The Village of WestClay Goldwater Park was submitted under Docket Number 05070012 SP with
construction plans for an amenity area and secondary plat.
The construction plans were permitted and approved through the T AC process.
The Secondary Plat as originally submitted did not move forward with signatures or recording.
The area shown on the plans was recently platted within the Village of WestClay Section 6003-B
secondary plat under Docket No. 07020028. More specifically as, Block 'D" Goldwater Park
within the Section 6003-B plat

Dear ML Burke:
The City has reviewed your conunent letter and drawings dated August 22, 2005 based upon the City
review of July 15, 2005.
The comments from the City review have been satisfactorily addressed with the following exceptions:
PROJECT COi\fiVIENTS-CONSTRUCTION PLANS
11. Engineering is of the opinion that the entrance off pettigru Drive is not necessary and has a
negative impact on the on-street parking anticipated along Penigru Drive. Northbound traffic can
turn left at the intersection of Pettigru and Manigault; southbound traffic can utilize on-street
parking or turn right at the same intersection. Continuing the on-Street parking and eliminating
the median break will make this section ofPettigru more consistent and provide more on-street
parking for the benefit of the overall area.
Repeat comments 16 through 19. Please include these items for the event that the Goldwater
Park entrances and parking lots are constructed separately from Section 6001 pavement and
curb.
16. All curb cuts will require Board of Public Works and Safety approval.
17. Please delineate street cuts/curb cuts on the plan for saw cut, removal, and replacement.
18. Please provide the follO\ving pavement section for any pavement within the right-of-way that may
need to be replaced during construction: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder
on 3 inches HMA #5D base on 7 inches #53 stone.
19. Please include standard street cut patch detail for street cuts. Street cuts for utilities will require
Board of Public Warks and Safety approval.
20. Please include the. Department's standard backfill and minimum caver requirements where
appropriate. Repeat this coinmenl- the cOllnection to storm structure 722 is within City
right-of-way.
Based upon additional review, the City provides additional comments:
1. Engineering is of the opinion that the 15 parking spaces south of MacArthur Field are not
absolutely necessary at the location indicated. Parking could be provided off ofthe parking field
to the north in 6Q03 and provide roughly the same access to the ball fields as well as access to the
basketball courts. .lfthe parking indicated is to be installed as proposed, portions of the on-street
parking south o[MacArthur Field arc outside of the right-of-way. All tllis parking should be in
the right-of-way. Also, the sidewalk that terminates at the eastern edge of the ro\v of parking
needs to be modified to terminate at the west side of the street between Block A and Block B,
connect down to ball field, or nm along north edge of spaces for ADA connectivity.
These comments represent the Department of Engineering's second review of the construction plans for
this project. We request that all responses to our conunents be provided in writing. Failure to provide
written responses may result in delay of the review process.
11 is critical that this office be made a ware of all modificatiOIl made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please

Please find enclosed one set of Site Construction Plans and Secondary Plat for the Village of
WestClay Goldwater Park. The plans have been updated per your comment letter dated July
15, 2005. Revisions and/or comments are:
1. The docket no. 05070012SP has been added to the plat.
2, The PUD ordinance Z-465-04 has been added to the plat.
3. A location map has been added to Sheet 1 of the plat.
4. The sidewalk along the east property line has been removed from the plat on Sheet
1,
5. The surveyor's signature and seal will be added prior to submitting the plat for
signatures and recording.
6. The DU&SE text has been enlarged.
(J) The landscape plan is currently being prepared by Ratio Architects and Brenwick
Development Company. It will be submitted upon completion.
8. A concrete monument has been placed at the southwest corner of the plat.
9. All flood statements are shown within the construction plans, but not included as
part of the plat.
10. The bottom elevation of the pond has been labeled on Sheet C103.
11. The parking breakdown is listed within the Legend on Sheet C1 01.
12. Building elevations will be provided from the architect.
13. Any outside mechanical equipment will be indicated on the landscape, which will be
forwarded upon completion.

We have reviewed the construction plans submitted to the Hamilton County Surveyor! s Office
on July 6. 2005 for this project and have the following comments:
1. The proposed proj ect falls in The Village of West Clay Regulated drain and The
Village of West Claywatershed.
2. Storm water detention for the site is provided in tbe D1~ter plan for Village of West
Clay, West Section.
3. Please submit an outlet pernrit for the discharge into the Village of West Clay
Regulated Drain. The application is available on OUI weosite at
http://ww.w_co.hamilton.in.u~> go to Departments. Surveyor, and Forms.
4. Please submit subdivision non-enforcement agreement for the ViUage of West Clay
Drain and the l.W. Brendle Drain that will be located in. the area covered by this
secondary plat.

6. The HCSO has concerns of the proximity of the pool to the 42" Rep being installed
with 6001, but this may be a mute point since the pipe may be relocated. If the plans

7. The encroachment of the softball diamond Mto the dry self on Pond 6 does not meet
the standards ofHCSO. This item will require a variance from the Hamilton County
Drainage Board. Please submit a letter requesting to be placed on the Drainage Board
agenda for the required variances.
8. Please submit a copy of the landscape plan fOor this sectlon. We will be closely
looking at the planting only on west side, in the buffer yard; that may conflict with the

Dear Mr. Burke:
We have reviewed the drawings submitted for this project for the July 20, 2005-Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMA nON
1. The project site is currently located within current City of Carmel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
.. Street and Right of Way (Manigualt StreetlPettigru Drive) - City of Carmel.
. Water Mains - City of Carmel service area.
.. Sanitary Sewers - Clay Township Regional Waste District service area
. Storm Sewer - City of Carmel (the onsite storm sewers are assumed to be a private system).
.. Legal Drains - Hamilton County Surveyor's Office
3. Board of Public Works and Safety Approval Requirements:
II Commercial Curb Cut. It appears there are 5-separate curb cuts (including the on-street parking
area) requiring Board approval. Please provide 8 Y2 x 11 exhibits with your request for curb cut
approval including drive ...idths at throat and at street, radii, existing opposing curb cuts, etc.
. Temporary Construction Entrance if applicable and if at a different location than the location of .
the permanent curb cuts. Same exhibit requirements as for the Commercial Curb Cut.
. Water Availability. Approval from the Board is based upon usage calculations for the pool,
clubhouse and any other planned water usage facility (see Item #8 below). If an irrigation system
is planned, additional Water Availability approval from the Board will be required and additional
Water Connection Fees will be assessed.
. Any permanent improvement to be installed ",ithin dedicated right ohvay.
. Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements andlor dedicated right of way.

A schedule of Board for Public Works and Safety meeting dates and agenda deadlines has previously

4. TAC ReviewlDrawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also be resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of four sets (maximum of six sets) of approved drawings after all issues have been resolved.
The drawings will be stamped approved and signed by the City Engineer and by the Director of
Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive one set, our Construction Manager will
receive one set and one set will be maintained in the Department of Engineering. If more than the
minimum four sets are requested to be approved, the additional sets (maximum total of two additional)
must be submitted with the four required sets.
5. Please be advised that-any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way ""111 require a Consent to Encroach Agreement between the
OwnerlDeveloper and the City of Carmel. This Agreement requires Board ofPubIic Works and Safety
approval.
6. Carmel Utilities/Water Distribution should be provided copes of all drawings and revisions for review
of water issues. They will provide a separate review.regarding these issues.
7. Carmel Utilities subscribes to "Holey Moley" who should be contacted directly for all water main
locations.

BONDING REQUIREMENTS
9. Upon initial review, it a.ppears the following bonding requirements may apply to this project:
Performance Guarantees
There are no Performance Guarantee requirements.
Street CutlRight of Way Permit and Bonding Requirements
Any work in dedicated right of way will require a Right of Way Permit and a License and Permit
Bond. The bond amount will bc determined by the number of instances of work in the right of way
(curb cut, storm sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts in dedicated streets
require approval by our Board of Public Works and Safety. It appears that the following items will
require permitting and bonding:
o 5-Curb Cuts
.. 1-6" Sanitary Sewer lateral connection.
.. 1-2" Water service line connection.
Please contact Fred Glaser, Right of Way Managerllnspector for requirements regarding this permit.
WATER A V AILABlLITY M"D CONNECTION FEES
10. Water Availability (acreage) Fees must be paid after all other Engineering Department requirements
have been satisfied and prior to the start of construction activities. Water Availability Fees are based
upon total platted acreage for the development at the current rate of $1,01 0.00 per acre. Based upon
the secondary plat's indicated acreage, the following Water Availability Fees would apply:
7.13 Acres @ $1,010.00/Acre = $7,201.00
Water Connection Fees are currently $1,310.00IEDU. Please provide the following information in
order to calculate the total EDU (LO EDU = 300 gallons/day) requirement for this project.
.. Total square foolage of the pool's surface water area (calculated at 1.60 EDUs/lOOO sq. ft.).
.. Estimated usage of the clubhouse in gallons/day
. Estimated usage of any other water user on the site.
H an irrigation system is planned for this development, additional Water Coimection Fees will be
assessed based upon the recommendation of the Director of Carmel Utilities.

PROJECT COMMENTS-CONSTRUCTION PLANS
11. There are four entrances proposed for this amenity area plus there is a nearby entrance in FUTURE
SECTION 6003 for a total of five. Each of the five proposed entrances is less than 150 feet from an
adjacent entrance. This creates overlap of the intersections' functional boundaries. Two of these
entrances serve a parking lot with only nine parking spaces. Two of the proposed entrances are less
than the desirable offset distance from an opposing existing street (Forsyth Street). The additional
entrances create unnecessary conflicts for pedestrians and bicyclists. Please revise and provide internal
parking lot connections so that the number of entrances is significantly reduced.
12. The proposed 'Nidth for each oftlle entrances is 24 feet. Many streets in the Village of West Clay
carrying two-way traffic are as narrow as 19 feet. Why is a width of 24 feet necessary for an amenity
area entrance?
13. Please indicate and label the right-of-way of the existing streets.
14. ADA ramps are required at all locations where the sidewalks or asphalt paths cross the streets.
15. Please place "PRIVATE" label on all private driveways, streets, entrances, etc.
16. All curb cuts will require Board of Public Works and Safety approval.
17. Please delineate street cuts/curb cuts on the plan for saw cut, removal, and replacement.
