Scott, please see the attached revised landscape plan for the subject project. I apologize for the last e-mail. It was our
recollection from the TAC meeting that you agreed to provide a recommended species for the street trees and that we
would check your recommended species vs. the Westclay design guidelines. In any event, we have revised the species
of the street trees to honey locust per your response.
We continue to show the street trees between the sidewalk and curb since this is where street trees have been appmved,
installed and thrived, in close proximity to water lines and other utilities, throughout Westclay. Furthermore, it is also my
understanding that trees are preferred by engineering in the right-of-way rather than the easement. With this in mind,
added to the fact that I believe there is a build-to line where the parking lot must go, I don't think we have any other
options.
Please note that, as was stated in the meeting, if the trees die, the owner will replace them. Let me know if this plan can
be approved and I can send you and Angie hard copies. If you have any further comments or questions, please contact

And your question now is "...have you had a chance to come up with a recommended species..." (to plant over utility lines
in a drainage and utility easement?) I am an arborist and environmental planner - and you are asking me to make a
recommendation on trees the need to grow large, develop canopy, and live long lives in very reduced spaces that in all
likihood will produce conflicts in years to come because they have not been afforded the soil volumes and root clearances
they need.
The species that will provide the most urban benefits for this parking out and are the least affected by urban conflict are
probably London plane tree and honey locust, but I do not know how they fit into the "master-plan" for the streetscape in
West Clay.

My comments on the landscape plan are as follows:
1. The landscape plan must show curb. sidewalks, utilities and other hardscape features.
2. The oaks on the north perimeter conflict with a couple utility lines.
3. Because of soil volumes and sidewalk conflicts, I believe that the trees should be placed on the inside on the
sidewalk.

Angie - to follow up on our conversation last week, please allow this email to serve as
Brenwick's acknowledgement and approval of the conversion of use of Block C in Village of
WestClay Section 6001 from three townhome units to a 27 space parking lot to be built and
used by The Stratford Companies. This block is located within the Primary Area (MUl
which, per Section 5.1 of the WestClay Village PUD, permits Civic Uses and Commercial
Uses .that would obviously contain parking lots for such uses. With that said, we believe
the parking lot as proposed is in accordance to what the WestClay Village PUD
contemplated. This parking lot will be subject to requirements of Sections 16 and 19 or
.the PUD and will be reviewed by the WestClay Architectural Review Board. Should you need
anything further I will be happy to assist.

Dear Mr. Snelling:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on August 22, 2008, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Cannel.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in The Village of West Clay Regulated Drain Subdivision
and The Village of West Clay Regulated Drain Watershed.
4. Detention volume for this site is provided in the master plan for Village of West Clay.
5. PLease submit a Non-enforcement of Drainage Easements on lndividual Tracts for the
encroachment of the parking lot, entrances, curbs, sidewalks, and landscaping into the
existing Village of West Clay Regulated Drain Easements. The application is
available on our website at http://www.co.hamilton.in.us. go to Departments,
Surveyor, and Forms.

Hi, Greg - I am not sure that this parking lot can be approved without some type of development plan amendment in front
of the plan commission, as a public hearing. If you look at the attacheq development plan/primar.y plat for the area, it
shows this area as being subdivided for townhomes. This was submitted under docket no. 04060035 OA. This site plan
was submitted with the pud ordinance amendment in 2004. Maybe you can do some research on your end, and I will
continue to do research here, to see what the approval process needs to be.
