Department of Community Service's Initial Review Comments:
,. Comment: Complying with the Alternative Transportation Plan may be required:
check with David Littlejohn, the Alternative Transportation Systems Coordinator.
Response: This building will not be occupied by employees. The building will be
used fo store salt to be picked up by Street Department salt trucks during winter
conditions. Therefore, bike parking and walking paths are not applicable fo this
project.
2. Comment: Additional comments maybe made at the T AC meeting.
Response: Comment noted.
3. Comment: PETITIONER: Please wait to submit revised materials until after the
Technical Advisory Committee (T AC) has met on this application. The
resubmitted materials should include edits addressing any comment or
requirements that arise from the T AC meeting. Additional comments may be
made after the requested revisions have been submitted,

a. This project is subject to the City's Storm Water Management and Storm Water
Quality Ordinances.

requirements.
Response: John Thomas has commented on the plan and his comments have been
addressed.
35. Comment: All asphalt pavemen~ within the City right-af-way shall be 1.5 inches HMA
#] 1 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone
on 4 inches #2 stone. I
Response: Detail PV-36A on Sheet C202 has been revised to illustrate the City of Carmel.

36. Comment: Please develop and provide maintenance of traffic pions for the storm sewer
connection and entrance construction. Such plans shall conform to the Indiana
Department of Transportation Work Zone Safety Manual.

e. Please revise the contours of the proposed entrance such that water will flow in

f. What is the slope of the "gutter" being created at the new/existing pavement
interface?
g. All swales ore required to have subsurface drains.
h. Curbing in the right-at-way is required to have subsurface drains. Is such
subsurface drain does not' hove a positive outlet, it still needs to be installed so
that it may be connected, in the future

e. Curb-turnouts have been added and the drive regarded for positive drainage.
f. Minimal, however there is i, % from the middle of the drive to the turnouts.
g. SSD's are not required on water quality swales. The swales are also at 1.00% slope.

be required under the curb in the right-of-way.

Response: Plans have been stamped by registered engineer for bidding and
construction. Construction will not, commence until all approvals are obtained.

bored.

Please find our responses to your comment letter emailed to us June 17.2008.
1. Comment: I recommend that native salt-tolerant plants be used within dry detention
basin and all vegetative swales. 1'1 would also be ideal if these tolerant species could be
used along both sides oUhe drive as well.

Response: A plant mixture has been created to resist salts. Please see Sheet C40 I for
plant mixtures and areas of application.
2. Comment: I would like to emphasize that 011 applicable environmental permits must be
obtained for the onsite incinerator. These may include, air. land, and water permits. I
would suggest colling the Compliance and Technical Assistance Program line ((800) 988-
7901) at the Indiana Deportment :of Environmental Management to determine which/if
any permits are needed. Applicdble permits may require specific design criteria that
could affect the project layout.
Response: The incinerator does not need to be permiHed per conversations with an
engineer at IDEM Air compliance :department.
3. Comment: Per Greg Hoyes response letter, please make sure any wellhead protection
zone requirements are met.
Response: I spoke with Greg Hayes about this comment. There are no outstanding issues
regarding this comment.

3. Comment: The proposed project falls within the Moffitt Williamson Regulated
Drain Watershed.
Response: Noted.
4. Comment: Please submit an indirect outlet permit (Fee waived for governmental
entity) for the discharge into the Moffitt Williamson Regulated Drain. The

5. Comment: The design does nGt meet the 6" minimum orifice size per the
HCSTSM. but with the downstream restriction and the fact this is a facility that will

Dear Ms. Wilson:
The City received your construction plans on May 16, 2008 for the June 18 Technical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMATION
1. These comments represent the Department of Engineering's first review of the construction
plans for this project.
2. We request that all responses to our future comments be provided in writing and be
accompanied by drawings reflecting the requested revisions. Failure to provide written
responses may result in the delay of the review process.
3. It is critical that this office be made aware of all modifications made on the plans being re-
submitted, particularly if any such changes are considered "new" or fall outside of our
previous reviews. Please notify us of any changes and specifically state any changes,
including changes resulting from Plan Commission, BZA or other committee meetings.
4. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage
calculations submitted to this office for review. If you have not already done so, please
provide a set of drainage plans and calculations to their office for review. We will share
Crossroad's comments as they are received.
5. Final drawings will not be approved for construction until:
a. All Engineering Department and Utility Department and Hamilton County Surveyor
issues have been resolved.
b. All bonds and performance guarantees are posted.
c. All Board of Public Works and Safety approvals and any other governing agency
approvals (if required) are obtained.
d. All off -site easements necessary to install utilities to serve the development are secured.
e. Any required fees are paid in full.
f. Required digital files have been submitted.
6. The Department reserves the right to provide additional comments based upon subsequent
reviews as more detailed information is submitted.
7. An approved Storm Water Management Permit is required prior to commencing any earth
disturbing activity.
8. An approved right -of -way permit is required prior to commencing any work in the public
right -of -way.
9. If it will be necessary to relocate existing utilities or other infrastructure, the costs for such
relocations are to be borne solely by the developer. Any utility poles required to be relocated
within the right -of -way shall be relocated to within one foot of the proposed right -of -way.
10. The Department requires that the construction drawings be developed in accordance with the
City of Carmel digital submission standards and that all required submittals for primary plat,
secondary plat, and construction drawings be made. The digital files must be submitted to

12. Drawings submitted for approval:
a. The design engineer must certify all drawings submitted for final approval.
b. This office will require a minimum of 7 sets of drawings for approval after all issues have
been resolved. The drawings will be stamped as approved and signed by the City
Engineer and by Carmel Utilities. The Owner will receive 3 -sets, 1 of which must be
maintained on the construction site at all times.
13. Carmel Utilities will provide separate reviews of this project for water and sanitary sewer
issues. Please assure that copies of all drawings are sent to:

16. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda
deadlines for your use. Please use the Engineering Department deadlines for submissions to
the Board.
17. Any submission to the Board requires prior approval by the Carmel Clay Plan
Commission and /or the Board of Zoning Appeals (if applicable) and completion of
review by the Technical Advisory Committee. All written requests to be placed on the
Board's agenda must include the appropriate Docket Number and the date (or dates) of
approval by the Plan Commission and /or the Board of Zoning Appeals (if applicable).
18. Water and Sewer Availability (EDU) approval from the Board will not be applicable for this
project.
19. Commercial Curb Cut Approval — Please provide a letter of request with exhibits including
width at throat, width at pavement, radii, opposing existing curb cuts if applicable, etc.
20. Temporary Construction Entrance — It appears that the construction entrance will be in the
same location of the permanent curb cut and will not require separate Board approval.
21. The installation of any permanent, privately owned and/or maintained improvement (signs,
decorative street signs, walls, streetlights, etc.) within dedicated right of way or dedicated
easements requires the execution of a Consent to Encroach Agreement between the Owner
and the City of Carmel. Such agreements are executed by the Board of Public Works and
Safety. The City Engineer may approve irrigation system agreements.

22. Secondary Plat approval if applicable. All performance guarantees must be posted prior to
submission of secondary plats for Board of Public Works and Safety approval.
23. Dedication of Right of way if applicable.
24. It appears that there will not be open pavement cuts of Gray Road for the Water service
lateral and the Storm Sewer connection. If open cuts are required, these cuts would require
Board approval.
BONDING REQUIREMENTS
25. Upon initial review, it appears Performance Guarantees shall be provided for the following:
a. Erosion and Sediment Control and Storm Water Quality. Please contact Amanda Foley,
Engineering Department Stormwater Administrator, for details regarding engineer's
estimates /performance guarantee requirements for these items.
b. Improvements in the right -of -way (entrance, construction, storm piping, water
connection).
26. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for
100% of the cost of labor and materials to construct the individual improvements, to be
provided by the design engineer. Please provide detailed Engineer's Estimates for each
improvement including quantities, unit costs, pipe sizes and materials, etc.
27. Upon completion and release of individual Performance Guarantees, a three -year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon
15% of the Performance amount for Streets and Curbs and 10% of the Performance amount
for all other improvements.
28. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of
Credit.
29. Please reference the available enclosures for more detailed explanation of our procedures.
RIGHT OF WAY PERMIT AND BONDING
30. Any work in the dedicated right of way of Gray Road and/or 106t3i Street will require an
approved Right of Way Permit and a License & Permit Bond.
31. The bond amount is determined by the number of instances of work in the right of way at
$2,000.00 per instance. However, if the work is included in the scope of work of a required
and posted Performance Guarantee, the Performance Guarantee may be used to satisfy the
bond requirements of the Right of Way Permit.
32. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting
and bonding.
AVAILABILITY AND CONNECTION FEES
33. Water and Sanitary Sewer Availability (acreage) Fees / Connection Fees / Development
Application Review Fees will not be applicable to this project.
CONSTRUCTION PLAN REVIEW COMMENTS
34. Storm Water Management
a. This project is subject to the City's Storm Water Manangement and Storm Water Quality
Ordinances.
b. Please contact John Thomas to review storm water quality/treatment requirements.
35. All asphalt pavement within the City right -of -way shall be 1.5 inches HMA #11 surface on 2
inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2
stone. Please revise Detail PV -36A. Please also revise Detail PV -36A to include the
following note: "ALL PAVING SHALL BE COMPLETED IN THE SAME SEASON."
36. Please develop and provide maintenance of traffic plans for the storm sewer connection and
entrance construction. Such plans shall conform to the Indiana Department of Transportation
Work Zone Safety Manual.

e. Please revise the contours of the proposed entrance such that water will flow in the
proposed gutters. Are curb turnouts necessary?
f. What is the slope of the "gutter" being created at the new /existing pavement interface?
g. All swales are required to have subsurface drains.
h. Curbing in the right -of -way is required to have subsurface drains. If such subsurface
drain does not have a positive outlet, it still needs to be installed so that it may be
connected in the future.
40. Please indicate on all sheets that "approval is pending" until plans are approved.

a. Please indicate how the berm will be restored and stabilized after utility work.

a. The pipe under the new drive shall be 18" minimum.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on May 16,2008, for this project and have the following comments:
I. The proposed project faUs in the incorporated area and MS4 jurisdiction of the City of
Carmel.
2. The proposed project DOES fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls within the Moffllt Williamson Regulated Drain Watershed.
4. Please submit an indirect o~tlet permit (Fee waived for governmental entity) for the
discharge into the Moffitt Wi Iliamson Regulated Drain. The application is available
on our website at http://www.co.hamilton.in.us. go to Departments, Surveyor, and
Forms.
5. The design does not meet t~e 6" minimum orifice size per the HCSTSM, but with the
downstream restriction and the fact this is a facility that will be maintained by the
City of Carmel, we have no objection to the orifice layout as designed.

Chapter 28.07.05 of the zoning ordinance states: Ali City of Carmel and Clay Township governmental facilities and
buildings are exemgt from the zoninQ reQuirements and procedures fisted herein. This means you do not need BZA
approval for the proposed land use (salt barn), you are not bound by the setbacks or bufferyards (but it would not hurt to
try and comply with them), and you will notneed a~ariance for building height or lot cover percentage (perhaps you can
shift the building further from the road). Since you are within a wellhead protection zone, you will have to work closely
with the Carmel utilities dept (contact John Duffy) and perhaps the Hamilton County Surveyor's office. They are both on
the TAC members list.
By the way, is the City purchasing or leasing this lal!d from American Aggregates Inc?
The new Water Treatment Plant will have to come before TAC when that phase of the project is ready to be built.

use. Please also understand that the remainder of this site will be a new Water Treatment Plant for Carmel
Utilities. I have couple more questions that I w0uld like to ask;
I. Our site is zoned S-l and we are surrounded by 5-1 and S-2. Will our project be P - "permitting" or be
considered a SU - "special use"? I understand that you stated we would be exempt from Plan Commission, but
I want to make sure we don't have issues that would need to go before BZA.
2. Per the ordinance we believe the Yards to be; Front == 40 foot. Side == 20 foot, and Rear::;: 15 foot. Currently
this site is surrounded on the East and North with 13 foot tall berms with trees on top. Will we have Buffer Yard
requirements?
3. Per the ordinance, we understand that the maximum allowable building height is 35 feet. The new Salt Barn
will be 45 feet tall. Will this require variances and/or BZA approval?
4. Per the ordinance, the maximum lot coverqge is 35%. Will this requirement apply to our project? If yes and if
we don't meet the requirement, what are the permitting impacts?
5. I'm pretty sure that our project is in a Wellhead Protection Zone, are there any other permit
forms/applications that we will need for that?
