The applicant seeks site plan and design approval for a mortuary. The site is located at 11411 N
Michigan Rd. and is zoned B-5/Business. Filed by Charlie Frankenberger of Nelson &
Frallkenberger for The Blackstone Group.

The petitioner seeks site plan and design approvaL for a flUleraL home and crematory. (The Board of Zoning
Appeals apPTOved a special use request for a flUleral home land use on Nov. 24 with a vote of 3-1.) This site is
just north of and adjacent to the Michigan R~ad Corridor Overlay, but does not lie within it. The site lies just
south of the W oodha ven resideiltial subdivisidn and just north of A Hum's garden center. The project's landscape

Remonstrance, regarding the business type, ell'vironmental concerns, and specific site plan detail concerns, was
submitted.
The sign variance request was withdrawn at the November 24 Board of Zoning Appeals meeting. New sign
dimensions were delivered to the Depaliment, showing it meets the Sign Ordinance requirements.
Please refer to the petitioner's revised info paqket and updated site plans for more detail
DOCS Staff's outstanding review comments: I
1. Please give an update on the approval!status 1;-om the Forestry Dept, Hamilton COlUlty Highway Dept or
INDOT, and Hamilton County Surveyor's Office.
2. Provide the landscape lighting (if any), details, and specs.
3. Please consider using LEED or 'green' site and building practices, such as solar panels, skylights, native
plant species, bio-swales in the center! of the parking area, etc. ,

November 18 Plan Conmlission meeting comments/concerns:
1. Intemally ht ground sign is proposed. jean its lighting be placed on a timer?
2. There are state and federal regulations' for crematoria.
3. More detail on the.2004 rezone w/ CO~1111itments is requested, for thc committee.
4. Environmental concerns fro111 neighbors: fumes, well water, birth defects, etc.
5. Regarding the pm'king lot light fixture's: can YOll provide a different desif:,'1]?
6. The committee needs to see more detail on: the fence design/location, more info about odors/fllmes,
different parking lot light fixtures, creb,atory info about fumes and regulations, and dumpster location

M ueh discussion occuned, and then the petiti~n was forwarded to the full Plan COlmllission with a lmanimous
favorable recommendation with conditions, a$ outlined lmder Tab 1 of the petitioner's revised info packets.
The Dept. of Community Services recommdnds the Commission vote to approve this item, only after all
comments/concerns are addressed.
