The balance of $56, 403.41 was satisfied by the receipt of check number 1078 on December 20, 2005. This commitment has now been satisfied. This project will be a regulated subdivision. The recorded commitments do not have provisions that provide relief from this requirement. There are many errors in the version of this note provided in the plans. Please remove the Landscape Plan from the set of plans submitted to the Department of - Engineering for approval. The Department of Engineering does not approve [he Landscape Plan. These comments represent the Department of Engineering's third review of the construction plans for this project. W e request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. It is deep and very poorly drained with moderate permeability. It has high available water for plant growth and high organic matter content. It has compact till starting at a depth of 40 to 60 inches. The main soil features that affect the urban development uses are seasonal high water table, high potential frost action, moderate shrink-swell potential, moderate permeability and ponded surface water. Crosby silt loam, 0-3 percent slopes- this soil is light colored, silty in texture and on sloping uplands. It is deep and somewhat poorly drained with slow permeability. It has high available water for plant growth and medium organic matter content. The soil has compact till starting at a depth between 20 -40 inches. The main soil features that affect urbah development uses are seasonal high water table, moderate shrink-swell potential, high potential frost action and slow permeability. Patton silty clay loam- This nearly level, deep, poorly drained soil is in broad depressions and drainage ways on lake plains and terraces. Runoff from adjacent soils is ponded on this soil. Permeability is moderate. The water table is commonly at the surface or at a depth of less than 1 foot in winter and spring. Available water capacity is high. Surface runoff is ponded or very slow. This soil is poorly suited to urban development. The soil features that adversely affect the engineering uses of this soil are a seasonal high water table, moderate shrink-swell potential, high potential frost action, and moderate permeability. My experience is that Patton soil can have a variety of different subsurface conditions- glacial till, sand or peat. Ponds or common areas should be planned for this soil. Extensive soil testing is warranted. AddiCional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or developer should consider the need for an onsite soils investigation. I have reviewed the plans for this project and have the following comments: • This site is very wet. Surface and subsurface drainage needs to be reviewed carefully. • This site has several locations for potential wetlands and should be reviewed by a wetland specialist. • Because of the soils and drainage issues, basements are not recommended. • Lots are not recommended on the Patton soil. Common areas or detention ponds are preferable uses. • Wet soils and prime farmland soils are the major resource issues. • One large pond would be cheaper to maintain in the future and provide a better aquatic habitat.
