I'm a 16 year resident of Northern Heights and I wanted to write to express my concerns on the variance request. Our neighborhood is united in its opposition to this as will be shown by the signed petitions which are in the process of being completed. 1. why would Carmel want to do approve something which will increase traffic coming in and out of the driveway onto 116th street, which will only get busier in the future ,especially when the SR 31 project gets going and 116th street becomes an interchange.This will be a serious safety issue. If Carmel "opens the door" they will not be able to close it without a lot of work and legal expense. 2.The owner of the house HAS already indicated his lack of respect for Carmel requirements by committing two violations ,i.e. the garage conversion and the driveway addition.He will very likely continue to flaunt the law if he is permitted to make this house into an office. I doubt that he would comply with the proposed Carmel requirement to minimize the number of cars in the driveway.Plus HOW will Carmel ever enforce this requirement? 3.He seems to be currently using the house as a quasi-motel for short term residents. Is this legal? 4. There is LOT of office space available in Carmel areas ALREADY zoned for this activity. Why would Carmel even think of changing our neighborhood by opening the door to commercial activity in a residential area.Just because they already did it for another house on 116th street doesn't mean they should repeat their mistake. 5. Furthermore I was just told that the owner of this property is advertising it as a double ,which is against the current zoning of the property. He continues to demonstrate a lack of any respect for laws and regulations. 6 Vicki Newlin has related to our neighborhood stories of the applicant swearing at her . Office Bldg at 501 E. 116th Street Attachments: scan0004.pdf; scan0001.pdf Last evening at the zoning appeals meeting, we were told that this docket appeal was tabled until the end of February. Since I am not available to attend the meeting for the new date; I would like to submit two "handouts" that I had prepared for last evening's meeting. The first are two Google maps: one of our neighborhood with red "x's" marking the general areas of where retirees or soon to be retirees have homes. Most of these are long time residents and we feel that allowing a commercial business at the entrance to our addition would not be in the best interest for our neighborhood. This map also points our the large lots and mature trees of our neighborhood. the second includes those commercial businesses around our neighborhood with blue "x's" marking the general location of where "For Rent" signs are posted. We also believe not having renters in those businesses close to our neighborhood could become a detriment, if landlords do not maintain the upkeep of their buildings because they are trying to cut costs. The second are pictures of the residence taken yesterday. Unlike the hearing June 23, 2008 for docket number 08050006, the Printing Plus Office; where the proposed owner had come to the zoning board seeking approval before buying the house; the house at 501 E. 116th Street was purchased and remodeled before any variance was sought (at least I'm not aware of one being sought). I believe the home was previously a 3 bedroom with attached garage before the garage was converted to a room, and it now has a "For Lease" sign stating that it's a 1 bedroom plus bonus. As you can see in these pictures; this home which is supposed to be a single family residence, has multiple cars in the driveway. Northern Heights is a neighborhood that is home to many families with small children, some with disabilities, retired workers; and even elderly with daily care needs. There is a plethora of business facilities located all around the area, even across the street, which would be better fit for a business: This man has an office at 96~' and Westfield Blvd. with huge signage in the front yard, advertising signs in the windows, and a large cemented or asphalt parking area. He has been sighted working there well into the evening. This is where he should stay. By allowing a business to be set up in a residential district, it will eat away our neighborhood and many residents' life savings by decreasing the value of this old time area. This is not a person who has presented himself as a neighbor or even cares about anyone in the neighborhood. On his first attempt at residential destruction, he wanted to make the entire backyard into a parking lot. He obviously received numerous negative responses and withdrew his proposal. At the present time, there are so many individuals residing in the dwelling that all of the cars have to be stacked in the driveway. This house is not being used as a single family dwelling. See photo This home at 116t'' and Ruckle is the main entrance to our neighborhood. Approximately SO residences and multiple vehicles use it. There was an incident when he was re-shingling the house, where he had a flatbed truck dangerously blocking the entrance. I struggled to return home and watched others struggle to negotiate their exit. As I have been a resident of this neighborhood for the past 40 years and an officer of the neighborhood association, I asked him to please remove it and place it in his driveway. His response was "Who in the h*11 do you think you are?" I felt like this was not someone who is concerned about the neighbors of Northern Heights. When SOS was zoned for an office, he and I were bout there and spoke. He mentioned_he soon hoped to do the same ,~ thing. >'Tpon leaving the meeting, I looked over at him and promised him I would return to fight him. His response was, "Why don't you go F*#k yourself." This again showed me that this is not,someone who.has respect for women or neighbors. Is he already using if as office space? Many people feel apathy. because they feel this is a done deal and old time Carmel will continue to be gobbled up by the almighty, dollar for the .city. Prove them wrong. Value our investments and respect the families of Norfhern Heights. Vote NO and let him remain in his existing office or let him rent one of the numerous office spaces thatare sitting vacant around ffie same area.
