that determination. The Fire Department would need to authorize final approval. . As part of this project, any existing culverts or bridges shall be evaluated per Section 305.04 which states: "Culverts shall be capable of accommodating without overtopping the road, peak runoff from a 100-year frequency storm when crossing under a road which is part of the City........... .or provides the only access to and from any portion of any commercial or residential developments." 5. Since the applicant is only seeking PUD zoning approval at this time and not ADLS/DP approval, will a basic narrative and conceptual drainage approach be sufficient for the Engineer's Office to support the rezone? In other wordsf a detailed drainage study, intensive calculations and construction-level plans can be deferred until such time as the project is filed for DP / ADLS approval. Yes, this department would accept the basic narrative and conceptual drainage approach at this point, however, detailed drainage study would be required prior to any final approval. No one has challenged the plans as over the top, said Ron Bussell, who operates the development company Meadows Three along with his wife, Donna, a funeral director, and Diane Smith, who owns the property. They say the market has shown a high demand for what Meadows Three has to offer. "In the Carmel community _ . _ it's a trend," said Ron Bussell. The plan awaits Carmel-Clay Plan Commission approval. Meadows Three's 7-acre property at 136th Street and the Manon Greenway sits in a flood plain. Its' wetlands have to be preserved or rebuilt elsewhere. The dog park could flood and P!Jt dog waste in storm water drainage and nearby Little Cool Creek, said Gary Duncan, assistant city engineer, sa the developers must redraw their initial plans. New ones will be reviewed by the engineering staff, then considered at the plan commission's Sept. 16 meeting. The Department of Community Services has heard from some neighbors west of the site who are concerned about drainage, maintenance of the dog park and fumes from the pet crematory, said Angie Conn, city planning administrator. Neighbors can voice concerns at the meeting, she said. The developers say they want their development to offer pets the dignity of a human-style funeral. "It would be something along the lines of a memorial service that would be done for a family member on a small scale," Ron Bussell said. Some area residents already spend hundreds or thousands of dollars a year to bury their pets in adjacent plots. A casket at Forever Friends Pet Cemetery in Oaklawn Memorial Gardens in Fishers starts at $170, a plot opens at $350, grave digging costs $125 and grave markers begin at $500. "More and more of our customers had asked about making pet arrangements," said Oak lawn location manager Frank Cooper. The first pet funeral home in the nation, Pet Angel, started in Carmel four years ago. "People are looking at pets differently," said Coleen Ellis, founder of Pet Angel. I have meet with the neighbors to the West and are coming to an understanding of their concerns. I have contracted with Alt & Witzig for a wetlands delineation. It will not be complete for about two weeks. I am reluctant to spend the money for modifications to the site plan, etc. until I have that and can understand the effect it will have on the project. I anticipate that it will be possible to continue with all the project, with some modifications. So....1 was wondering if we can get another delay in the hearing date. Please revise the plans to mclude and label this path. 2) The Subdivision Control Ordinance and the Alternative Transpol1ation Plan requires a 5' sidewalk on each side of internal streets. Its provisions require that all dwellings and neighborhoods, whether single-family, two-family, or multifamily, be built to certain minimum standards. STRUCTURE AND DESIGN STANDARDS AND PROVISIONS BUildings shall maintain a consistent architectural style, in both form and trim, throughout. The trim shall be present on all sides of the building, as appropriate. Appropriateness,shall be defined as utilizing features and forms that are considered typical to the chosen ,~rchitectural style, and shall be determined by staff review. All building e/~ments ar.e, subject to the most current edition of the Indiana Building Code. A. SITE DESIGN 1. Buildings shall be designed and sited in such a way as to maximize solar gain and privacy. 2. Site design shall be context-sensitive with regards to existing natural features. B. BUILDING SCALE/MASSING 1. Building character; scale, and mass shall be similar to existing buildings. This may be accomplished through siting, setback, buffering, driveway location, height, and other elements. 2. Dwellings shall-not feature long, unbroken expanses of wall. Roofs shall have minimum 12" overhangs, on all sides of the structure, if architecturally appropriate. 2. Dormers and gables should be used to help break long roof lines.
