After reviewing the plans, the Highway Department has the follawing comments (I have maintained Oie numbering from my April 22, 2003 letter): 1. At the Carmel TAC meeting, the discussion of a replat of the tot was discussed. Please forward a copy of the plat to my attention for review. An Application for Pro)ect review will also Head to be included as well as the appropriate review fee for a Secondary Plat. A copy of the plat and Application for review will need to be provided when It has been completed. 2. A Commercial Drive PennR well be required for the entrance. Please confect Mr. Robb Chedwell, Highway Department Permit Inspector, for the necessary forms and information. Tha permit must be applied for after the contractor has been selected. 3. OK. 4. OK. 5. The pavement section for the section of drive located within the right of way must consist of a 14" stone base, 5" HAC binder coarse, and a 1" HAC surface. Per our phone wnversation, add the 10" concrete section as an option for the entance located within the right of way. ti. OK. 7. OK. 8. Permits will be required for all utility connections that are made within the right of way. Please contact Mr, Chadwell for khe forms and Iniormatlon, Ths permit must be applied for after the contractor has been selected. 9. I know yvu had some conoems with the south elevation and windows, but the archftect thinks that since they have included a vestibule on the south elevation to add character and functioning to the entry to this end of the building, cantering the second story window wood not work well. It is deep and somewhat poorly drained with slow permeability. It has high available water for plant growth and medium organic matter content. The soil has compact till starting at a depth between 20 ~0 inches. The main soil features that affect urban development uses are seasonal high water table, moderate shrink-swell potential, high potential frost action and slow permeability. Additional information about soils is available in the "Soil Survey of Hamilton County". The engineer and/or developer should consider the need for an onsite soils investigation. I have reviewed the plans for this project and have the following comments: This site is less than 5 acres in disturbed area and is not part of a larger common plan of development An NOI for Rule 5 is not required. My plan review comments are as follows: Graphic tree planting details: the note which states, "Root ball should be set..." should say instead that the "Root flare" or "Root crown" should be set at or slightly above grade level. 2. The perimeter buffering Ordinance Section 24.6 requires 4 more shade trees and 2 more ornamental trees than are shown on the plan. 3. The planting strip on the east side of the plat (3.5 feet) does not meet the standard of the Overlay Ordinance. The minimum width is 5 feet, and planting for large growing shade trees requires a 9-foot width. 4. Only one half of the building is shown with the required foundation planting area.
