Your last conducted as of November 13, 2003 referenced several items RE~\IED DEG 2j~ 2GG3 DOGS Resources "Warning of on-site evaluation was in need of correction or action. Based upon your comments on page 2 of the November 13 report we have addressed each as follows: - Silt fence is being repaired and installed in areas along the creek that have been disturbed. - Areas that lacked temporary seed and ground cover are currently being seeded and strawed. Excessive moisture has precluded activity in most areas without causing significant damage to graded soils. Also extensive utility work by the gas and power subcontractors kept our work directly behind the curbs at bay. All of this work is complete by the subcontractors and seed and straw has been installed. - All storm drain inlets have been protected. - We are working on a plan for swale stabilization on the existing Swale cutting through the site north to south. The flows stay extremely high and have affected our ability to make corrective actions. We feel the winter season will help our ability to install measures needed to protect the swale. - Our builder Pulte Homes has been made aware of their requirements for individual tot erosion control practices and maintenance. They are currently installing standard. homesite erosion control measures and will continue to keep the streets as clean as possible this time of the season. I apologize for the delinquency in some of these matters being resolved. I hope this letter as well as the current actions that are occurring in the field meets with your approval and satisfaction. It is also intended to identify areas where additional measures may be required to control erosion and sedimentation. Current Site Information: 95% of the land development is finished. The streets are paved and utilities installed. The path along 121 s' Street has not been completed. The large Swale from 121 s' Street to Long Branch has not been stabilized. Home construction has started on the south end of the site. Curb inlet practices are not been used and perimeter protection for home construction is not used. X Install an appropriate sediment control practice between construction areas and lower lying areas. The northern half of the drainage way from 121x` Street to Long Branch Ditch is unprotected. Silt fence is recommended along both sides of the channel and the disturbed area seeded and mulched. Silt fence is needed along certain areas of Long Branch Creek where land disturbance has taken place. X Replace/Repair silt fence and/or straw bale barriers. Silt fence along the creek. Entrench silt fence (6-8 in.) and/or straw bale barriers (4 -6 in J and stake straw bales. Remove accumulated sediment from: sediment traps/basins, behind silt fence/straw bales, around storm drain inlet protection devices, streets and guuers (Do not flush with watec) X Temporary seed, fertilize, and/or mulch: --Temporary seeding on disturbed areas is needed. Utilize mulch secured with a crimper to protect the soil over winter.- Permanent seed, fertilize, and mulch areas that are at final grade: X Protect storm drain inlets: x curb inlets, drop inlets: The plans require inlet protection that fits into the catch basin for the following inlets: 787, 789, 790, 793, 794, 797, 798 Reshape and stabilize sideslopes of : sedimenttraps/basins, detention/retention basins Install/Maintain construction entrance(s): X Reshape and stabilize conveyance channels: Existing Swale through northern site needs to be promptly stabilized. This Swale has significant low Bow from offsite file outlets. An alternate plan needs to be submitted to stabilize this Swale. Hard armor to protect the Swale or a pipe to carry the low flow is recommended. X Place greater emphasis on erosion and sediment control on building sites; contractors, subcontractors, material vendors, and others should be made aware of erosion and sediment control requirements. Appropriate perimeter sediment controls (e.g. silt fence) and stable constriction entrances shall be utilized on all sites. Sediment tracked into the street shall be removed (do not flush with water) at the end of each work day. This site is recommended for a Warning of Non_Compliance. The work started without the plan approved. The site disturbance has not stayed within the construction limits. The disturbed area north of HeathTield Court has not been stabilized since August 26'". Detail for horseshoe dams should specify riprap or #2 stone for the dam and 12" of #8 stone on the upstream face to filter and slow the discharge. For a long rock horseshoe dam part of it could be made of compacted soil with a rock spillway. The rock weir length should meet specifications for sediment basin design. Please provide design calculations. • A temporary pipe across Branch Creek courC is needed to pass the storm water flow. A temporary slotted riser attached to the pipe would provide for a small sediment basin on the south side of the berm.
