St.vincellt I Spo,Tt.~ Performance CeJlter Carmel Plan Commission r Docket Nos. 08070022 DP Amend/ADLS & 08070023 ZW i PRO~ECT SUMMARY I St. Vincent Hospital and BremnerDuke Healthcare Real Estate are proposing to develop a state of the art sports performance center with assodiated medical offices on the wcstern portion or the St. Vincent I Carmel Hospital campus located along U.S! 31. PLease see the aerial map under TAB 2. The Center will have L26,549 square feet of gross floor ar~a and provide sports pertormance, training, physical therapy I and medical offices. I Current Zoning and Adiacent Properties The site is composed of two development parcels, the tirst parcel, where the Center will be r located, is zoned B-6 and is within the U.S. Highway 31 Corridor Overlay Zone and the second parcel, I where the surface parking area will be located, is within in the Mixed Medical Zone of the Old Meridian District. The sports perronnanee center and[medical offices are peronitted lIses in bOll' the B-6 and Mixed Medical zoning districts. It is bounded to nprth by the U.S. Highway 31 and medical office buildings; to I the west by the North Meridian Heights sub;division; to the south by land awaiting redevelopment and the Carmel Apostolic Church; and to the east b~ Sundown Gardens Landscape Company and the St. Vincent I Carmel Hospital campus. PLease see the a'rea zoning map under TAB 3 showing the adjacent zoning I r classification districts. i I i I The Center, designed by CSO Arc hii teets, is in character with and complimentary to the adjacent hospital and other general and medical office buildings in the surrounding U.S. 31 area. Building r perspective drawings, building elevations arid signage, and floor plans are contained within this booklet Center Desi{!n and Sie:nage under TABS 4,5, and 6 respectively. The Center has two frontages: one 1ireCtly to the north and U. S. 31 and the second to the south and 131 st Street. The zoning ordinance alJo~s for only two identification signs for the Center. Due to the location of the Center along U.S. 3] and thb curve in the highway, both the east and west facades of the I Center have high visibility to the traffic travelling along U.S. 31. Therefore, BremnerDuke is proposing to add identification wall signage on those I facades to identify the Center. Due to substantial distance I from the south facade of the Center to the 1\31 ,( Street right-of-way, signage composed of the logo of St. Vincent Hospital is being proposed for thJ south facade. Additionally, BremnerDuke is proposing to 80SE ~1d(INNli;Y & E:VANS IJ)' o I ~ St.Villcent Spons Peiformllnce Center place a ground sign at the entrance to the benter off 131 st Street to facilitate and identify access to the Center from 131 st Street. Ih is ground sign lis consistent with the other ground entrance signage tound on the St. Vincent Carmel Hospital campus. o o o o o o I I Site and Landscape Plans I Woolpert, Inc. has prepared the sit~ plans under TAB 7 to contonn to the development standards of the Ordinance for both the U.S. Highwa~ 31 Corridor Overlay Zone and the Mixed Medical Use Zone. I The landscape plan, prepared by Contex~ Landscape Architecture, is included under TAB 8. The proposed surface parking area will not ext~nd to 131 sl Street. Therefore, BremnerDuke is proposing to leave that portion of the 131 st Street parcellsouth of the parking area undisturbed and to retain all of the I existing vegetation, which includes mature ~rees. The only improvement to this area is the improvement of the existing dirt drive into the site. A buantitative parking waiver is being requested to reduce Lhe number of required parking spaces. The turrent parking requirements do not specifically address the I number of spaces necessary for the Prop0sed sports performance center. The unique nature of the programs and services to be offered will req~uire less parking than that required of a typical medical office building. Therefore, we arc requesting a wJiver to reduce the required parking spaces by 26.8%. Please I I reference the detailed explanation under TAB 9. We feel this waiver is warranted due to the unique nature of the programs to be offered within the Sports Performance Center require less parking per square foot than typical medical office parking and have a peak demand that is offset from the peak for typical medical office space. u o u The proposed Sports Performance Center is a proposed 131565 sf four story building with 76,191 sf dedicated to Sports Performance and Physical Therapy, and 55,374 sf dedicated to traditional medical office space. St Vincent Sports Performance has two existing locations in operating in Marion County. One location, at 8227 Northwest Blvd Suite 160, has been in operations since Ndvember 1, 2001. That location currently has 25,800 sf dedicated to the Sports Performance Program and is staffed by 32 staff members. Their peak usage is between the hours of 5:00 and 6:00pm, and has an average maximum of 75 participants or 2-9 participants per 1,000 square foot (see attached 2007 participant data). During normal office hours they have a peak usage of 32 participants or 1.2 participants per 1,000 sf. Therefore we are requesting that parking for the Sports Performance space be required at a ratio of .12 spaces per 1000 sf.
