1. Docket No. 080900] 8 DP/ ADLS: Legacy PUD -Prairie Landing CCRC
The applicant seeks site plall i:lnddesign approval for a continuing care retirement cOlwnunity. The site is
located at approximately 13850 River Rd. and is zoned POO/Planned Unit De\"elopment. Filed by Tim Ochs of
Ice Miller, LLP for BHI Retirement ConID1UTuties, Inc.
The petitioner seeks site plal1 aDd design approval for a continuing care retirement community with 225
independent living units in one building, 18 assisted living units, 18 memory support units, 36 skilled nursing
units, and 60 fi'ee-standing cottages. The pe(itioner estimates about 120- full-time employees spread over three
shifts. They anticipate that the largest shift would consist of about 75-80 employees. There will be 406 parking
spaces associated with the Large Central Congregate Building and 240 parking spaces associated with the
Cottages, for a parking grand total of 646 total spaces on-site.

Outstandinf! Staff f-eview comments:
1. Provide details on how the trash receptacle is screened from view. Sheet A-19 (the page you refer to)
does not show the screening. at the delivery area.
2. Exhibit 4 of the POO shows part of this site having primary environmental and/or recreational open
space. Please show/label these specific areas on a site plan.
3. Please give an update on the approval status from the Forestry Dept and Engineering Dept
Conmlents/concems from the November 18 Plan Commission meeting:
1. Overall, the Commission likes the project
2. There are some blank walls on the elevations what wiIl need some additional windows or brick
detailing, such as Sheets A-I I and A-12.
3. Sheet A-I5 wi11need some more detailing on the garage wall elevations.
4. The Committee would like to see some perspective or 3D drawings. .
5. What type of units will be closest to the school? Is there an oppmiLmity for gnndchildren to access the
site to visit tIleir grandparents?
6. Provide an overall site plan of the Legacy, to see how this project fits in.
7. Parking: is there enough parking'? Additional discussioll at the connnittee level about the overall number
of pa~'king spaces provided and who would be using them, such as employees, visitors, residents, etc.
Comments/concerns from the Dec. 2 Plan Commission conunittee meeting:
I. Provide more loading area enclosure details; add brick columns to cedar fence.
2. Provide parking ratios and counts fi'om similar CCRCs.
3. Some building architecture detailing was requested, i.e. brick pattems, window shutters, spandrel
glass, etc
4. Duplex cottages: possibly have an option to move window to the back wall of garage.
5 Cottages: possibly have an option to add skylights and sun tubes.
The Dept. of Community Services recommends the Committee forward this item to the Januaf"")' 20
Commission meeting with a favorable recommendation, after all comments/concerns are addressed.
(The petitioner will bring thel1ual construction documents before the Technical Advisory Committee for review/approval
at a later date, whelllhey are finalized.)
