Following is a point-by-point response to your five (5) comments. 1, !I171e City of Carmel Parking Ordinance requires that multi-family residences include bicycle parking. Bicycle parking jpaces are required at Cl rate of one (1) bicycle parking space per evefY three (3) living units "Fith a maximum afforty (40) spaces. In this instance the site will require at least forty (40) bicycle parking spaces. Please revise your plans to show the requires bicycle parking spaces on your site. Please see the City of Carmel's Parking Ordinance in order to determine appropriate localions, specifications and construction details jar the above. 1/ Although the development will consist of a continuing care retirement community with relati vel y few bicycle riders, particularly within the attached residential component, we understand and appreciate the requirements of the Parking Ordinance. Therefore, future plans to be submitted will provide at least the minimum number of forty (40) bicycle parking spaces. 2. "The Legacy's Exhihit 3. Bicycle and Pedestrian Plan requires a primary walking path along the east and south boundaries of this site. Please revise your plan to include this change. 1/ Exhibit 3 of the Legacy PUD does indicate a sidewalk or walking path along the east and south boundaries of the site. East Carmel LLC, an entity of Platinum Properties, will be installing Community Drive and will install the sidewalks or \valking paths along that street in accordance with the Legacy PUD. The sidewalk or walking path along the south side is identified as "conceptual" in Exhibit 3 of the Legacy PUD. Therefore, sidewalks or walking paths should be provided genera]]y east-west through the site, but are not required along the south propelty line. In that light, we have provided sidewalks or walking paths from the westernmost properly line to the easternmost property line through the site, some of which are relatively near the south propel1y line. 3. "The Legacys Exhibit 6: Street Plan (Minimum Cross-Section Standards for Known Streef Locations) requires a Primary Point a/Connectivity at the intersection of River Rd and Community Dr. Please provide details of this connection. " The Primary Point of Connectivity at the intersection of River Road and Community Drive is off-site and not part of the subject real estate. East Cannel LLC, an entity of Platinum Properties, \vill be installing this Primary Point of Connectivity. 4. "The Subdivision Control Ordinance and the Alternative Transportation Plan requires a 5' sidewalk on each side of all internal streets. Please consider revising your plans to include this change. /I We have discussed this issue at some length with you and Angie Conn subsequent to your October 10 comment letter, and prior to this conespondence. S inee we are not proposing to subdivide the property, we understand the provisions of the Subdivision Control Ordinance will not apply. \Ve understand the provisions of the Alternative Transportation Plan, in this context. represent a recommendation of both the Comprehensive Plan and the Thoroughfare Plan, rather than an ordinance requirement. We have provided sidewalks or walking paths tlu-oughout the proposed development. Although we have not provided sidewalks or walking paths on both sides of every pOltion of every private street, we believe we have met the spirit and intent of the Alternative Transportation Plan by providing convenient pedestrian connectivity throughout the proposed development, while minimizing the hard-surface vvhere possible in order to provide for a "green" development. 5. We anticipate the largest shift would consist of approximately 75-80 employees. 31. "Parking. " We have discussed this matter extensively with you and Mike Hollibaugh, and have submitted infol111ation regarding the true characteristics of the people residing in the various housing types. At this writing, you and .tvfike have not completed your analysis of this unique CCRC, the actual parking demand, within the context of other recently approved ceRC's in Carmel. y "Bike parking: please show/label the bike parking areas, and provide the bike rack details. "Regarding the detached homes: Do you consider the cottages (0 be smaller detached dwellings or larger detached dwellings, as specified in the PUD?" We do not consider the cottages to be "larger detached dwellings" as specified in the PUD, However, we also consider the cottages in the ceRC to be a unique housing type, to be differentiated from the "smaller detached dwellings". Although some elements of the "smaller detached dwellings" as specified in the PUD may be applicable, such as the specific garage type reference in Exhibit 8, we consider the cottages to be otherwise unique and separate. Additionally, some cottages are attached and some detached. Plus, without platted lots, many elements of Exhibit 8 are clearly inapplicable to the cottages. The proposed proj ect falls in the incorporated area & MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES fall in a Carmel Wellhead Protection Zone. 3. The proposed project is located in the Tunis Gerard Regulated Drain Watershed and the Elizabeth Warner Regulated Drain Watershed. 4. Please submit a 2 outlet permits (4 outlets) for this project. Two of the discharge points are indirect discharges to the Tunis Gerard Drai.n and the other two discharge points are direct discharges to the Elizabeth Warner Drain. The application is available on our wehsite at http://www.co.hamilton.in.us. go to Departments, Surveyor, and Forms. 5. What is the composite eN value for thi s overall site, as it contributes to the east and west master basins and how do they compare to the assumptions in the master drainage design? 6. The calculations imply the detention volume for this area was accounted for in the master drainage plans, but these detention basins are not constructed yet and are not part of any current plan on file.. When is the anticipated constnlction of these detention basins going to take place? 7. Please note that further comments may be necessary at a later date.
