The City Engineer has reviewed the revised plans submitted for this project. We offer the following comments based
upon her review:
Sheet C101 -Title Sheet
1. Plans that contain the following on the Title Page will not be approved:
"THESE DOCUMENTS ARE SUBJECT TO PERIODIC REVfSIONS BY ROGER WARD
ENGINEERING. THE HOLDER IS RESPONSIBLE FOR VERIFYING THAT THESE DOCUMENTS
ARE THE MOST CURRENT PR[OR TO USE." While this statement may apply to the contractor and his
subs, this would not apply to the City of Carmel and we therefore require that you remove it from the plans.
Sheet C101 -Site and Utility Plan
2. We require clarification/certification that the Floodway li mits and 100 Base Year Flood Elevation were
actually revised (reference: "Floodway Per IDNR 1996 Study" and "Gripe's Floodway Limit" as noted on
Sheet C101). We were made aware that during the designing of the CarMax site adjacent to the 96th S[ree[
Auto Park, it was discovered that work originally planned for the HH Gregg site on the south side of 96`"
Street that would have caused modifications to the Floodway limits/zones was not done, and therefore, the
floodway limits remained unchanged. As I understand it, one or more of the existing buildings within the
Auto Park are at finished flood elevations that could be at risk of flooding. Certainly, during the flooding
event of September I of this year, it became obvious that flood limits should accurately and clearly be
defined for all future construction/projects. Although details of whether the floodway has or has not been
formally and officially revised remain unclear, we would like to avoid any furtherance of this potential
incorrect assumption, which directly affects the finished floor elevations of any buildings.
3. This office will not approve plans containing the Roger Ward Engineering, Inc. "disclaimer", as the plans as
submitted should represent the design plans for a new project, and are required to be certifying to all
information on such drawings. If certain information that was collected from previous surveys or plans
cannot be checked, verified and/or certified, it should not be shown on these plans.
4. The slope of the storm sewer from structure 725 to end section 722 (calculated by this office at 0.15°l0) is
very flat and long, making the pipe very difficult to clean, especially due to it's longer length. We anticipate
problems with sedimentation building up within this segment of pipe potentially after every storm event for
which the end section is submerged when the creek elevations rise. Can this slope be made steeper or the
outlet pulled further from the flowline of the creek? (Although this pipe will be the development's
responsibility, we do want to see that the drainage will function properly for the site.)
5. We require verification [hat the drainage plan for this portion of the 96`" Street Auto Park is in conformance
with the original drainage plan prepared by Paul I Gripe Engineers and that this site does not require onsite
detention. The city has been able to allow certain developments adjacent to the creek to utilize the `beat the
peak" methodology, but we are not certain of the extent of developed area of this portion of the site with
respect to [he drainage calculations and hydrographs peaks on the original submittal.

This letter is in response to the TAC meeting minutes dated April 16, 2003, regarding
your department's comments for the above project. The following describes the action
taken for each of your comments.
Scott Brewer:
1. The species of Crab Apples that are not recommended for the site are trees
that already exist on site per the Dan Young approved Landscaping Plan by
Paul I. Cripe. Tom Wood will replace the six dead Colorado Spruce trees
currently on site, but will not replace any live trees with a different type of tree
or shrub.
2. The note about "the root flare should be planted at grade level" has been
added to both planting details on sheet L101.
3. The existing trees that are located on the existing forcemain are scheduled to
be relocated in the same areas, but approximately 5 feet south of their
current location.
4. The east property line buffering requirement has been addressed.
5. The landscaping that Tom Wood Volkswagen has been continued around the
access street as you have requested.
6. There is no landscaping around the proposed building at this time.
Laurence Lillig:
7. The headlight concern along the parking lot edge on the north side was
addressed at the meeting, but was not shown in the meeting minutes. We all
agreed that there is no headlight issue because there are no backyards for
them to shine into.
8. The lights on the lighting plan are fully cut off, fully shielded as you have
requested. Mike Balay, Steve Kern (Jaguar property manager), Larry
Lawhead, Jim Rago (Light Source), and Mike Hollibaugh discussed the
lighting issue by telephone on April 24, 2003. The lights are being corrected
on the Lexus and Volkswagen sites to the agreed lights and they are going to
be used on the Jaguar, Land Rover, Volvo site too.
9. The sign package was delivered to the DOCS on Friday April 18, 2003.
John Dobosiewicz:
10. The owner and designers are aware that the Plan Commission is the final
arbiter on the Landscape Plan. We believe that this Landscape Plan meets
your requirements.
11. I believe the 96`h Street proposed ground sign for Lexus, Volvo, Jaguar, and
Land Rover has been submitted to you.
12. Larry Lawhead for Tom Wood is addressing the Jaguar statue issue.
13. Mike Balay has addressed the color elevation you needed.
14. A videotape of the Land Rover Nature Trail was shown at the Plan
Commission meeting. I believe that the Nature Trail is not a problem at this
time.
15. Attached you will find a copy of the cover letters to John South, Jim Haag,
and Dick Hill addressing all of their concerns.
I hope the above addresses your concerns, and we look forward to receiving plan
approvals for this project. Thank you.

work along that floodway other than to install an outlet storm pipe into the creek.
SHUPPERD: Run service and small cartage load usage and size equipment accordingly a
1-800 number for busy times when you really need it. Call and get the approval to
get into the system.

Aoodway/flood plain azea that you will not be doing any constzuction in.
IIOYT: Sent letter to M. Hoff who kindly answered all bis questions. I would like to meet
with owner and architect to discuss where the Fire Aepartment connection should be
located. and fill out the Knox box application at that time. I would like to see a small
detailed drawing of how the water system is coming in. Proposed water system on
the wall or better suited in the yard. I like the hydrant layout. It would not have a
full fire alarm. We will just monitor the sprinkler system,

H17.i.: Comments general information. Vi%ater is Indianapolis Water Company, Carmel
sewer and sanitary sewer jurisdiction. Tom Wood Volkswagen had to get consent to
encroach on existing easements. You may have to do that as well. Sanitary sewer
availability accepted only after BZA approval. Twill need an estimate of water usage
or use from another facility. We require a minimum of one yeaz's wo o water
r s o es a lsh water usage.
LAWIiEAD: We are moving from a facility down the street in Marion County this is going to be
larger. Will those bills be ok?
HILL: Yes. Some other comments. We would like you to designate all utilities, sanitary,
storm as either existing or pr~osed~Identify and label the sewer laterals structure
surface ow. p~azeas require to be curbed- I only see one structure serving
that whole pazking azea. Is that right?
HOFF: That is cozrect.
Td7T,L: What will you do with surface water?
1IOFF: Most of it is going to the reaz, which is the existing drain Swale.
HILL: I expect with Kate she will require Paul Cripe to meet the standards of the original
site.
BRER%Elt: A couple of points. First, your species for Crab Apples is not recommended and the
graphic planting detail there should be a note that says root flare should be planted at
grade level--The buffering to the north and to the west along the drainage Swale is
that in place?
LAWHEAA: No. They planted something there but we are not sure what is in there. Waiting to
meet with the subdivision to the north. We may be buffering that area more.
DOBOSIEWICZ: Ultimately the Plan Commission is the final arbiter. You will need to present
it to the Plan Comtxtiission.

BREWER: Also there is a force main out there and on the plan you show buffering planting on
top of that force main. It will have to be adjusted to show no plants on top of the
main. They may ask you to specify in the landscape easement a utility easement for
file main. 7. Dobosiewicz may want that on the plans. Also on the east side there is
also a buffering requirement. Adjacent to Tom Wood they have some Iapi~t g
that is not showing. I would like to see it continue around the curve, which you do
not have. oT~lan landscaping around the building?
BRYANT: No.
LILLTG: I have some concerns about this ~a lid g lot edge on the north side. We aze going to
have car headlights shining into people's backyazds. I think there should be some
sort of hedgerow to block those lights. At least to the height of a Land Rover's
headlamps.
DOBOSIEWICZ: We need submitted the proposed ground sign at 96`s Street that is on the Tom
Wood Lexus side. Flow that will be divided out. Will it be Lexus, Volvo, Jaguar;
and Range Rover etc? 1 want you to copy me on how that will play out. You
indicated that it would not include the Tom O'Brien sign. These signs will be
permitted without a variance through ADLS. This thing on top of the building just is
not going to happen. Xou can figure six different ways but you will be wasting your
time. The color elevation we should have it now. So we can offer comments and
review. If we do not get it until Plan Commission you may or may not find us
arguing for a continuance based on that insufficient time to review the petition. Sit
down with S. Brewer and review those areas. The Plan Commission is going to have

We offer the following comments:
General Information
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
• Streets and Right of Way (96's Street) -City of Carmel.
• Water -Indianapolis Water Company Service Area.
• Sanitary Sewer and Storm Sewer- City of Carmel
3. Board of Public Works and Safely Approval Requirements:
• Sanitary Sewer Availability (Connection).
• Any permanent improvement, including irrigation systems, [o be installed in public right of way or
dedicated easements. This requires a Consent to Encroach Agreement between the City and the
Owner or Owners.
I am enclosing a schedule of Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submission to the Board.
Any submission to the Board requires prior Etna! approva(by the Carme! Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee. All written requests to be placed on the Board's agenda m«st include the appropriate
Docket Numbers and the date (or dates) ojapproval by the Plan Commission and/or BZA.
4. Sanitary Sewer Connection Fees:
• Connection Fees are based upon the average user factor tables from Section 9-200 (sanitary) of
our Utility Ordinance. The Connection Fees are $795.00 per E.D.U. for sanitary sewers. There
are no classifications in our tables for auto dealerships other than the Retail classification, which is
1.0 E.D.U per 1000 square feet. You do have the option of requesting approval from our Board of
Public Works and Safety to utilize actual usage from an existing similar facility as a base
calculation for the proposed facility. Such requests must be accompanied by proof of a minimum
of one years worth of actual water usage, recapped by total gallons per month, and must include
the name, location and size in square feet of the facility being utilized as a base for calculation of
fees.
5. T.A.C. Review/Drawings submitted for approval:
We request that al] comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
constmction until all issues have been resolved. All Carmel Utility issues must also be resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a

minimum of four-sets (maximum seven-sets) of approved drawings after all issues have been resolved.
The drawings will be stamped approved and signed by both the City Engineer and Director Carmel
Utilities. The Developer/Owner will receive one-set which is to be maintained on the constmction site
at all times. Carmel Utilities will receive one-set. Our Public Works Inspector will receive one-set
and one-set will be maintained in the Department of Engineering. If more than four-sets are requested
to be approved, the additional sets must be submitted with the four-sets.
6. Please be advised [hat any installation of signs, walls, irrigation systems, etc. within dedicated right of
way or easements will require a Consent to Encroach Agreement between [he Owner/Developer and
the City of Carmel: This agreement requires review and approval by our Law Department and Board
of Public Works and Safety approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all sanitary
sewer locates.
8. Carmel Utilities will provide a separate review of this project for sanitary sewer issues.
9. I am including copies of the following items with [his correspondence:
• Department of Engineering Commercial Project Approval Procedures.
• Permit Data, Contacts, etc.
• Commercial Permitting Procedures.
I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements
upon request.
BONDING REQUIREMENTS
]0. Upon initial review, it appears that [here will be no bonding requirements for this project.
PROJECT COMMENTS
Sheet C101 -Site and Utility Plan
11. Designate all utilities {sanitary, storm and water) as either existing or proposed on this and on all
appropriate sheets.
12. Identify and label the sanitary sewer lateral to serve the showroom.
13. This project will be subject to review by Carmel Utilities. CommeroiaUretail sanitary sewer laterals
are usually required to discharge into a sanitary sewer structure. Carmel Utilities will advise you
regarding this issue.
14. All parking areas are required to be curbed.
15. There is only one stmcture and one run of storm pipe identified within all of the paved parking areas.
How do you proposed [o accommodate storm mnoff from all the other impervious surface areas?
16. Please provide drainage calculations or proof that this development adheres to the original approved
drainage plan for [he 96'" Street Auto Park.
17. Identify and label the easement for the existing sanitary sewer along the west perimeter of [he
development. Likewise, identify and label [he easement along the east perimeter. This is applicable to
all appropriate sheets.
18. There is a drainage easement identified on the 96`h Street Auto Park plat that is on either side of
Carmel Creek. Identify and label this easement on all applicable sheets.
We reserve the right to provide additional comments upon receipt of drainage calculations and upon the
City Engineer's review of [he plans for [his project.
The above comments are based uposthe Engineering Department's initial review. Please provide our
office with a follow up letter and revised plans, indicating all revisions. Second and subsequent reviews
will focus only on revised items. It is critical that our office be made aware of all modifications made on
the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our

Note: All erosion and sediment control measures shown of the plans and referenced in this review must meet [he design
criteria, standards, and specifications outlined in the "Indiana Handbook for Erosion Control in Developing Areas".from the
lndianu Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents.
4A. Erosion and sediment control construction sequence needs to be unique for this site. Note, while the
building is being constructed, all disturbed areas should be protected with gravel, paving or grass. Please
consider this in your sequence.
4C. Storm water from this site is going to flow west overland to Carmel Creek or north into the existing
swale and flow into Carmel Creek. I would suggest the floodway be seeded with a temporary grass prior to
construction and check dams be installed in the Swale prior to construction. These measures along with the
silt fence and construction entrance would be the perimeter practices. In addition, a berm could be built
along the west boundary of the pad to create a ponding situation as the fill is added to the rest of the site.
4H. Provide riprap detail for storm sewer outfall.
Note; IDEM will be notified when the plan is approved.
