These 3 spaces shall be eliminated, and the curbing and pedestrian walk shall be extended to the road edge. This adjustment is necessary to allow adequate space for earth mounding. I have attached two copies of the site plan. The first showing what was filed originally and the second showing the revisions that were made as a result of the Technical Advisory Committee meeting. The first shows no connect between phase one and two along the east side of the property on Windham Pass and Georgetown Lane terminating before the Grand Boulevard. The second plan indicates the revisions requested by the Technical Advisory Committee. Those items were to make Georgetown Road intersect with the Grand Boulevard and to achieve a connection between phase one and phase two along Windham Pass. This has always been shown as an emergency access area to achieve connectivity of the sidewalk/trail system. We feel that making this connection with a standard roadway would have a negative impact to the existing apartments by eliminating the spaces near the building. If you have any questions or need any further clarification of our position on the directions were asked to take in the design of this project please feel free to contact me as soon as possible. ITEM #16 -Don't understand the street alignment indicated on the Grand Boulevard entrance. It indicates an entrance (that appears to encroach upon a building) wider than the street width approaching the entrance. The originnl canunent has beers addressed. Grand Blvd. (Abbot Ave.) alignment and width should be adjusted. 10' !ones are too narrow. The entrance should be wide enough for 1 /one in and 2 lar~.. ut, at least 36' n[ the mouth. Is this parking area existing? • Why is there a temporary Swale along Grand Boulevard? Flow arrows or proposed contours would help us determine what kind of flow this Swale will see. We need this information if this is to be right of way. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of five-sets (maximum ofseven-sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by both the City Engineer and Director Carmel Utilities. The Developer/Owner will receive one-set which is to be maintained on the constmction site at all times. Carmel Utilities will receive two-sets. Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of Engineering. If more than the minimum five-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the five required sets. 6. Please show the boundaries of Phase II, per the legal description, on the site plan on Sheet CS (Title Page). 13. Will right of way for the future Grand Boulevard be dedicated with this project? 14. Regarding item number 13, identified as Pavement Section in right of way. What/where does this refer to? Sheet C201-Site Plan 15. Why are what appear to be curb lines extended into Sheets Drive? Sheet C202-Site Plan ] 6. Don't understand the street alignment indicated on the Grand Boulevard entrance. It indicates an entrance (that appears to encroach upon a building) wider than the street width approaching the entrance. 17. The dead end street does not appear ro be closed with a curb. 18. It would be helpful if match lines were to be provided for these two sheets. ]9. Why aren't the buildings identified on any of the plans? Building numbers, Unit Numbers, etc. would be helpful. Sheet C203-Site Details 20. Label the types of Asphalt Pavement Sections as to what they are applicable to. Sheet C301, Sheet C302-Grading Plan 21. There are buildings identified as "not built" on the plans. Are these remaining unbuilt units associated with Phase I construction? 22. It is very difficult to determine how the drainage in intended or designed to function without showing [he storm structures in the proposed development areas or showing surface drainage flow arrows. Sheet C501-Utility Plan 23. Do the water mains shown connect to existing mains? All existing mains should be shown and indicated as such. 24. The sanitary pipe between existing stmcture #811 and proposed structure #812 should connect to the strvcmre, not to the pipe. 25. Show sanitary and storm top of casting and invert elevations on the sheets with structure numbers. 26. There appears to be an existing pipe stubbed out of existing structure #811. Assume that this smb, if it exists, will not be used and will be removed? 27. It is our assumption that the storm sewer/storm drainage system will be a private system. Sheet C502-Utility Plan 28. Regarding the water lines indicated, our same comment from 22. is applicable for this sheet. 29. Also, our comment from 25. is applicable to existing sanitary structure #804. Sheet C801, C802-Sanitary Sewer Plan and Profile 30. Sanitary sewer service laterals are not dimensionally located on [he plans. This will be a requirement for as built drawing submissions. 31. Why are building indicated on C802 but not on C801? The above comments are based upon the Engineering Department's initial review.
