HomeMy WebLinkAboutD-1920-08 Police/Fire Benefits PackageSponsor: Councilor Griffiths ORDINANCE D-1920-08 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, DE WHEREAS, the City of Carmel has developed a comprehensive benefits package on behalf of its employees; and WHEREAS, the City periodically reviews various components of the benefits package to ensure the competitiveness, equity and effectiveness of such benefits; and WHEREAS, it is necessary, from time to time, to adjust the level of benefits in order to reflect changes in the business and financial environment. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Cannel, Indiana, as follows: Section 1. The foregoing Recitals are incorporated herein by this reference. Section 2. Chapter 2, Article 3, Division 111, Section 2-42(e) of the Carmel City Code should be and the same is hereby amended to read as follows: "(e) Retiree insurance. The City shall contribute 50% of the monthly employee- spouse premium for retirees who have 20 years of active service with the City, plus an additional 1% for each additional six months of service, up to a maximum of 75% of the employee only or employee-spouse premium, as applicable (excluding the surcharge for tobacco users), provided that the City's insurance premium contribution shall not exceed $700 per month or $8,400 per year. Coverage for other eligible dependents may be continued at the retiree's expense. Details regarding retiree insurance are set forth in the City of Carmel Guidelines for Payment of Retiree Insurance Premiums, as amended from time to time. The Common Council shall review the amount and the terms of retiree insurance contributions no less frequently than every four years during the year of the general election of City officials." Section 3. Chapter 2, Article 3, Division III, Section 2-47(b) of the .Cannel City Code should be and the same is hereby amended to read as.follows: "(b) Police and Fire Pension Fund. I ) All full-time sworn employees of the City must join.the Police Officers' and Firefighters' Pension and Disability Fund (or a successor fund) on the first day of hire, Two separate and distinct contributiops are made ,to PERF on behalf of sworn employees. a) Employer contribution. A percentage o€a -first class officer's base pay (including 20 years of, longevity pay);, suchpercentage to be designated ahnually by PERF, is deposited into the pension fund on Behalf of'each einptoyee. These payments are'not credited to an individual employee's account. Employees ;must meet service and/or age, requirements to be eligible-for a PERF pension. b) Employee contribution. An amount equal to 6% of a first class officer's base pay (including 201years of longevity pay) shall be deposited inwan'annuity account for each"eligible employee. The City may,elcctto pay any or.all of the employee contribution. PERF shall produce periodic statements.for each annuity account. L Effective through November 29; 2001, the employee contribution shalhbe=deducted from `tlie employee's salary on ad,after=tiix basis. ii.. Effective on and. after November 30', 2001,. the portion of the employee contributioh I°gid by the ;employee shall be deducted from 'the employee's salary on-a.pre-tax basis. iii. 'Effective through December, 31;, .2608, the entire 6% employee contribution shall be`deducted,from each employee's, salary. M. Effective on,'and after January 1, 2009, the City shall pay °a portion of the employee•contributionrequal to 1.5% ofa first class offcci's,`base pay; the remi iniiig 4.59%4ill be deducted from the employee's salary. V. -Depositsntade,to,an annuity account by an employee may be refunded to the employee upon torrriination of employment witlvthe City. and.appli'eation to PERF', if the employee's plan allows for.refunds," Section 4. This Ordinance shall be in full force and effect on.and after January 1, 2004. Section,5, All prior City ordinances or,parts thereof that are inconsistent with any provision of this Ordinance are hereb3y repealed as of the 'effective date of this Ordinance.
