(May he heard tonight, pending a votefrom the SuhdillisionCommittee) Docket No. 080800030A: Amendment, Contributing Buildings The applicant seeks approval to amend Zoning Ordinance Chapter 23D.02.B.5, Old Town District Overlay Zone, in order to prevent the demolition of contributing building in Old Town without consent of the Director. Filed by the Department of Community Services, on behalf of the Carmel Plan Commission. The Department seeks approval to amend Zoning Ordinance Chapter 23D.02.B.5, of the Old Town District Overlay Zone, regarding the Demolition of Contributing Buildings. Contributing Buildings are those that have certain characteristics that are in keeping with historical constructioliin the Old Town District. This amendment will prevent the demolition of any contributing building in the Old Town District, unless the property owner receives the consent of the Director who wilJ LIse certain criteria. Currently, property owners within certain subareas of Old Town, namely the Character subareas, can demolish a structure without any consent from the Planning/Zoning Department. At the Oct. 7 Committee meeting, some concerns voiced were: -What kind of protections are in place to protect buildings against demolition, who makes this decision, and is there a need a professional group to make these decisions? -There was a suggestion to develop a Design ReviewlHistorical Prese.rvation Commission to review these properties. -It was determined that a short term solution and a long term solution need to be investigated. This item was sent to a special meeting of the Subdivision Committee on October 21., prior to the full Plan Commission meeting.. r .
