Dear Mr. Ramirez:
This letter serves to acknowledge receipt of a transmittal containing the development plans.
After reviewing the plans the Highway Department has the following comments:
1. Right-of-Way is requested in accordance with the Hamilton County Thoroughfare Plan.
The Right-of-Way for Towne Road, a primary arterial, is a 75' half.
2. The entrance must be constructed as a Class IV drive without tapers. The entrance
shall be a minimum of 20' in width and shall have minimum 20' radii.
3. The pavement cross-section within the Right-of-Way is 14" stone base, 5" H. A.
Intermediate and 1" H. A. Surface.
4. The entrance will require a permit from this office. Please contact Robb Chadwell,
HCHD Permit Inspector, for permit details and requirements. A license or permit bond in
the amount of $15,000 will also be required.
5. Further comments may be needed at a later date.

Dcar Mr. Ramirez:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office on
August 21, 2008 for this project and have the following comments:
1. This proposed project falls within the unincorporated area and MS4 jurisdiction of
Hamilton County.
2. "1"he proposed project DOES NOT fall in a Carmel Well Head Protection Zone.
3. 7-he proposed project falls within the Springmill Run Regulated Draiu Watershed.
4. Do to the size of the increased impervious area and the existing pond already at this site,
no additional stormwater detention will be required for this proposal.
5. The easement for the Springmill Run Regulated Drain is 25 feet from the top of bank per
the Surveyor's Report approved by the Drainage Board on June 28, 1999. The top of
bank is as determined by the Surveyor or his representative under IC 36-9-27-33. HCSO
would not support any encroachment into the existing Regulated Drain Easement. The
provided plans do not provide enough detail to determine if the proposal is encroaching
into the easement. Additional work will be required to deternine where the easement is
located and what may need to be done to avoid any easement encroachments.

Brian,
After reviewing the site plan for the Bikeboke Cell 'tower Project for erosion control here are my
comments:
l .The site will disturb < 1 ac. of soil therefore a Rule 5 permit is not required.
2. Silt fence will be required on the north, west and south sides as well as any other BMP's required to
protect the regulated drain and pond From sediment. Please shoe the silt fence on the plans.
This project does not fall under the County Runoff Control Ordinance (see comment 1-Rule 5) but
does fall under the County IDDE (Illicit Discharge Ordinance) so any discharge of sediment or non-
stormwater discharges is prohibited.

Attached are the Zoning Drawings and some supporting documents for Docket
#08080011 sE and Docket #08080014 V. The proposed Wireless Communications
Facility would be located on 11104 Towne Road. The picture is an example of

property is vacant.
