I have reviewed the revised drawings submitted for the November 19, 2007 Technical Advisory Committee and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) Please sec the City of Carmel's Parking Ordinance in order to determine tho correct specifications and construction details for [he bicycle parking structures. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay oCWc review process. It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission. Special Studies or other committee meetings. The Department of Community Services reserves the right to provide additional comments based on subsequent reviews. The proposed project falls in the unincorporated area and MS4 jurisdiction of Hamilton County. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Long Branch Regulated Drain Watershed. 4. Hamilton County Surveyor's Office agrees this site has detention provided as part of the master drainage plan for Weston Pointe. 5. Please submit an indirect outlet permit, for the discharge into the Long Branch Regulated Drain, to this office. The application is available on our website at htt~://www.co.hamilton.in.us, go to Departments, Surveyor, and Forms. 6. What is the point of the curb turnouts and the end sections? 1 do not see a water quality benefit, do to the short travel distance. This design appears to have a potential for erosion between the curb turnouts and the end sections, along with the possibility that the runoff could travel in unintended directions. Would a different design work better? Please address any Phase II comment from HCSO Program Manager, Bob Thompson, along with these comments. 8. BZA: Variance may be required for not having 8-ft Offsets (recessions or projections) for buildings 90-ft or longer, per Section 23C.09.D. 17. BZA: a variance may be required for the Building base landscaping (foundations plantings) not surrounding the entire building. 18. BZA: variances will be required for signage facing north and east. Also, for total number of signs and the total sign square footage exceeding 75 sq. ft. Cy_.~ On the west fapade, raise the sign slightly to relate better with the eaves. dc-,20 Provide the parking lot pole light details, images. Show/label the 15-ft side yard setbacks.
